This research study attempts to conceptualize models based on the relationship between characterization factors and port performance. By selecting a universe of the 230 largest European ports in terms of cargo throughput, 43 valid answers were obtained. Factor analysis and K–W (Kruskal–Wallis) tests were carried out taking as a reference the port performance theory. Findings reveal the existence of a relationship between port performance and its characterization factors, delving into the development of conceptualized models that contribute to deepen the knowledge of port competition structure and dynamics within Europe.  相似文献

Participation (e.g., stakeholder involvement) has become a central concept in the practice of environmental and coastal zone management. Research has shown that the integration of participation in coastal zone management has positive ecological and social outcomes. In the literature, however, participation is often reported in an unstructured and uncritical manner. Therefore, to find out whether and how there is a useful way to structure and characterize the way the coastal zone management literature deals with participation, we have conducted a literature review. The review was conducted and the literature structured through three central dimensions of participation, namely: power, knowledge, and (visions of) nature. The article concludes that this structured approach to participation enables us to study more systematically the role of participation and might facilitate the governance and learning processes of coastal networks.  相似文献

Abstract

In this paper we carry out a thorough review of the current research related to the benefits and costs arising from the implementation of longer and heavier vehicles (LHVs). From this review we concluded that despite the many studies available, little has been said about the sensitivity of the benefits and costs to the ultimate performance of the key variables related to the evolution of the economy, road transport performance, safety, and so on. In order to fill this gap, we have designed a sensitivity approach based on a cost benefit analysis tool to determine which variables demonstrate the greatest influence on the benefits and costs stemming from the implementation of LHVs. In order to test the methodology, we have used it in an analysis of the Spanish trunk network. The results show that the benefits of LHVs for society are significant. Even in the least favorable scenario, the economic benefits are greater than €3500 million over 15 years, and the environment enhanced as well, for CO2 emissions are reduced by 2 Million tonnes. Overall we noted how the results are not very sensitive to the evolution of key variables in determining the final outcome. However, we found that the variables that have the greatest affect on the final benefit, such as traffic growth and social discount rate, depend basically on the performance of the overall economy. Moreover, the private cost for haulers seems to be more important in determining the final benefit than externality costs.  相似文献

This paper examines some key aspects of a charging system for promoting railway transport, including charges reflecting a clear relationship with costs (transparency) and charges reflecting the quality of the infrastructure manager's service. Train running charges recover track-related costs and can help to develop a charging system that meets these requirements. To orient train running charges to the market, a method for processing track maintenance and renewal costs is proposed whereby the quality of the service provided by an infrastructure is measured according to its utility to the railway undertaking. To achieve transparency, a single indicator is used for cost planning and the subsequent levying of costs on railway undertakings. The paper includes an example of how proposed train running charges would be calculated according to data from 14 European countries. The example shows that short-distance trains generate the lowest maintenance and renewal costs, followed by long-distance trains and freight trains.  相似文献

Engineering bus design requires testing of bus structures prototypes in order to guarantee a certain level of strength and an appropriate static and dynamic behavior of the bus superstructure when exposed to road loads. However, experimental testing of real bus structures is very expensive as it requires expensive resources and space. If testing is done on a scale bus model the previous required expenses are considerably reduced. Therefore, a novel methodology based on dimensional analysis applied to bus structure prediction to evaluate the bus structure static and dynamic performance is proposed. The static performance is evaluated attending to torsion stiffness and the dynamic in terms of the natural vibration frequencies and rollover threshold. A scale bus has been manufactured and dimensionless parameters have been defined in order to project the results obtained in the scale bus model to a larger model. Validation of the proposed methodology has been carried out under experimental and finite element analysis.  相似文献

