Development of a Human Use Objectives Framework for Integrated Management of the Eastern Scotian Shelf

Under the 1997 Oceans Act, Fisheries and Oceans Canada (DFO) is required to lead and facilitate the development of integrated management plans for Canada's oceans. One of the integrated management projects is the Eastern Scotian Shelf Integrated Management Initiative (ESSIM), through which DFO is working with a range of stakeholders to develop and implement an integrated ocean management plan for the eastern Scotian Shelf. As part of this Initiative, DFO has undertaken a program to develop a set of objectives and related indicators for ocean management. This includes the development of a framework, objectives, and indicators for human use of the resource including the social, economic, and institutional (governance) components of ocean management, areas that have received little attention internationally. This article provides some background to ESSIM and human uses of the resources of the eastern Scotian Shelf; briefly reviews objectives-based management and human use objectives internationally; outlines the process undertaken to develop the Human Use Objectives Framework; presents the resultant objectives and indicators that were developed; and highlights some of the lessons learned and challenges for their implementation.     

The continental shelf and the exclusive economic zone: the problem of delimitation at UNCLOS III

If the Third United Nations Conference on the Law of the Sea succeeds in adopting a new Caracas Convention on the Law of the Sea, it is likely to embody detailed provisions on the delimitation of both the continental shelf and the new zone, the exclusive economic zone. In this paper, the most recent draft of these rules—contained in the Revised Single Negotiating Text—is subjected to a detailed and critical scrutiny which leads to the conclusion that the Sixth Session of the Conference still has a great deal of work to do before agreement can be reached on a satisfactory set of rules.     

Household Mobility Tool Ownership: Modeling Interactions between Cars and Season Tickets

This paper moves beyond traditional models of car ownership in that we propose a framework for modeling household-level decisions to acquire specific types and numbers of mobility tools to fulfill the mobility needs of household members. The framework is applied to a data set collected during the winter and spring of 2000/2001 in the German city Karlsruhe via an interactive web-based stated response survey in which respondents could optimize their household mobility tool sets through on-line feedback concerning the estimated costs of the sets. In our analysis, bivariate ordered probit models are estimated for three combinations of mobility tools: season tickets (i.e., transit passes) and cars, season tickets and small cars and season tickets and large cars. In all instances, strong substitution effects are found – that is, as the number of season tickets increases, the number of cars decreases. This finding underscores the need to move beyond simple models of car ownership to comprehensive models of mobility tool ownership. As demonstrated by our research, failure to do so is likely to lead to biased results.

MMFX-2钢筋性能综述和抗腐蚀性现场实验

水泥混凝土桥面钢筋腐蚀是一普遍且复杂的问题,采用替代钢筋能有效地预防或延缓钢筋腐蚀,而近年应用的MMFX-2钢被认为具有更好的抗锈蚀性能。印第安纳州交通厅对现有的MMFX-2钢的研究成果进行了综合分析,并修建了现场试验桥面以长期评价MMFX钢筋抗腐蚀能力。同普通碳钢相比,MMFX-2钢的屈服强度和抗拉强度更高、抗腐蚀性更好,但没有明显的屈服点。试验桥面铺装的实验结果表明,施工竣工不久至竣工两年期间,MMFX-2钢筋腐蚀很少,混凝土中氯化物含量没有达到钢筋去钝化水平,但在桥面铺装上部氯离子浓度显著增加。笔者建议对于氯化物影响较大场合的混凝土桥面铺装,如果希望提供二次腐蚀保护时,可考虑使用MMFX-2钢。     

Maritime commercial malpractices and piracy under international law

The term 'Piracy' tends to be used in a loose, popular sense to refer to various acts of violence or lawlessness at sea which are not, strictly speaking, acts of piracy in law. In this article, the author examines the concept of piracy under international law and related notions such as hijacking and mutiny. In this context, he shows that the 'malpractices' of robber bands in such places as the inshore waters of Nigeria and The Philippines are not acts of piracy jure gentium.

目的　克隆、表达和鉴定猴细小病毒 (simianparvovirus,SPV)Vp2蛋白。方法　用设计的SPVVp2区的特异性引物 ,PCR法扩增SPVVp2基因DNA片断 ;将获得的基因片断插入 pThioHisA载体中 ,转化大肠杆菌DH5α后挑选阳性克隆 ,利用限制性内切酶酶切和核酸序列分析技术鉴定重组质粒 ;以LB培养液培养转化有插入SPVVp2基因的pThioHisA载体的大肠杆菌 ,以终浓度 1mmol·L -1的IPTG诱导蛋白的表达 ;用SDA PAGE和Westernblot分析和鉴定表达的蛋白。结果　经限制性内切酶酶切和核酸序列分析 ,获得了插入pThioHisA载体框架的SPVVp2基因的表达质粒 ;阳性转化大肠杆菌在IPTG诱导下获得了SPVVp2蛋白的表达 ;SDA PAGE和用抗 Thio及抗 SPVVp2的特异性抗体的Westernblot分析证实了表达蛋白的特异性。结论　获得了SPVVp2基因的表达质粒并在大肠杆菌中得了高效表达 ,为进一步建立SPV感染的检测方法和研究SPV的血清流行病学等奠定了基础。     

User perceptions about marine wilderness on Australia's Great Barrier Reef

Wilderness traditionally has been a terrestrial resource designation. This study examined user perceptions related to the existence of wilderness in the Great Barrier Reef Marine Park (GBRMP), and raises questions about the efficacy of the GIS based Australian National Wilderness Inventory (ANWI) as a method of inventorying and analyzing wilderness settings in the absence of such perceptions. Three hundred eighty‐three users of the GBRMP were surveyed. Results indicated that over 80% of the respondents believed that wilderness existed in the park, and that it existed both above and below the surface of the water. Characteristics of wilderness related to human presence, natural features, and remoteness were found to be important to marine wilderness. Responses revealed that remoteness (physical distance) from human development may warrant less weight in the designation of marine wilderness than implied as necessary by the ANWI. We discuss implications for selecting areas as wilderness and using the wilderness designation in marine settings.
