As part of its efforts to reach the targets of the Kyoto Protocol, in April 2009 the European Commission enacted new legislation to reduce the per-kilometer CO2 emissions of newly registered automobiles. This paper critically assesses this legislation with respect to its economic and technological underpinnings. First, we argue that the reliance on targets based on per-kilometer emissions not only conceals the true cost of compliance and thereby stifles informed public discourse, but is also less cost-effective than alternative measures such as emissions trading. Second, the emission targets stipulated in this legislation are based on linear-regression methods that we demonstrate to be poorly justified and misleading. Using instead stochastic-frontier analysis, which is argued to more accurately reflect the industry’s technological status quo, alternative targets are consequently proposed.  相似文献

Pricing of roadways opens doors for infrastructure financing, and congestion pricing seeks to address inefficiencies in roadway operations. This paper emphasizes the revenue-generation opportunities and welfare impacts of flat-tolling schemes, standard congestion pricing, and credit-based congestion pricing policies. While most roadway investment decisions focus on travel time savings for existing trips, this work turns to logsum differences (which quantify changes in consumer surplus) for nested logit specifications across two traveler types, two destinations, three modes and three times of day, in order to arrive at welfare- and revenue-maximizing solutions. This behavioral specification is quite flexible, and facilitates benefit-cost calculations (as well as equity analysis), as demonstrated in this paper.The various cases examined suggest significant opportunities for financing new roadway investment while addressing congestion and equity issues, with net gains for both traveler types. Application results illustrate how, even after roadway construction and maintenance costs are covered, receipts may remain to distribute to eligible travelers so that typical travelers can be made better off than if a new, non-tolled road had been constructed. Moreover, tolling both routes (new and old) results in substantially shorter payback periods (5 versus 20 years) and higher welfare outcomes (in the case of welfare-maximizing tolls with credit distributions to all travelers). The tools and techniques highlighted here illustrate practical methods for identifying welfare-enhancing and cost-recovering investment opportunities, while recognizing multiple user classes and appropriate demand elasticity across times of day, destinations, modes and routes.  相似文献

Part 1 of this two-part paper presents the verification and validation results of forces and moment coefficients, hydrodynamic derivatives, and reconstructions of forces and moment coefficients from resultant hydrodynamic derivatives for a surface combatant Model 5415 bare hull under static and dynamic planar motion mechanism simulations. Unsteady Reynolds averaged Navier–Stokes (URANS) computations are carried out by a general purpose URANS/detached eddy simulation research code CFDShip-Iowa Ver. 4. The objective of this research is to investigate the capability of the code in regards to the computational fluid dynamics based maneuvering prediction method. In the current study, the ship is subjected to static drift, steady turn, pure sway, pure yaw, and combined yaw and drift motions at Froude number 0.28. The results are analyzed in view of: (1) the verification for iterative, grid, and time-step convergence along with assessment of overall numerical uncertainty; and (2) validations for forces and moment coefficients, hydrodynamic derivatives, and reconstruction of forces and moment coefficients from resultant hydrodynamic derivatives together with the available experimental data. Part 2 provides the validation for flow features with the experimental data as well as investigations for flow physics, e.g., flow separation, three dimensional vortical structure, and reconstructed local flows.  相似文献

Recently, biofuels have been actively introduced as transportation fuels in Asian countries. Common drivers to use biofuels are energy security, fuel diversification, and the reduction of greenhouse gases. In addition, some Southeastern Asian countries look forward to utilizing the abundant agricultural resources and providing stability for farmers. However, a compromised quality of biofuels could cause vehicle trouble, which is why the quality standard of the fuels is very important. On the other hand, the quality standard of biofuels differs from country to country and could cause vehicle trouble in some countries and not others. These differing standards may become an obstacle to trade. In this situation, the harmonization of the biodiesel standards in the East Asia Summit (EAS) region has been initiated by the ERIA biodiesel working group, in which members are the specialists from each country. This review summarizes the introduction of biofuels in this region and the recent activities regarding the harmonization of the fuel quality standard. Important background for this review is based on the results of the ERIA biodiesel working group meeting.  相似文献

