The Sydney Olympics held in September 2000 provided an opportunity to monitor the planning of transport provision for the world's greatest sporting spectacular. As the single largest major event, the pressures on a city's transport system are enormous, as witnessed by the previous Games in Atlanta and Barcelona. This paper takes a value-chain approach to assess transport performance as a crucial element in the delivery of the Sydney Olympic Games. We begin with a brief overview of strategic value, highlighting some generic aspects of value chains followed by the transport delivery system that came to the fore as significant 'drivers' in the value chain. This is followed by a summary of the effectiveness of the buses, trains, taxis, roads and the airport. A more detailed look is provided of the private bus sector where the problems leading up the opening of the Games received a great deal of media attention. The European Union (EU) has proposed renewing the target for halving the number of road fatalities in the period 2011–2020. In this paper, a nonlinear distribution method for dynamic fatality reduction targets is applied for the purpose of finding individual national mortality reduction targets for each of the 27 member countries in the EU. Weighting is undertaken for four scenarios based on the following indicators: road mortality rates, fatality rates, fatality risks, and fatality density. Results are presented for four proposals to reduce the number of fatalities in each Member State, based on the original situation of the indicators considered in the study. The results seek to provide policy-makers with a broader vision with regard to the achievement of the goals of EU road safety policy. 相似文献

Travel time functions specify the relationship between the travel time on a road and the volume of traffic on the road. Until recently, the parameters of travel time functions were rarely estimated in practice; however, a compelling case can be made for the empirical examination of these functions. This paper reviews, and qualitatively evaluates, a range of options for developing a set of travel time functions. A hierarchy of travel time functions is defined based on four levels of network detail: area, corridor, route and link. This hierarchy is illustrated by considering the development of travel time functions for Adelaide. Alternative sources of data for estimating travel time functions are identified. In general, the costs and benefits increase as the travel time functions are estimated at finer levels of network detail. The costs of developing travel time functions include data acquisition costs and analysis costs. The benefits include the potential for reducing prediction errors, the degree of application flexibility and the policy sensitivity of the travel time functions. 相似文献

In this paper, we introduce a new trip distribution model for destinations that are not homogeneously distributed. The model is a gravity model in which the spatial configuration of destinations is incorporated in the modeling process. The performance was tested on a survey with reported grocery shopping trips in the Dutch city of Almelo. The results show that the new model outperforms the traditional gravity model. It is also superior to the intervening opportunities model, because the distribution can be described as a function of travel costs, without increasing the computational time. In this study, the distribution was described by a simple function of Euclidean distance, which provides a good fit to the survey data. The slope of the distribution is quite steep. This shows that most trips are made to nearby supermarkets. However, a significant fraction of trips, mainly made by car, still goes to supermarkets further away. We argue that modeling of these trips by the new method will improve traffic flow predictions. 相似文献

There is a growing literature that promotes the presence of a mix of compensatory and semi-compensatory processing strategies in the way that individuals evaluate packages of attributes in real or hypothetical markets, and make choices. This paper proposes a specification for the utility form in a choice model to test if, given a pair of attributes with a common-metric (e.g., components of travel time or cost), the attribute with the dominating level defines the marginal (dis)utility that is assigned to both attributes. We refer to this processing strategy as a parameter transfer rule. We use a stated choice data set, in the context of car driving individuals choosing between tolled and non-tolled routes, to estimate a mixed logit model which incorporates the presence of the parameter transfer rule and the conventional fully compensatory rule, both existing up to a probability. We find that if this parameter transfer heuristic is part of the mix, the WTP is more than 30% higher, on average, than when only a fully compensatory rule is imposed. We also contrast the parameter transfer rule with other semi-compensatory heuristics which have been investigated in other papers, and show that the finding adds further support to the accumulating evidence that a semi-compensatory attribute processing rules tend to result in higher mean WTP estimates compared to the fully compensatory attribute processing rule. 相似文献

Applying a non-linear model reduction method to the tire suspension system of road vehicles enables an automatic transfer of complex offline simulation vehicle models to a mathematical model, which fits the real time simulation requirements. The basic assumption, that high frequent inner suspension dynamics are not relevant to handling manoeuvres, converts the differential algebraic equation system (DAE) of suspensions with kinematical closed loops into pure elasto-kinematical linkage equations. The equations of motions can be represented as an ordinary differential equation system (ODE) and considerable simulation time reductions are obtained for the off-line simulation and real time simulation is enabled. This so-called macro joint approach is an alternative modelling method to the well-known look-up table representation of suspension kinematics but it keeps the parameterisation of the original suspension model and is suitable to parameterised real time MBS models. With a second step the dynamics, caused by compliance in the suspension bushings, are reduced to their quasi-static behaviour. The consideration of these quasi-elasticity has nearly no influence on the necessary simulation time. The article demonstrates the implementation of a model-based vehicle estimator, which can be used for combined estimation of vehicle states and parameters. The estimator is realised using the dual extended Kalman filter (DEKF) technique, which makes use of two Kalman filters running in parallel, thus 'splitting' the state and parameter estimation problems. Note that the two problems cannot be entirely separated due to their inherent interdependencies. This technique provides several advantages, such as the possibility to switch off the parameter estimator, once a sufficiently good set of estimates has been obtained. The estimator is based on a four-wheel vehicle model with four degrees of freedom, which accommodates the dominant modes only, and is designed to make use of several interchangeable tyre models. The paper demonstrates the appropriateness of the DEKF. Results to date indicate that this is an effective approach, which is considered to be of potential benefit to the automotive industry. 相似文献
