Abstract This paper documents some thoughts on the reform agenda in public transit that is occurring throughout the world. The specific focus is on a growing commitment to competitive regulation through competitive tendering, and the efforts by a few governments (notably in Australia) to take control of the tangible assets used by private operators as a mechanism to exercise the opportunity, if so taken, to put services out to competitive tender. The paper reviews the theoretical arguments and empirical evidence on contracting regimes and asset ownership, and the role that government and the operator might play in a setting in which building trusting and collaborative partnerships has merit in delivering services that are in the main funded from the public purse. 相似文献

Urban public transport energy use is determined largely by the weight of the vehicle, and frequency of intermediate stops, imposing repeated acceleration/steady running/braking cycles, in which much of the kinetic energy is dissipated. Energy consumed for the same capacity and vehicle performance may be reduced by coasting, cutting vehicle weight, and use of regenerative braking, on electrically‐powered systems, to convert the otherwise wasted braking energy into useful form. Particular attention is paid to the last‐named, identifying results of past experience and recent simulations. Practical constraints limiting the amount of energy actually recovered are discussed, including proportion of vehicle weight braked electrically, receptivity of the supply system, stop spacing and number of vehicles operated simultaneously. Reference is also made to battery vehicles and flywheel energy storage. It is suggested that considerable scope exists in urban electric rail operation for reduced energy consumption, as existing fleets are replaced by lighter weight vehicles, fitted for regenerative braking. Further savings may come from use of inverter equipment. Rate of fleet renewal may be an important factor. Buses are already much more energy efficient, and dramatic gains are unlikely. However, there is some scope for use of flywheel energy storage, and regenerative braking on trolleybuses. 相似文献

This paper presents a comprehensive review of the literature on off-peak hour deliveries (OPHD). The review identifies different approaches and policy levers used in the past, such as the laissez-faire approach, a road pricing approach, an incentives approach, and a regulatory approach. The paper also identifies different delivery reception schemes discussed in the literature. The authors complement the theory with a synthesis of pilot tests and the analysis of a set of interviews with practitioners (from the public sector and other organisations) in charge of OPHD programmes. The results from this review show the potential benefits that these programmes could bring about, the challenges faced in the early stages – along with potential solutions – and the significant progress that has been made in this domain in the last decade. According to the review, the results from the pilot tests tend to be positive, suggesting the importance of these programmes to reach more efficient and sustainable transportation systems. 相似文献

AbstractThe ongoing process of port reform has led to an increasing number of publicly owned but corporatised port authorities (PAs). The performance effects of corporatisation have been analysed, for example, for the airports industry, often showing positive effects. This paper reviews the literature on port reform and the relationship between port governance structures and performance. It also presents a first case study on the effects of corporatisation of PAs, namely for the Port of Rotterdam Authority, a publicly owned but corporatised port development company. In 2004, this organisation was transformed from a municipal department to an independently operating company. The performance indicators to evaluate the effect of this corporatisation include market share, turnover, operating costs, profits, and investments. These indicators are evaluated for two periods, one prior to the corporatisation (1997–2003) and the other afterwards (2005–11). The comparison of these two periods shows that corporatisation has led to significant improvements of all performance indicators. The findings derived from this case study are relevant for the ongoing discussion on port governance models. 相似文献

Recent advances in communication and computing technology have made travel time measurements more available than ever before. In urban signalized arterials, travel times are strongly influenced by traffic signals. This study presents a novel method based on well‐known principles to estimate traffic signal performance (or more precisely their major “through” movements) based on travel time measurements. The travel times were collected between signals in the field by using point‐to‐point travel time measurement technologies. Closed‐circuit television cameras and signal databases were used to collect traffic demand and signal timings, respectively. Then, the volume/capacity ratio of major downstream signal movements was computed based on demand and signal timings. This volume/capacity ratio was then correlated with travel times on the relevant intersection approach. The best volume‐delay function was found, along with many other functions, to fit the field data. This volume‐delay function was then used to estimate volume/capacity ratios and, indirectly, a few other signal performance metrics. The method, called travel time‐based signal performance measurements, was automated and displayed on a Google Map. The findings show that the proposed method is accurate and robust enough to provide necessary information about signal performance. A newly developed volume‐delay function was found to work just slightly better than the Bureau of Public Roads curve. Several issues, which may reduce the accuracy of the proposed method, are identified, and their solutions are proposed for future research. Copyright © 2016 John Wiley & Sons, Ltd. 相似文献
