This paper demonstrates how induced travel can be estimated for incorporation into the evaluation process for highway expansion projects, at a sketch planning level of analysis. The approach is useful especially in cases where four-step urban travel models are either unavailable or are unable to forecast the full induced demand effects. The methodology is applied to a hypothetical freeway expansion analysis. Our analysis suggests that the magnitude of travel induced by highway expansion increases significantly as a function of initial congestion levels prior to expansion. However, under even extreme scenarios of initial congestion and consequent forecasted induced travel, there is a positive impact with respect to congestion relief.  相似文献

Abstract

This paper reports on what appears to be the first attempt to map the perceived holistic dynamics at work in contemporary Brazilian railway development. The published perspectives of recognized experts in the Brazilian railway industry were mapped using the problem structuring methodology known as Strategic Options Development and Analysis (SODA). SODA is essentially a cognitive mapping approach and, in this case, it enabled a classification of the issues involved in railway development, as well as the detailed analysis of particular causes and effects acting upon the issues. Two particularly disturbing results are discussed in some length: the detrimental effects of the alleged misappropriations of public funds, and the identification of a degenerative feedback loop system at the heart of railway decision‐making. Overall, the paper shows that the situation faced by railway development in Brazil is constituted by a dynamic interaction of non‐independent problems, indicating the presence of a complex problem‐system requiring conceptual structure in a manner that permits analysis without ignoring systemic integrity. As such, the paper serves as a platform from which further use of SODA in this context might be considered as a decision support tool.  相似文献

Abstract

The inauguration of the Shinkansen high‐speed train service between Tokyo and Osaka, Japan, at 210 kph maximum operating speed some 40 years ago marked the comeback of the train as an important passenger mode of transport. Since then high‐speed train (HST) services have been introduced in many countries and are planned in many more, and the train has once more become the dominant mode of transport on many routes. This review summarizes the different elements of HST operation with the aim of characterizing HST operation and putting in context its impact in terms of what it is best designed for and what it can deliver. The review concludes that the HST is best designed to substitute conventional railway services on routes where much higher capacity is required and to reduce travel time, further improving the railway service, also against other modes, therefore leading to mode substitution. However, the high investment in HST infrastructure could not be justified based on its economic development benefits since these are not certain. Finally, the following definition for HST services is suggested: high capacity and frequency railway services achieving an average speed of over 200 kph.  相似文献

The past decade has seen many new freight transport models for use in transport planning by public authorities. Some of these models have developed new concepts, such as logistics modules, inclusion of transshipments, storage and sourcing and the determination of shipment size. This paper provides a review of the European literature on freight transport models that operate at the national or international level and have been developed since 2004. The introduction of elements of logistics thinking is identified as a common theme in recently developed models, and further worked out. Furthermore, ideas on what might be the next key developments in freight transport modelling are presented.  相似文献

We show that the points reached by the algorithm are not stationary points of bilevel programs in general. We study the effect of social comparisons on travel happiness and behavior. Social comparisons arise from exchanges of information among individuals. We postulate that the social gap resulting from comparisons is a determinant of “comparative happiness” (i.e. happiness arising from comparisons), which in turn affects subsequent behavior. We develop a modeling framework based on the Hybrid Choice Model that captures the indirect effect of social comparisons on travel choices through its effect on comparative happiness.We present an empirical analysis of one component of this framework. Specifically, we study how perceived differences between experienced commute attributes and those communicated by others affect comparative happiness and consequently overall commute satisfaction. We find that greater comparative happiness arising from favorable comparisons of one’s commute to that of others (e.g. shorter commute time than others, same mode as others for car commuters, and different mode than others for non-motorized commuters) increases overall commute satisfaction or utility.The empirical model develops only the link between social comparisons and happiness in the comparisons-happiness-behavior chain. It is anticipated that the theoretical framework that considers the entire chain will enhance the behavioral realism of “black box” models that do not account for happiness in the link between comparisons and behavior.  相似文献

This study concentrated on estimating the percent-time-spent-following (PTSF) on two-lane highways. This measure is a key estimate of level-of-service in traffic engineering applications. Its evaluation to date has been based on simulations that yielded over-estimated values. The present study shows how to estimate this variable from easily obtained field data based on queuing theory. The estimates accord with opinions on yielding significantly lower values of PTSF that are expressed in the relevant traffic literature. An improved relationship between PTSF and two-way flow is provided by fitting the new estimates by means of the least-squares method.  相似文献
