This paper examines the spatial patterns of population density, household automobile ownership and other socio-demographic variables that affect urban travel, as a function of distance from the central city core. Spatial density functions provide a useful characterization of urban structure, and of its evolution when taken at different time intervals. Analysis of the data from four case cities (Austin, Atlanta, Dallas, Phoenix) for 1960, 1970 and 1980 reveals continuing overall dispersion away from the traditional central core, accompanied by the densification of formerly low-density suburbs. This presents implications for high congestion levels in the densifying suburban communities, comparable to those typically associated with the CBD. Research purposes: With the advancement of system reform of China railway, the railway construction project is promoting the application of general contracting (EPC) model, and in this mode, how the owners effectively control the construction quality has become the focus of the current research. To explore of the key factors influencing quality of railway construction project, based on the owner's perspective, from the three stages of design, procurement and construction selecting 10 factors, the DEMATEL method is adopted to analyze the logical relationship between various factors and mutual influence, screening factors which have higher centrality and causality as the key factors affecting the quality of the owner engineering. Research conclusions:(1) The design port and interface management, the comprehensive strength of the construction companies have high centrality and causality, which are the key factors influencing quality of the EPC railway construction project. (2) The situation of carrying out periodic inspection work belongs to the factor with low centrality and high causality. In the process of improving quality of the EPC railway construction project, this factor can be the secondary consideration. The Princeton Ocean Model (POM) has been used to investigate the wind-driven circulation in the stratified long and narrow Gulf of Elat (Aqaba). Our results indicate that the circulation consists of a series of gyres aligned along the main axis of the basin, and that their size and location are strongly affected by the shoreline and, to a lesser extent, by the hydrography. The seasonality in both the flow and the free surface height (FSH) at any specific station are caused mainly by the strong seasonality in the hydrography — the FSH and the magnitude of the currents above the thermocline are inversely related to the thickness of the upper layer. The seasonality in the flow is also manifested in the location and diameter of the gyres. This seasonal change in the gyres' diameter and location might provide an explanation for the current reversal observed at the northern tip of the western boundary during the month of February.  相似文献

Abstract

This paper proposes a nine‐component analytical framework for developing, comparing, and evaluating road safety strategies. The nine components are: (1) vision; (2) objectives; (3) targets; (4) action plan; (5) evaluation and monitoring; (6) research and development; (7) quantitative modelling; (8) institutional framework; and (9) funding. While the first four components are essential for the formulation of a road safety strategy, the remaining components are key to its successful implementation. To demonstrate the usefulness of this comparative framework, we examine the road safety strategies of six selected administrations: Australia, California, Great Britain, Japan, New Zealand, and Sweden. In these case studies, we extract and highlight good practices in the formulation and implementation of their road safety strategies. The proposed framework also provides a systematic approach for assessing road safety strategies in other administrations. The evaluation of the six case studies forms a benchmarking platform for the planning, formulation, and implementation of good practices for road safety strategies.  相似文献

Substantial investment has been made at national and European level in transport infrastructure over the past 50 years and is likely to continue in the future. The need to appraise transport projects in economic and social terms has developed alongside this in both scope and complexity. The state-of-the-art in the economic appraisal of transport projects is reviewed, progress is assessed and future challenges are identified. The review addresses the general framework, treatment of major impacts, presentation of outputs and issues such as uncertainty. It draws on national practice in Western European countries, which varies substantially reflecting a range of cultural and economic differences. Some points of commonality exist and the principle of monetizing direct transport impacts is generally accepted. Progress has been made towards the measurement of environmental impacts, but the assessment of the wider impacts remains under-developed. Increased sophistication and complexity has brought increasing data and presentation requirements, where computerized decision support methods have potential. Many challenges exist for the future of appraisal and the review is concluded with a discussion of some key issues. At the heart of these is the continuing debate over the relative roles of national and European government in decision-making and resource allocation.  相似文献

Various alternative frameworks are available for modelling urban land‐use–transport interaction. This paper provides a detailed review of six of these frameworks that have been or are currently being used to develop operational models. The intention is to indicate what is the general nature of the current state of practice and what is now available for practical modelling work in the area. The intention is also to compare the current state of practice with what might be the ideal in various respects. The six frameworks reviewed (ITLUP, MEPLAN, TRANUS, MUSSA, NYMTC‐LUM and UrbanSim) are considered in terms of their representations of physical systems, decision‐makers and processes, along with various more general modelling and implementation issues. None matches the ideal as envisaged here in all respects. However, a wide range of policy considerations can be handled explicitly with what is available, and more recent developments show an encouraging trend towards expansion in the scope of what can be considered. Further strengthening of the behavioural basis and relaxation of some of the more restrictive assumptions would appear to be both appropriate and likely in the future.  相似文献

One of the biggest unresolved problems regarding the completion of the free internal transport market within the European community is the problem of harmonization of taxation on the road haulage industry. As the highest tax country, Britain might be expected to have to reduce its level of taxes as part of any harmonization.

This paper considers the current methodology of the British Department of Transport regarding the allocation of the track and external costs of road transport, in the light of developments in methodology and experience elsewhere in Western Europe and North America. We find a number of reasons for believing that, far from overstating the marginal social cost of use of roads by the road haulage industry, the current British approach actually understates it. Thus any move towards harmonizing tax levels may reduce taxes in Britain at a time when they should be increasing.  相似文献

This paper focuses on the effects of deregulation of motor carriers in Australia. It is particularly concerned with the implications of regulatory reform beyond the transport sector and uses a general equilibrium approach to examine the economy wide effects of deregulation. Among other things the paper shows that the effects of deregulation are not evenly distributed across all types of industries. Furthermore it concludes that the magnitude of the effects from deregulation in any given industry is not necessarily correlated with the share of total costs devoted to the purchase of transportation services.

A method for determining optimal risk-based maintenance and rehabilitation (M&R) policies for transportation infrastructure is presented. The proposed policies guarantee a certain performance level across the network under a predefined level of risk. The long-term model is formulated in the Markov Decision Process framework with risk-averse actions and transitional probabilities describing the uncertainty in the deterioration process. The well known Conditional Value at Risk (CVaR) is used as the measure of risk. The steady-state risk-averse M&R policies are modeled assuming no budget restriction. To address the short-term resource allocation problem, two linear programming models are presented to generate network-level polices with different objectives. While the proposed methodology is general and can be used with any performance indicator, pavement roughness is used for numerical studies and an analytical expression for computing CVaR is derived.  相似文献
