In this paper, we present the case that traditional transport appraisal methods do not sufficiently capture the social dimensions of mobility and accessibility. However, understanding this is highly relevant for policymakers to understand the impacts of their transport decisions. These dimensions include the distribution of mobility and accessibility levels over particular areas or for specific population groups, as well as how this may affect various social outcomes, including their levels of participation, social inclusion and community cohesion. In response, we propose a method to assess the socially relevant accessibility impacts (SRAIs) of policies in some of these key dimensions. The method combines the use of underlying ethics principles, more specifically the theories of egalitarianism and sufficientarianism, in combination with accessibility-based analysis and the Lorenz curve and Gini index. We then demonstrate the method in a case study example. Our suggestion is that policymakers can use these ethical perspectives to determine the equity of their policies decisions and to set minimum standards for local transport delivery. This will help them to become more confident in the development and adoption of new decision frameworks that promote accessibility over mobility and which also disaggregate the costs and benefits of transport policies over particular areas or for specific under-served population groups.  相似文献

The decision making of travelers for route choice and departure time choice depends on the expected travel time and its reliability. A common understanding of reliability is that it is related to several statistical properties of the travel time distribution, especially to the standard deviation of the travel time and also to the skewness. For an important corridor in Changsha (P.R. China) the travel time reliability has been evaluated and a linear model is proposed for the relationship between travel time, standard deviation, skewness, and some other traffic characteristics. Statistical analysis is done for both simulation data from a delay distribution model and for real life data from automated number plate recognition (ANPR) cameras. ANPR data give unbiased travel time data, which is more representative than probe vehicles. The relationship between the mean travel time and its standard deviation is verified with an analytical model for travel time distributions as well as with the ANPR travel times. Average travel time and the standard deviation are linearly correlated for single links as well as corridors. Other influence factors are related to skewness and travel time standard deviations, such as vehicle density and degree of saturation. Skewness appears to be less well to explain from traffic characteristics than the standard deviation is.  相似文献

The deregulation of the British bus sector (outside London) in 1986 was the start of a debate on the merits of ‘deregulation’ and ‘competitive tendering’. The period that followed was rich in lessons. New Zealand was at the time the only other country engaging in a reform based upon market initiative (implemented in 1991). Other countries chose for a less extreme and more consensual way to introduce competitive incentives, choosing the fundamentally different competitive tendering (CT) path. As a result, the so-called ‘Scandinavian model’ developed, based upon the London example of route tendering. Later the Netherlands adopted a network tendering approach, resembling the French practice of network tendering though with more operator freedom.  相似文献

This paper aims to discuss a number of questions that are highly important for the ex ante evaluation of the safety impacts of transport policy options, from the perspective of ethical theory: (1) Is it morally OK to express prevention on acceptance of fatalities or risks in monetary terms? (2) How useful is the concept of the value of a statistical life (VOSL) for ex ante evaluations of transport policy options? (3) What are the pros and cons of pricing protection of lives or prevention of risks in ex ante evaluations? (4) Which methods are available for expressing (protection of) human lives in monetary terms, and what are the main related methodological discussions? (5) Are all safety-related costs generally included in ex ante evaluations of the safety impacts of transport policy options, and if not: what is the relevance of excluded costs categories from an ethical perspective? (6) How important is the distribution of safety effects from an ethical perspective? The answer to the first question highly depends on the ethical theory that is used. With respect to question 2 we think that the VOSL is a useful concept, but that its application is not straightforward, for several reasons. Thirdly we think that probably pricing safety improves the quality of decision making, but to the best of our knowledge there is no research to underpin this expectation. The answer to question 4 is that several methods exist to estimate the value of a statistical life (VOSL), willingness-to-pay (WTP) methods being the most common category of methods. However, several methodological issues arise that make estimates of VOSL less straightforward. With respect to question 5 we conclude that behaviour-related avoidance costs are often overlooked and that these costs are relevant from an ethical perspective because the freedom to move and the freedom to participate in activities are challenged. Finally the answer to question 6 is that from an ethical perspective, in terms of the evaluation of policy measures, it might matter which groups of the population are the victims of the transport system, or are at risk. Egalitarian theories as well as sufficientarianism are useful theories to discuss distribution effects. Different theories conclude differently.  相似文献

