Recent years have shown a rising popularity of the concept of resilience—both theoretically and empirically—in complex systems analysis. There is also a rising literature on resilience in the transport and spatial-economic field. The pluriform interpretation of resilience (e.g., engineering vs. ecological resilience) is related to methodological differences (e.g., stability in dynamics vs. evolutionary adaptivity). But in all cases the fundamental question is whether a complex system that is subjected to an external shock is able to recover, and if so, to which extent. The present paper [Based on presentation from cluster 6 (Accessibility) of the Nectar 2015 conference in Ann Arbour, USA.] aims to add a new dimension to resilience analysis in spatial systems, by addressing in particular the relationship between spatial accessibility at a municipality level and the resilience outcomes of the spatial system concerned. It does so by investigating to which extent accessibility of Swedish and Dutch municipalities has mitigated the local shock absorption from the recent economic recession. In our study the shock absorption capacity of municipal accessibility is estimated by analysing the relevant resilience indicators for the period concerned. In this context, conventional resilience indicators based on either multivariate complex data (in particular, the Foster Resilience Capacity Index) or employment data (in particular, the Martin Resilience-Employment Index) are confronted with spatial connectivity data based on local accessibility measures, so that geographical mobility may be regarded as one of the shock-mitigating factors. The empirical analysis is carried out for two countries which have both proven to be rather shock-resistant during the recent economic crisis, viz. Sweden and The Netherlands. Clearly, the geographical structure of these countries forms a sharp mutual contrast, viz. a spatially dispersed economy with a few distinct urban concentrations versus a spatially dense economy with one major metropolitan centre (the Randstad), respectively. Our experiments are carried out for the 290 municipalities in Sweden and 40 COROPs in The Netherlands. A review of seven large landlord port authorities around the world reveals a notable diversity of pricing structures. While port authorities increasingly act as commercial undertakings, port pricing often seems to be not driven by commercial considerations. In this paper, we argue that ports can be regarded as “business ecosystems” with multiple users. This provides a valuable perspective on pricing and raises the question of whether ports can be regarded as two-sided markets. We argue this is not the case. The business ecosystem perspective provides a basis for deducing seven pricing principles for port authorities that are detailed in the paper and illustrated with cases these principles. These pricing principles are broadly follow a direct user pays approach; capture value from “non-core” tenants; price aggressively for activities with a high strategic value; differentiate pricing based on price elasticity and connectivity improvements; maximize revenue from long-term lease agreements, price port dues competitively; critically consider differentiation of charges based on environmental performance; and finally use incentives to align interests of terminal operators and shipping lines. We conclude that the ecosystem perspective is central to the understanding of pricing decisions of port authorities and that various pricing issues deserve more attention. 相似文献

We describe a model that integrates a multiregional input–output (I–O) model of the USA (for 50 States and the District of Columbia) with the national highway network. Inter-state commodity shipments are placed on a congestible highway network. Simulations of major choke-point disruptions redirect traffic which increases the costs of some shipments. Increased costs show up in higher prices which help to determine a new I–O equilibrium. We find economic and network equilibria that are consistent. The simulations show only moderate economic impacts. We ascribe this to the resilience of the highway network. The model provides State-level detail on who bears the costs of the disruptions. 相似文献

Transportation is not only a key component of the tourism value chain, but it is also a critical management consideration in shaping tourism's environmental footprint. Transportation consumes the greatest portion of the energy used in the tourism system. Most of this consumption is associated with travel to and from the destination. Despite this situation, scant research has addressed ways in which destinations can play a role in reducing this energy use challenge. Strategies such as shifting visitors to more energy-efficient modes have the potential to improve the eco-efficiency of tourist transportation. Using a case study of transportation management options and visitor responses in Whistler, British Columbia, Canada, this paper examines visitor reactions to a range of transportation strategies designed to shift skiers from private to public modes of transport. Respondents completed an online survey employing both traditional and stated choice questioning methods to examine tourists' transportation choice behaviour. Long-haul tourists were the most likely to shift transport modes based on the management options offered to them. Destination management strategies for moving this target group to public modes of transportation are described. 相似文献

This article presents an overview of trends relevant for the long-term development of Rotterdam's port complex and resulting opportunities for this complex. These trends resulted from a literature review and conversations with 20 professors in fields relevant for port development. Nine trends that can be expected to become increasingly important in the next decades are discussed. These trends include the rise of manufacturing and logistics platforms, higher land efficiency, increasingly mixed land use in port areas, and rising importance of a “regional innovation system” in ports. Although France does not have a specific law dealing with shorelines management, various policies and policy instruments exist which enable a certain amount of control over the shoreline development process. This article discusses the various institutional arrangements in France as they relate to (1) problems of marine pollution, (2) the control of land‐based pressures for shoreline use and development, and (3) the creation of a new shorelands trust. This article proposes a framework for how successful shipping companies can develop strategies for growth and take advantage of business opportunities. It is essential to strengthen strategy implementation to trigger faster, internallygenerated and profitable business growth. Formal planning and control systems, as they traditionally exist in shipping companies, need to be modified to allow for such growth. The forward-thinkers, the truly dynamic companies, will be able to perceive business opportunities before anyone else, mobilize their people, and implement the necessary strategies. In doing so, a balance must be struck between the everyday and visionary focus, between the top-down and bottom-up focus, between the business and corporate portfolio focus. Shipping companies can learn from the example of the progressive business leaders in other fields, capitalizing on their way to succeed and grow, by developing a dual capability to ‘see’ new opportunities and to ‘mobilize’ the relevant organizational resources to implement these.
