Co-managed territorial use rights for fishers (TURFs) have shown promise for small-scale fisheries management. The territorial use rights help clarify access and ownership rights, while co-management arrangements create formal relationships between fishers and government. However, there is limited research into the governance processes that influence the interactions and complementarities of TURF zones that are clustered together. In a network of 16 co-managed TURFs in the Cau Hai lagoon, Vietnam, we analyzed management decentralization and the relationship between spatial and networked (social) proximity. Our findings draw attention to several broad lessons for co-managed TURFs: (1) TURFs may operate as isolated silos if co-management agreements do not address relationships among TURF leaders; (2) spatial proximity does not automatically translate to social proximity; and (3) leaders of individuals TURFs need capacity for communication and coordination with other local fisheries leaders. These findings highlight the importance of consideration to the ways that TURF design and implementation influences the relationships and collaboration between fishers, government officials, and other actors. 相似文献

Abstract South Carolina has a significant stock of diked coastal wetlands, dating from the days of rice culture before the Civil War. A survey of those controlling these sites along the entire South Carolina coast reveals that many continue to be used for waterfowl hunting, with management practices becoming more intensive than they were when partial data were gathered a decade ago. It also suggests that most of the acreage involved is located in large fields, where management is more difficult and mosquito control problems are more likely. This survey also indicates that public access is limited, but that there is evidence of continuing conflict over ownership. This situation creates a persisting dilemma for coastal zone management, shaping conflicts between alternative strategies for the use of natural systems. 相似文献

Since the 1990s, Chinese seafarers have become a force to be reckoned with in the global seafarer labour market, particularly against the backdrop of the manning crisis. Compared with other groups of seafarers dominating the market such as the Filipinos and the Indians, they are commonly associated with perceptions of low cost, poor English skills, different safety/work culture, problems with the International Transport Workers’ Federation, etc. This article identifies transformations and continuities of problems related to Chinese seafarers in the global market in the last two decades or so by reviewing relevant Lloyd’s List reports as well as official documents and previous research. The review shows that Chinese authorities have been taking various initiatives to take advantage of the manning crisis and to expand and promote seafarer education, supply and export, which in general serve to make seafarers better educated and improve their communication skills. Although such initiatives have helped increase seafaring labour export, the success is nevertheless limited by tight government control on recruitment, which makes some foreign managers reluctant to employ Chinese seafarers. 相似文献

Headway control strategies have been proposed as methods for correcting transit service irregularities and thereby reducing passenger wait times at stops. This paper addresses a particular strategy which can be implemented on high frequency routes (headways under 10–12 minutes), in which buses are held at a control stop to a threshold headway. An algorithm is developed which yields the optimal control stop location and optimal threshold headway with respect to a system wait function. The specification of the wait function is based on the development of several empirical models, including a headway variation model and an average delay time model at control stops. A conclusion is reached that the headway variation does not increase linearly along a route, a common assumption made in many previous studies. Furthermore, the location of the optimal control stop and threshold value are sensitive to the passenger boarding profile, as expected.