We evaluated the potential economic impacts of increasing sea level rise (SLR) along the Mexican Caribbean where there are major gaps in our understanding of the mechanisms controlling flooding duration and frequency associated to future ecological and economic impacts. We determined the negative economic impact of SLR on infrastructure in the largest urban centers (Cancun, Isla Mujeres, Playa del Carmen, Puerto Morelos and Cozumel) in the state of Quintana Roo (Mexico) that are considered the largest tourism “hot spots” (resort cities) in the country. The tourism industry in this coastal area injects >8 billion dollars year?1 to the Mexican economy. Our conservative economic assessment regarding the impact of SLR, under a 1?m scenario for all coastal cities is $330 million USD. Further projections for worst scenarios (SLR >2 m) show a non-linear trend where the cost of inaction can reach up to $1.4 billion USD (2?m SLR scenario) and $2.3 billion USD (3?m SLR scenario). This potential loss of infrastructure, as construction cost, is staggering and represents a robust baseline to start evaluating with more detail future impacts of climate variability and change on the Mexican Caribbean coastline.  相似文献

This paper presents the design of a velocity tracking controller for safe vehicle maneuvering in Automated Highway Systems (AHS) in which traffic is organized into platoons of closely spaced vehicles. The notion of safety is related to the absence of collisions that exceed a given relative velocity threshold. In a companion paper, state dependent safety regions for the platoons are designed in such a way that, whenever the state of a platoon is inside these safety regions, it is guaranteed that platoon maneuvering will be safe and follow the behavior prescribed by the finite state machines that control vehicles maneuvers. Velocity profiles inside these safety regions are derived for all the single lane maneuvers and a nonlinear velocity tracking controller is designed to track these profiles. This controller attempts to complete the maneuvers with comfort in minimum time, whenever safety is not compromised. The control schemes presented in this paper were implemented and tested using AHS simulation software.  相似文献

The IVHS architecture of the California PATH program organizes traffic into platoons of closely spaced vehicles. Platoons are formed and broken up by two longitudinal control maneuvers, the merge and the split. A third longitudinal maneuver, decelerate to change lane, allows a platoon switching from one lane to another to enter its new lane at a safe spacing and speed. The maneuvers, particularly the merge, can be potentially hazardous. In a merge, the cars in the trail platoon are moving faster than those in the lead platoon, while the gap separating the two platoons is smaller than usual. A sudden deceleration by the lead platoon could cause a high-speed collision. If the relative velocities of the merging platoons can be constrained so that they are guaranteed never to collide at a high relative velocity, the merge can be considered safe. A maximum safe velocity for the trail platoon can be found for any given spacing and lead-platoon velocity. This paper presents a merge maneuver in which the velocity of the trail platoon never exceeds the maximum safe velocity. The controller switches among several feedback control laws that keep the velocity of the trail platoon inside a safe region and within comfort limits on jerk and acceleration, under normal circumstances. This merge maneuver can be considered to be the fastest merge strategy mat does not violate bounds on safety and comfort. The controller is also more robust to changes in the vehicles' acceleration capability than those that use a desired open-loop trajectory

The control approach used for the merge maneuver can be applied to the other maneuvers to ensure that they never result in a collision. The switching controllers for the split and decelerate to change lane maneuvers that are safe and yield a more comfortable ride than those that track a timed trajectory are also presented.  相似文献

Private and public airports’ optimal actions may not coincide. While private airports usually pursue profit maximization, publicly owned airports look for maximum social welfare. Thus, the prices charged by private airports may differ from the socially optimal charges and public intervention may be needed. In this paper, we analyze airport charges when an increase in frequency produces positive or negative externalities and carriers have market power. We use the methodology of game theory to show that there may exist a level of capacity for which private and social objectives coincide, so no price regulation is needed. Thus, the usual role of regulators and planners could be modified in order to decide the appropriate capacity investments for which airport regulation is no longer necessary.  相似文献

We model and analyze optimal (welfare maximizing) prices and design of transport services in a bimodal context. Car congestion and transit design are simultaneously introduced and consumers choose based on the full price they perceive. The optimization variables are the congestion toll, the transit fare (and hence the level of subsidies) and transit frequency. We obtain six main results: (i) the optimal car-transit split is generally different from the total cost minimizing one; (ii) optimal congestion and transit price are interdependent and have an optimal frequency attached; (iii) the optimal money price difference together with the optimal frequency yield the optimal modal split; (iv) if this modal split is used in traditional stand-alone formulations – where each mode is priced independently–resulting congestion tolls and transit subsidies and fares are consistent with the optimal money price difference; (v) self-financing of the transport sector is feasible; and (vi) investment in car infrastructure induces an increase in generalized cost for all public transport users.  相似文献