A dynamic lumped-parameter gear model incorporating the effects of a time-varying and asymmetric mesh stiffness and a backlash nonlinearity is formulated to analyze the spur gear rattle response under the idling condition. The proposed theory assumes a rectangular time-varying mesh stiffness function. The phase shift between the mesh stiffness for forward and backward contacts is examined. Numerical studies are employed to examine the effects of engine torque fluctuations and tooth surface friction on the gear rattle response and the corresponding tooth impact behavior. Comparisons between the results from the time-invariant mesh stiffness model and the proposed time-varying mesh stiffness model reveal differences in the gear responses, especially when the mean rotational speed of the fluctuating gear pair is non-zero. The analysis reveals significant effects on the high frequency response components. However, the idling gear dynamics are relatively insensitive to tooth surface friction.  相似文献

A Traction Control System (TCS) is used to control the driving force of an engine to prevent excessive slip when a vehicle starts suddenly or accelerates. The torque control strategy determines the driving performance of the vehicle under various drive-slip conditions. This paper presents a new torque control method for various drive-slip conditions involving abrupt changes in the road friction. This method is based on a PID plus fuzzy logic controller for driving torque regulation, which consists of a PID controller and a fuzzy logic controller. The PID controller is the fundamental component that calculates the elementary torque for traction control. In addition, the fuzzy logic controller is the compensating component that compensates for the abrupt change in the road friction. The simulation results and the experimental vehicle tests have validated that the proposed controller is effective and robust. Compared with conventional PID controllers, the driving performance under the proposed controller is greatly improved.  相似文献

Idle stop and go (ISG) is a low cost but very effective technology to improve fuel efficiency and reduce engine emissions by preventing unnecessary engine idling. In this study, a new method is developed to improve the performance of conventional ISG by monitoring traffic conditions. To estimate frontal traffic conditions, an ultra-sonic ranging sensor is employed. Several fuzzy logic algorithms are developed to determine whether the engine idling is on or off. The algorithms are evaluated experimentally using various data gathered in real areas with traffic congestion. The evaluation results show that the method developed can reduce the chance of false application of ISG significantly while improving fuel efficiency up to 15%.  相似文献

This study presents the robust design optimization process of suspension system for improving vehicle dynamic performance (ride comfort, handling stability). The proposed design method is so called target cascading method where the design target of the system is cascaded from a vehicle level to a suspension system level. To formalize the proposed method in the view of design process, the design problem structure of suspension system is defined as a (hierarchical) multilevel design optimization, and the design problem for each level is solved using the robust design optimization technique based on a meta-model. Then, In order to verify the proposed design concept, it designed suspension system. For the vehicle level, 44 random variables with 3% of coefficient of variance (COV) were selected and the proposed design process solved the problem by using only 88 exact analyses that included 49 analyses for the initial meta-model and 39 analyses for SAO. For the suspension level, 54 random variables with 10% of COV were selected and the optimal designs solved the problem by using only 168 exact analyses for the front suspension system. Furthermore, 73 random variables with 10% of COV were selected and optimal designs solved the problem by using only 252 exact analyses for the rear suspension system. In order to compare the vehicle dynamic performance between the optimal design model and the initial design model, the ride comfort and the handling stability was analyzed and found to be improved by 16% and by 37%, respectively. This result proves that the suggested design method of suspension system is effective and systematic.  相似文献

The paper presents an innovative method combining artificial neural networks (ANNs) with Fuzzy PID to demonstrate the advantages of this control approach for meeting both NOx emission requirements and NH3 slip targets. An ANN model was utilized to simulate the formation of NOx emissions under various engine operating conditions. Next, an effective closed-loop control strategy with a type of feedback known as fuzzy PID is adopted for on-line, real-time control of 32.5% aqueous urea dosing in the exhaust stream. The new strategy explores the benefits by simulation and testing in the environments of Matlab/Simulink and ESC/ETC, respectively. The notable achievement of considerable NOx reduction and an acceptably small NH3 slip is obtained based on this new, feasible and effective strategy.  相似文献

Congress has not been able to pass comprehensive oceans policy legislation in recent years. Nonetheless, significant individual oceans policy measures have been enacted. These are reviewed in the article. A Joint Committee on the Organization of Congress has been established to recommend reforms in how Congress conducts its business, including proposals for committee restructuring. These proposals could affect how Congress examines oceans policy issues, but it is unlikely that these reforms will make it easier to pass comprehensive oceans policy legislation. For this to happen, well‐organized constituencies have to demonstrate support for this legislation, which has not happened to date.  相似文献
