In recent years there has been a re-focus on the valuation of a statistical life from the ex post or human capital method to an ex ante willingness to pay (WTP) approach. This is in part a recognition that we may have been undervaluing the cost of fatalities and injuries to society associated with crashes, but also a strong belief in the need to focus on establishing the amount, ex ante, that individuals are willing to pay to reduce the risk of exposure to circumstances that might lead to death or degree of injury on the road network. This study has developed a framework in which to identify the degree of preference heterogeneity in willingness to pay by individuals who are drivers or passengers in cars to avoid being killed or injured. A stated choice experiment approach is developed. The empirical setting is a choice of route for a particular trip that a sample of individuals periodically undertakes in Australia. The particular trip is described in enough detail to provide the respondent with a familiar market environment, providing all the relevant background information required for making a decision. Mixed logit models are estimated to obtain the marginal (dis)utilities associated with each influence on the choice amongst the attribute packages offered in the stated choice scenarios. These estimates are used to obtain the WTP distributions for fatality and injury avoidance, which are then aggregated to obtain estimates of the value of risk reduction (VRR), of which the fatality class is also known as the value of a statistical life (VSL).  相似文献

In order to analyse the impact of a new train service in Cagliari (Italy) a databank including information from a revealed preference (RP) and a stated preference (SP) survey was set up. The RP data concern choice between car, bus and train; the SP data consider the binary choice between a new train service (quicker, more frequent, with a lower fare and more stations than the current one) and the alternative currently chosen by car and bus users. Logit models allowing for correlation among RP alternatives were estimated for this mixed RP/SP data set using the artificial tree structure method. The analysis included level-of-service variables measured with an unusually high level of precision, latent or second order variables (such as comfort), inertia and interaction variables. Different specifications of the utility function were tested, including the expenditure rate model, and the effects of these specifications on modelling results are highlighted. Our results show that for a population mainly composed of fixed income workers, the expenditure rate model is superior to the traditional wage rate model, yielding lower and more significant subjective values of time. Moreover, we found that the non-linear specifications appear to be more suitable as not only better model results were obtained, but also the real distribution of the error terms was revealed (i.e. highlighting correlation among public transport options).  相似文献

A real-time beach hazard level associated with nearshore hydrodynamics is presented in this article. The suitability of the discussed alert system is illustrated via its application to fifteen beaches in the Balearic Islands (Western Mediterranean Sea) providing nearshore safety conditions for beach safety manager. The system provides daily forecasts of nearshore wave conditions using the deep water wave forecasts. The shallow water wave data (wave height, period, and direction) together with the morphology of the site (presence of bars, capes, beach type, etc.) are used to define a hazard level (low, medium, and high) associated with local conditions. The resulting hazard level is transmitted via SMS to lifeguards and local authorities for real-time beach management. The low computational cost of this system after the initial implementation and subsequent calibration results in a very suitable approach for beach management in order to mitigate risks related to local hydrodynamics.  相似文献

Multiple factors determine the use and effectiveness of wildlife passages and crossings installed in new roads as mitigation measures against the barrier effect. It is unknown whether factors such as seasonality determine the use of these structures. This analyses the seasonality of structure used by vertebrates. Forty-eight transverse structures crossing the A-52 motorway in north-western Spain are studied during the summer and winter of 2002–03. The use of structures by terrestrial vertebrates was monitored by tracks left in marble dust and photographic systems, and comparisons carried out by means of generalized lineal methods for count data. Structural factors mostly determined the differential use of passage types by species but seasonal changes were detected both in the intensity of use and in passage selection by some species.  相似文献

The Spanish Strategy for Coastal Sustainability (SCS) was an initiative aimed at implementing coastal interventions under the principles of Integrated Coastal Zone Management (ICZM) and improving the state of the coast at the Spanish national level. The SCS, promoted by the Spanish Ministry of the Environment, started as a broad national strategy in 2005 and was finally delivered as a coastal planning instrument at the regional level in late 2007, designed to address coastal policies within the Spanish maritime–terrestrial public domain (MTPD). The initiative was triggered by the increasing pressure on the coastal zone and its preparation was supported by different European initiatives, first of all the European Recommendation on ICZM (413/2002/EC), while taking into consideration the future requirements of the Mediterranean Protocol on ICZM of the Barcelona Convention, signed in February 2008. Technically, the preparation of the SCS included four steps: (i) a Stakeholder Identification and Engagement process, including a stocktaking of the laws and regulations, (ii) the design of a broad Strategic Framework for the Spanish coastal zone, including a set of specific objectives and the instruments for its implementation, (iii) the signature of cooperation agreements for ICZM between the central government and the regions, and (iv) a detailed Technical Diagnosis at the local scale, designed to address future coastal interventions in the maritime–terrestrial public domain and its areas of influence. This article aims to: (i) illustrate the triggering factors of the SCS, including the Spanish coastal issues, the administrative framework at the national level, and the European and international policies addressing coastal management and (ii) illustrate the approaches and methodologies used for the preparation of the SCS, reporting the most relevant quantitative results. The article concludes that the SCS gave a strong contribution in the construction of a base of knowledge for the coastal zone and to improve coastal management practices. Despite this, complex distributions of competences still undermine the implementation of strategic interventions. In this context, the future ratification of the ICZM Protocol of the Barcelona Convention represents an opportunity to use the SCS process results and improve coastal management practices and the state of the coast.  相似文献
