Abstract This paper seeks to reconstruct the organizational and ownership transformation involving Poland’s urban transport that companies passed through after 1990. Data collected from various sources (above all the Internet, including the Bulletins of Public Information) were used to establish the degree of advancement of the transformation processes. Despite the passage of nearly two decades since the new economic reforms were launched, the privatization processes involving enterprises of municipal origin are not well‐advanced. There is not a single private company among the organizers of urban transport. Instead, an absolute domination of budgetary‐sphere entities may be noted. Furthermore, there are seven transport municipal unions. Among the operators (carriers) public ownership remains dominant in the form of single‐person local authority companies, local government companies, municipal union ownerships, municipal companies as well as budgetary units. Privatization processes have encompassed fewer than 10% of all operators in the form of companies with foreign participation, workers’ companies and companies with Polish non‐public sector participation. Moreover, in 20 localities urban transport is supplied by multi‐trade municipal services enterprises (as of end‐2008). The paper presents an algorithm for matching individual vehicles measured at a freeway detector with the vehicles’ corresponding measurements taken earlier at another detector located upstream. Although this algorithm is potentially compatible with many vehicle detector technologies, the paper illustrates the method using existing dual-loop detectors to measure vehicle lengths. This detector technology has seen widespread deployment for velocity measurement. Since the detectors were not developed to measure vehicle length, these measurements can include significant errors. To overcome this problem, the algorithm exploits drivers’ tendencies to retain their positions within dense platoons. The otherwise complicated task of vehicle reidentification is carried out by matching these platoons rather than individual vehicles. Of course once a vehicle has been matched across neighboring detector stations, the difference in its arrival time at each station defines the vehicle’s travel time on the intervening segment.Findings from an application of the algorithm over a 1/3 mile long segment are presented herein and they indicate that a sufficient number of vehicles can be matched for the purpose of traffic surveillance. As such, the algorithm extracts travel time data without requiring the deployment of new detector technologies. In addition to the immediate impacts on traffic monitoring, the work provides a means to quantify the potential benefits of emerging detector technologies that promise to extract more detailed information from individual vehicles. 相似文献

This paper develops a multiobjective optimization model to consider transportation impacts of the future development of land. The output of the model is the best location and type of land use that has minimal negative transportation effects and uses the maximum available public transportation infrastructure. It provides tools for both planners and transportation engineers and enables them to consider different scenarios of possible policies and land development. Since multiple objectives and their nonlinear structures are considered, the model is solved using mixed integer nonlinear programming. The final results are shown in both tabular and graphical format. The effectiveness of the model is applied to the northern part of New Castle County, Delaware. The results show that the model successfully finds the best locations for both residential and commercial land uses in order to meet several criteria discussed in the paper. 相似文献

This paper presents a case study which tackles a general problem for railway management, namely the formulation of a strategy to improve business financial performance. This is prefaced, in Section 2, by discussion of general principles - concerning the type of information system required, investigations to be conducted and associated measurement needs. The case study, of Section 3, concerns our investigations of VicRail's total business and its constituents. The task of financial improvement is revealed from an assessment of sectors' current cost-recovery positions and the identification of system joint costs. For freight sectors, future traffic prospects, pricing possibilities and the scope for more efficient operations are then considered, and the implications traced for overall deficit reduction and the development of business strategy. An important characteristic of urban transportation policy and planning today is the increasing role that the private sector is playing in identifying and implementing transportation projects. For example, a recent examination of the possible forms of such involvement found that there were four major categories of action that could be used to classify recent private-sector efforts in urban transportation: (1) aid to and/or provision of transportation services; (2) formation of advocacy or advisory groups whose purpose is to influence public policy; (3) sponsorship of transportation studies; and (4) provision of management assistance to public agencies (Gordon, 1982). In many of these efforts, the successful implementation of a project or program required close cooperation between public and private-sector officials. The purpose of this paper is to examine the characteristics of this interaction and explore the implications for transportation planning and policy.Examples of public/private-sector interaction in two Connecticut cities, Hartford and Stamford, are used to illustrate the characteristics of successful transportation program implementation. This paper describes the use of the Davidson congestion function in modelling network flows using equilibrium assignment. A modification to the function is given, which defines the function over all flows values, and consequently removes computational difficulties noted in earlier studies. The modification requires the inclusion of an additional model parameter, and the selection of a suitable value for this parameter is studied for two sets of data. The modified Davidson function is also compared to two alternative functions; a step-wise linear function and a quartic polynomial function, which have both been proposed as congestion functions. Comparisons are made between observed link volumes and the assigned volumes from these models. It is concluded that the modified Davidson function is useful for inclusion in an equilibrium assignment model, given its ability to reflect differences in network link type (e.g. capacity and speed) and environment through its parameters, the conceptual advantage of the function through its derivation from queueing theory, and the previous discovery of reliable methods for estimating its parameters. This paper draws together empirical evidence from a variety of sources about the magnitudes of transit price elasticities and cross-elasticities. A number of different practical measures of demand elasticity are first defined and some expectations about magnitude are discussed. Evidence is then collated from the analysis of transit operating statistics, from experience in demonstration projects and from attempts to develop cross-sectional models of demand and modal choice.In general, all of the limited evidence available suggests that transit demand is inelastic with respect to money price. Typically, ridership is significantly more sensitive to changes in the level of service (particularly door-to-door journey time) than to changes in fare, although service elasticities also are usually numerically less than unity.In broad terms, short-run direct fare elasticities are characteristically observed to lie within the range of -0.1 to –0.7. A more precise value in a particular instance will depend on a variety of factors in ways which largely support a priori notions. Thus in very large cities, central city areas, at peak hours, and in other circumstances where the prices of alternative modes are high, transit fare elasticities are usually numerically at the lower end of the range.Estimates of cross-elasticities (representing the volumes of transit traffic diverted to other modes by transit price increases) are much harder to come by, and in fact only a few very uncertain estimates are presented here.This paper is a condensation of an Urban Institute Working Paper of the same title (WP 708-52, November 1971).
