Abstract

The issue of renegotiation is becoming increasingly important as a tool to address uncertainty of public private partnership (PPP) projects and as a mechanism to restore its economic and financial equilibrium. This paper aims to understand how and why renegotiations occur in long-lasting PPP projects and what are the pros and cons of the renegotiation. We depart from a literature review on contract incompleteness and on the determinant factors for the renegotiation of infrastructure concessions. To illustrate the discussion, the case studies of nine European PPP projects are analysed by examining the specific exogenous and endogenous determinant factors that conduce to renegotiating contracts. The implications of contractual renegotiations are explained and summarized through a comparison of our case studies with literature. Although renegotiation, per se, is not a solution for the successful implementation of PPP projects, our findings reinforce the idea of contractual flexibility as a tool that allows adapting to uncertainty. Moreover, effective communication mechanisms allow a better response to unforeseen events, reinforcing the partners’ commitment to deliver a win–win project.  相似文献

The paper deals with the observability problem in traffic networks, including route, origin?Cdestination and link flows, based on number plate scanning and link flow observations. A revision of the main observability concepts and methods is done using a small network. Starting with the full observability of the network based only on number plate scanning on some links, the number of scanned links is reduced and replaced by counted link flows, but keeping the full observability of all flows in the network. In this way, the cost can be substantially reduced. To this end, several methods are given and discussed, and two small and one real case of networks are used to illustrate the proposed methodologies. In the last decade, significant research efforts and technology have been dedicated to the development of microsimulation tools for a better representation of traffic systems. As a result, several commercial packages appeared and they are used nowadays in the detailed modelling of different transportation systems and operations for specific project evaluations and local designs, mostly within the urban context. After reviewing the specialized literature, we realized that most of these microsimulation tools are oriented to the movement of cars, leaving the public transportation systems as a complement, just for a realistic representation of the transportation system as a whole, but always oriented to simulate cars. In this paper, the objective is to provide guidelines on how to incorporate the necessary entities and components for a proper simulation of public transport systems in a microsimulation environment. Thus, the different approaches to simulate transit systems at a microlevel are discussed, highlighting the necessity of including stops, passengers and transit vehicles explicitly as entities within the microsimulation environment, for modelling transfer operations, control strategies, etc. Several examples are then provided to quantify the impact of such representations, for different cases and potential simulation platforms. The notion of access has evolved from a physical measure of trip interaction to a more economic concept associated with transport benefits. This paper follows the economic interpretation forward in order to understand the potentiality of access as a consistent economic link between the land use system and the transport system. Consistency is achieved in an economic approach based upon the argument that trips are made only if the benefit derived from making contact with other activities exceeds the transport generalized cost. This framework provides economic measures of access, as evidence of impact on origin and destination of trips, which can be calculated from the analysis of the transport system in some relevant cases. This paper analyses how to calculate measures of access from transport demand models and how to allocate transport benefits to the origin and destination activities. Finally, it describes the use of herein proposed access measures in land use-transport interaction modelling.  相似文献

A long run multioutput cost function for the infrastructure services of Spanish ports is estimated using 286 observations on 26 ports during 11 years. Cargo specific marginal costs and the degree of economies of scale and scope are calculated up to a port level. Results show that liquid bulk and non-containerised general cargo present the lowest and largest marginal cost, respectively. Increasing returns to scale are present in general and for each and every port. A scope analysis indicates that port specialisation is not appropriate from the viewpoint of infrastructure.  相似文献

A real-time beach hazard level associated with nearshore hydrodynamics is presented in this article. The suitability of the discussed alert system is illustrated via its application to fifteen beaches in the Balearic Islands (Western Mediterranean Sea) providing nearshore safety conditions for beach safety manager. The system provides daily forecasts of nearshore wave conditions using the deep water wave forecasts. The shallow water wave data (wave height, period, and direction) together with the morphology of the site (presence of bars, capes, beach type, etc.) are used to define a hazard level (low, medium, and high) associated with local conditions. The resulting hazard level is transmitted via SMS to lifeguards and local authorities for real-time beach management. The low computational cost of this system after the initial implementation and subsequent calibration results in a very suitable approach for beach management in order to mitigate risks related to local hydrodynamics.  相似文献

A new method to calculate and counterbalance the inertia force of slider-crank mechanisms in high-speed mechanical presses was put forward. By analyzing the kinematic characteristics of a center-located slider-crank mechanism whose crank rotates at a constant angular velocity, the kinematic parameters of the slide, connecting rod and crank were formulated approximately. On the basis of the results above, three inertia forces and the input moment in the mechanism during its idle running were investigated and formulated by dynamic analysis. A verification experiment was performed on a slider-crank mechanism at a high-speed press machine. The forces derived from the established formulas were compared respectively with those obtained by the ADAMS software and the classical method of connecting rod mass substitution. It was experimentally found that the proposed formulas have an improved performance over related earlier techniques. By use of these results, a 1000 kN 1250 rpm four-point high-speed press machine was designed and manufactured. The slide of this press is driven by four sets of slider-crank mechanisms with symmetrical layout and opposite rotation directions to counterbalance the horizontal inertia forces. Four eccentric counterbalance blocks were designed to counterbalance the vertical force after their mass and equivalent eccentric radius were formulated. The high-speed press machine designed by the proposed counterbalance method has worked with satisfactory performance and good dynamic balance for more than four years in practical production.  相似文献

We consider the Frank-Wolfe algorithm in the context of the traffic assignment problem. The slow-convergence characteristics close to the optimum solution of this popular approach are well known. Abstract

It has been acknowledged that logistics is a driving force that shapes the integration of the transport chain. This paper argues that while the liner shipping industry exhibits increased horizontal integration, its vertical integration remains limited. A clear distinction is drawn between freight logistics, container logistics and vessel logistics. Freight logistics is defined as part of the supply chain process, the focus of which is the goods being transported. The purpose of container logistics is to optimize the movements of the containers themselves, an operation that is directly related to vessel logistics which is concerned with maximizing vessel utilization. The paper demonstrates that shipping lines have to find the correct balance between these three types of logistics. Their interest in vertical integration is primarily because the management of container logistics provides direct support to vessel logistics. Their involvement in freight logistics remains unclear and uncertain.  相似文献
