This paper is an attempt to illustrate the stance of the Soviet Union in the law of the sea debate in the light of Soviet ocean activities. The paper has two sections. First, it examines the range of Soviet ocean activities. The considerable extent of Soviet ocean use underscores the importance which the Soviet Union places on the law of the sea debate and its consequent active participation in the process of international negotiation. Second, the paper considers the published record of the Soviet Union in the United Nations seabed debate. In seven years of debate the United Nations General Assembly and the Ad Hoc and permanent Seabed Commities and sub-Commities have generated a considerable body of documantation reflecting the public policy of over one hundred States concerning the law of the sea. Soviet expressions of opinion alone cover more than five hundred pages of documentation. Specific Soviet positions can be considered within two ganeral preferences: the protection of traditional freedoms of the high seas and opposition to ocean control by either coastal States or by an independent international ocean authority. The paper shows how these preferences and the specific Soviet negotiating positions defend and promote the maritime interests of the Soviet Union. 相似文献

The propagation of fatigue cracks under constant amplitude cyclic loading was studied in welded stiffened steel plates. The residual stresses in the stiffened plates were measured using the neutron diffraction strain-scanning technique. A finite element model of the stiffened plate was constructed to simulate the residual stresses by an uncoupled thermal and thermo-mechanical analysis. Both the finite element model and the neutron diffraction measurements indicated that in general the residual stresses were tensile near the welded stiffeners and compressive between the stiffeners and ahead of the starter notch tip. Fatigue testing indicated that the fatigue crack growth rates of the stiffened plates were in general lower than that of a corresponding unstiffened plate, especially near the notch tip where compressive residual stresses existed. Both the finite element method and Green's function predicted the fatigue crack growth rates with reasonable accuracy. 相似文献

Abstract The authors present an assessment of the Coastal Conservancy's efforts to consolidate small, substandard lots in the Santa Monica Mountains. Emphasis is placed on the ‘ ‘lessons learned’ ‘ by the Conservancy in its project experience as those lessons may be applicable to related efforts elsewhere. Dune systems are essential to the ecological balance and sediment inputs of coastal environments and they provide numerous environmental services; however, their existence is threatened by natural and human stressors that contribute to their degradation. Future impacts are expected to be greater because of global climate change in association with further rises in sea level. Beaches and dune systems occupy large areas along the coastline of the state of Veracruz on the Gulf of Mexico. The aim of this study is to establish the intrinsic vulnerability of nine dune fields in Veracruz to current and future impacts and to assess their integrated management status. These dune–beach systems are more vulnerable to the effects of economic activities and land use change than to those induced by natural forces. Results show that six of these dune systems have medium vulnerability and an ecological conservation policy should be adopted; the other three, with high or very high vulnerability, are candidates for a restoration policy. 相似文献

In this paper, an advanced control technique that can be implemented in hard emergency situations of vehicles is introduced. This technique suggests integration between Active Front Steering (AFS) and Active Roll Moment Control (ARMC) systems in order to enhance the vehicle controllability. For this purpose, the AFS system applies a robust sliding mode controller (SMC) that is designed to influence the steering input of the driver by adding a correction steering angle for maintaining the vehicle yaw rate under control all the time. The AFS system is then called active-correction steering control. The ARMC system is designed to differentiate the front and rear axles' vertical suspension forces in order to alter the vehicle yaw rate and to eliminate the vehicle roll motion as well. Moreover, the operation of the SMC is based on tracking the behavior of a nonlinear 2-wheel model of 2-DOF used as a reference model. The 2-wheel model incorporates real tire characteristics, which can be inferred by the use of trained neural networks. The results clearly demonstrate the enhanced characteristics of the proposed control technique. The SMC with the assistance of the ARMC provides less correction of the steering angle and accordingly reduces the possibility of occurrence of the saturation phenomenon that is likely to take place in the operation of the SMC systems. 相似文献

The power management strategy in many hybrid vehicles is based on expert rules and thresholds. These rule-based strategies can result in good efficiency in term of fuel economy and emissions if their thresholds and rules are accurate. However, due to the complexity and the non-linearity of the hybrid powertrain, determining accurate thresholds and rules is neither explicit nor straightforward, and experts in most cases fail to define these thresholds and rules with enough accuracy. Based on this fact, the objective of this paper is to propose a method to improve this rule-based strategy by refining its thresholds and rules. To achieve this, we used an optimization method (dynamic programming) to calculate the optimal power management, determine the optimal control signals, and extract efficient thresholds and rules that can be used in real time. In this paper, a load-leveling suspension system with a magnetorheological (MR) damper is investigated. In this suspension system, the MR damper is connected to a spring to form a load-leveling suspension system. The system effective stiffness and damping can be adjusted by controlling the MR damper. The characteristics of a load-leveling suspension system are studied first. When the linear damper is replaced with an MR damper, the averaging method is adopted to obtain the steady-state response of the nonlinear system. A comparison demonstrates that the results of the averaging method are in good agreement with those obtained by numerical simulations. The analytical results are then verified experimentally. The load-leveling suspension system studied here is able to adjust both suspension stiffness and damping and, hence, it may provide more effective vibration control in a wider frequency range, when the damper is controlled. 相似文献
