Decentralization is a major theme of organizational change in shipping. It is often seen as ‘putting power back aboard ship’. However, the authors argue that this view is too simple. Decentralization poses fundamental questions about the entire management structure of the shipping company. Before a jack-up can operate at a given location, a site-specific assessment of its ability to withstand a design storm during operation must be performed. During this assessment, the complex state of stress and strain under a spudcan is usually simplified to a value of foundation stiffness that is integrated as a boundary condition into the structural analysis. Soil stiffness is a critical parameter affecting the foundation and structural load distribution and displacements, and the jack-up natural period and dynamic response. The level of spudcan stiffness is an area of intense interest and debate. This paper assesses appropriate stiffness levels for numerical simulation. Utilising results from a detailed “pushover” experiment of a three-legged model jack-up on dense sand, the paper compares the experimental pushover loads and displacements on the hull and spudcans to numerical simulations using different assumptions of spudcan stiffness. These include pinned and encastré footings, linear springs and a force-resultant model based on displacement-hardening plasticity theory. Constant stiffness levels are shown to be inadequate in simulating the experimental pushover test. The non-linear degradation of stiffness associated with the latter force-resultant model is critical. 相似文献

This paper studies the external costs of surface freight transport in Spain and finds that a reduction occurred over the past15 years. The analysis yields two conclusions: trucks have experienced a reduction in external costs, and rail has lower externalities. The external costs of road freight transport decrease between 1993 and 2007 (44%). The external costs of rail freight increase by 12%. During this period, the external costs of road freight related to climate increase by 16%, oppositely than those from air pollution and accidents (51 and 44%). The external costs of rail related to pollutant emissions and climate increase by 4% and 43%. Oppositely, the external costs related to accidents decrease by 27%. Road freight generates eight times the external costs of rail, 2.35 Euro cents per tonne kilometre in 2005 (5.6% accidents, 74.7% air pollution and 19.7% climate) vs. 0.28 (13.4% accidents, 53.9% air pollution and 32.7% climate). 相似文献

Abstract Major challenges are ahead in managing the coastal zone of western Canada. Until now there has been no legislated focus through a coastal zone management act nor a policy for the management of coastal resources. Instead, policies and institutions have been evolving out of existing legislation responding to opportunities and needs as they have arisen. Management is predominantly a bargaining process the success of which depends on opportunities for informed participation by the affected interests. Considering the relatively small investments in management, bargaining appears to have worked rather well, but there are weaknesses. Fortunately, significant opportunities exist to improve performance at relatively low cost. In particular, there should be a shift from the past emphasis on inventorying, monitoring, and coordination, to the development of functional knowledge and sectoral planning that can be the basis for informed and representative bargaining. 相似文献

Boatbuilding is a growth market with global competition and tight profit margins. Concurrent engineering is not presently prevalent within the boatbuilding industry and yet this is a technique that has found much success in other industries. A methodology has, therefore, been developed to aid design in the leisure boatbuilding industry. This environment uses collaborative engineering and automated communication to aid the passing of direct communication between all members of the design team. This paper determines the characteristics of importance within boatbuilding and relates these to a framework concurrent engineering environment aimed specifically at this industry. The current work focuses on the structural and production subsystems in an attempt to improve design for production. The use of concurrent engineering tools has been highlighted with an example. 相似文献

The two main value propositions in international container transport are ‘port-to-port’ services and ‘door-to-door’ services. In port-to-port services, buyers ‘just’ purchase maritime transport from a shipping line. Door-to-door services comprise the total transport chain and include land-based transport. Carriers as well as forwarders offer these door-to-door services. In this paper we provide a qualitative assessment of an emerging third value proposition that is centred around inland terminals (ILTs). Such a value proposition consists of transport up to the ILT, and may have advantages over port-to-port services, such as better leverage of scale economies, better repositioning of empty containers and better alignment with the business model of forwarders. The different types of entry barrier in seaports are analysed and the policies and practices to reduce them are discussed in this paper. In most seaports, economic, regulatory, and geographical entry barriers are substantial and increasing in complexity as ports become embedded in supply chains and multilayered networks with multiple entry-levels. Various entry barriers in seaports are identified through an overview of the relevant literature and their presence is confirmed by empirical data describing them. The case is then made for lowering these barriers. This would be desirable from an economic point of view, since lower barriers strengthen the contestability of markets and increase the level of intra-port competition. The latter might yield substantial benefits, such as fostering specialization and preventing the abuse of market power. Finally, low entry barriers would facilitate the faster implementation of new technologies and business models. In the third part of the analysis, policies and practices designed to reduce entry barriers are examined. The implications are discussed of current national and supranational (EU) policy initiatives aimed to liberalize service provision in seaports. Abstract This paper analyzes urban multimodal transportation systems in an aggregated way. To describe the aggregate behavior of traffic in cities, use is made of an idea that is now receiving some attention: the macroscopic fundamental diagram (MFD). We demonstrate through simulation how the MFD can be used to monitor and control a real network, in this case a portion of San Francisco, using readily available input data. We then show how different modes interact on the same network and discuss how these interactions might be incorporated into an MFD for multimodal networks. The work unveils two main results: first, it confirms recent results showing that restricting access to a city's congested areas can improve mobility for all travelers, including those who endure the restrictions; and second, that dedicating street space to collective transport modes can improve accessibility for all modes, even those from which space is taken away. 相似文献