Land use can influence walking (measured by the number of steps) and so the health of people. This paper presents the result of empirical research on the impact of regional population densities (inhabitants per inhabitable area) on the number of steps (all steps, both outdoors and indoors). With data collected from almost 11,000 respondents in 148 Japanese regions, we estimate polynomial regression models, the total number of steps being the dependent variable and densities being the main independent variable. Regional population density significantly affects the number of steps after controlling for individual and household attributes. The estimated population density that maximizes the number of steps is around 11,000?persons/km2. Increasing densities, up to levels of around 11,000?inhabitants/km2, could increase walking and consequently the health of inhabitants. The population density elasticity of the number of steps is 0.046–0.049 in a simple log linear regression model without a peak.  相似文献

The vision of intelligent vehicles traveling in road networks has prompted numerous concepts to control future traffic flow, one of which is the in-vehicle actuation of traffic control commands. The key of this concept is using intelligent vehicles as actuators for traffic control systems. Under this concept, we design and test a control system that connects a traffic controller with in-vehicle controllers via vehicle-to-infrastructure communication. The link-level traffic controller regulates traffic speeds through variable speed limits (VSL) gantries to resolve stop-and-go waves, while intelligent vehicles control accelerations through vehicle propulsion and brake systems to optimize their local situations. It is assumed that each intelligent vehicle receives VSL commands from the traffic controller and uses them as variable parameters for the local vehicle controller. Feasibility and effectiveness of the connected control paradigm are tested with simulation on a two-lane freeway stretch with intelligent vehicles randomly distributed among human-driven vehicles. Simulation shows that the connected VSL and vehicle control system improves traffic efficiency and sustainability; that is, total time spent in the network and average fuel consumption rate are reduced compared to (uncontrolled and controlled) scenarios with 100% human drivers and to uncontrolled scenarios with the same intelligent vehicle penetration rates.  相似文献

Analysing the impact of urban policy interventions on urban growth, land use and transport (LUT) is crucial for urban planners, transport planners and policy-makers, especially in rapidly growing cities. This paper presents a cellular automata-based land-use/transport interaction model – Metronamica-LUTI – for Jeddah that is used to analyse the impact of different proposed policy interventions under two urban growth scenarios for the period 2011–2031. Used as an integrated policy impact assessment tool, the model demonstrates a strong reciprocal relationship between LUT in Jeddah. This study shows that relevant spatial information and integrated policy impact assessment can provide rich insights into the interaction between LUT, the appropriate policy to consider in place and time which traditional planning practice and typical static urban models cannot do.  相似文献

In this paper, a rule-based controller is developed for the control of a semi-active suspension to achieve minimal vertical acceleration. The rules are derived from the results obtained with a model predictive controller. It is shown that a rule-based controller can be derived that mimics the results of the model predictive controller and minimises vertical acceleration. Besides this, measurements on a test vehicle show that the developed rule-based controller achieves a real-world reduction of the vertical acceleration, which is in agreement with the simulations.  相似文献

This paper uses observations from before and during the Stockkholm congestion charging trial in order to validate and improve a transportation model for Stockholm. The model overestimates the impact of the charges on traffic volumes while at the same time it substantially underestimates the impact on travel times. These forecast errors lead to considerable underestimation of economic benefits which are dominated by travel time savings. The source of error lies in the static assignment that is used in the model. Making the volume-delay functions (VDFs) steeper only marginally improves the quality of forecast but strongly impacts the result of benefit calculations. We therefore conclude that the dynamic assignment is crucial for an informed decision on introducing measures aimed at relieving congestion. However, in the absence of such a calibrated dynamic model for a city, we recommend that at least a sensitivity analysis with respect to the slope of VDFs is performed.  相似文献
