Human fatigue continues to threaten safe transport. There are claims that employers of operators should do more to mitigate the risks, and several regulators are promoting fatigue-risk management in the context of safety management systems (SMS). The current paper reviews fatigue-related risk and exposure factors and control measures for operators of land- and sea-based transport forms. Our review identifies 13 types of measures for the monitoring or control of fatigue risks: optimal staffing; optimal schedule design; optimisation of breaks/naps; monitoring of actual hours worked; optimisation of work content; monitoring and feedback of actual sleep; health screening and treatment; promotion of recovery from work; fitness-for-duty testing; monitoring of fatigue symptoms while operating; control of fatigue while operating; performance monitoring and assistance; and fatigue-proofing. We also identify two systemic measures needed to anchor risk mitigation in SMS: organisational learning and training/other. By structuring monitoring and control measures along Dawson and McCulloch’s [Managing fatigue: It’s about sleep. Sleep Medicine Reviews, 9(5), 365–380] fatigue-risk trajectory, a framework is obtained that acts as a guide for fatigue-risk management by transport employers. To inform transport managers further, evaluations are needed of the effectiveness of individual control measures as well as whole fatigue-risk management interventions.  相似文献

Port devolution and port governance are focal issues in port studies. This paper argues that the previous typology of port devolution and port governance, including port function matrix models, might have to be modified, in particular for Asian port cases, because they have not considered socio, economic, and political systems and historical aspects behind the port devolution continuum. This paper uses the “compound eyes” approach comprising of many similar, closely-packed facets called ommatidia, with a multiple angle view, to revisit and review previous port devolution and governance models. The paper aims to identify the limitations and rectify fallacies in previous port studies by conducting a critical review and taking a couple of Asian container port cases as examples. This paper contributes to the literature of port devolution and governance, illuminating crucial gaps that the previous studies have not addressed.  相似文献

This paper develops and applies a practical method to estimate the benefits of improved reliability of road networks. We present a general methodology to estimate the scheduling costs due to travel time variability for car travel. In contrast to existing practical methods, we explicitly consider the effect of travel time variability on departure time choices. We focus on situations when only mean delays are known, which is typically the case when standard transport models are used. We first show how travel time variability can be predicted from mean delays. We then estimate the scheduling costs of travellers, taking into account their optimal departure time choice given the estimated travel time variability. We illustrate the methodology for air passengers traveling by car to Amsterdam Schiphol Airport. We find that on average planned improvements in network reliability only lead to a small reduction in access costs per trip in absolute terms, mainly because most air passengers drive to the airport outside peak hours, when travel time variability tends to be low. However, in relative terms the reduction in access costs due to the improvements in network reliability is substantial. In our case we find that for every 1 Euro reduction in travel time costs, there is an additional cost reduction of 0.7 Euro due to lower travel time variability, and hence lower scheduling costs. Ignoring the benefits from improved reliability may therefore lead to a severe underestimation of the total benefits of infrastructure improvements.  相似文献

A new procedure for generating optimal transport strategies has been applied in nine European cities. A public sector objective function which reflects concerns over efficiency, environmental impact, finance and sustainability is specified and a set of policy measures with acceptable ranges on each, identified. Optimal strategies based on combinations of these policy measures which generate the optimal value of the objective function, are identified, and compared between cities. Resulting policy recommendations are presented. The results demonstrate the importance of an integrated approach to transport strategy formulation. They emphasise the role of changes in public transport service levels and of fares, and of charges for car use. By contrast, new infrastructure projects are less frequently justified. In the majority of cities the revenues from car use charges are sufficient to finance other elements in the strategy. However, private sector involvement either in initial financing or in operation may be desirable. Revised objective functions to reflect private sector involvement are specified, and optimal strategies with private sector operation of public transport are also identified. The requirement to meet private sector rates of return for public transport operation typically results in lower frequencies and higher fares; charges for car use then need to be raised to satisfy public policy objectives, but system performance is reduced. Traffic accidents account for between 20% and 40% of work-related accidents in industrial countries, and research indicates that road transport companies often have little focus on organisational safety management (OSM). There is thus a huge and largely untapped road safety potential in improving the safety of people who drive in their work, by focusing on OSM. Road transport companies in European countries are often small, however, with limited resources in terms of time, financial resources and competence on road safety. The main aim of the present article is therefore to develop an OSM strategy for small road transport companies. Based on a systematic literature review, taking Norwegian research as its point of departure, the article concludes that four measures seem to be most realistic for small goods-transport businesses, and that these measures seem to have the greatest safety potential. These four measures can be arranged on a ladder, where businesses start at the lowest and most basic level, before proceeding to the next step. While our stepwise safety-ladder approach has not been validated, it is expected that further research would confirm the value of the strategy proposed.  相似文献

Residential mobility and relocation choice are essential parts of integrated transportation and land use models. These decision processes have been examined and modeled individually to a great extent but there remain gaps in the literature on the underlying behaviors that connect them. Households may partly base their decision to move from or stay at a current location on the price and quality of the available alternatives. Conversely, households that are on the market for a new location may evaluate housing choices relative to their previous residence. How and the degree to which these decisions relate to each other are, however, not completely understood. This research is intended to contribute to the body of empirical evidence that will help answer these questions. It is hypothesized that residential mobility and location choice are related household decisions that can be modeled together using a two-tier hierarchical structure. This paper presents a novel nested logit (NL) model with sampling of alternatives and a proposed procedure for sampling bias correction. The model was estimated using full-information maximum likelihood estimation methods. The results confirm the applicability of this NL model and support similar findings from other empirical studies in the residential mobility and location choice literature.  相似文献

This paper considers a multimodal transportation problem, which is the problem of determining the transportation flow, i.e. volume of container cargoes, and the transportation mode in each trade route, for the objective of minimizing the sum of shipping and inland transportation costs. The problem takes account of two restrictions: maximum cargo volumes capacitated at each seaport and maximum number of vehicles available at each transportation mode. To solve optimally the problem, this paper employs a mixed integer programming, which is an operations research technique. A case study is performed on the container cargo data in Korea and we draw several implications to improve efficiency in the transportation of international trade cargoes in Korea.  相似文献
