Abstract

This paper documents some thoughts on the reform agenda in public transit that is occurring throughout the world. The specific focus is on a growing commitment to competitive regulation through competitive tendering, and the efforts by a few governments (notably in Australia) to take control of the tangible assets used by private operators as a mechanism to exercise the opportunity, if so taken, to put services out to competitive tender. The paper reviews the theoretical arguments and empirical evidence on contracting regimes and asset ownership, and the role that government and the operator might play in a setting in which building trusting and collaborative partnerships has merit in delivering services that are in the main funded from the public purse.  相似文献

Video image processing system (VIPS) is more efficient than other detecting systems. However, VIPS involves outdoor images and is very sensitive to the external environment, which could greatly decrease its accuracy according to rapid environmental changes. To obtain accurate traffic data accordingly, VIPS must address the problems such as growing shadows in transition; distortion of images due to the headlights at night; noises caused by the rain, snow or fog; and occlusions. This study intends to accurately calculate traffic data while addressing the shadow and occlusion problems, which are the most difficult tasks for the image‐detector‐based traffic data system. In this study, an algorithm for the individual vehicle tracking collection was developed to address the occlusion problem and to eliminate the noises or shadows caused by external environmental factors. A traffic data collection system was also proposed in order to accurately track individual vehicles that pass through the detection region. A mathematical model is developed to optimize social and fiscal sustainable operation of a feeder bus system considering realistic network and heterogeneous demand. The objective total profit is a nonlinear, mixed integer function, which is maximized by optimizing the number of stops, headway, and fare. The stops are located which maximize the ridership. The demand elasticity for the bus service is dependent on passengers' access distance, wait time, in‐vehicle time, and fare. An optimization algorithm is developed to search for the optimal solution that maximizes the profit. The modeling approach is applied to planning a bus transit system within Woodbridge, New Jersey. Since the Taiwan High Speed Rail operations, Taiwan's transportation market entered into a new era. Because of its competitive service of speed, convenience, environmental concerns and comfort, the High Speed Rail has not only made significant changes but has played a significant role in Taiwan's transportation. However, Taiwan now is an aging society. Due to the physical constraints among the elderly, demands to redesign the traffic system and maintain transportation safety are essential considerations. In the current market, Taiwan's transportation construction is facing fewer barriers; however, it must still improve, especially considering the health of the elderly. Thus, this study investigates elderly passengers' demands and further examined the relationships among service quality, corporate image, customer satisfaction, and behavioral intention. According to empirical analytical results based on structural equation modeling (N = 341), satisfaction directly affected travel behaviors, while service quality and corporate image played indirect roles. In addition, service quality plays a significant role on the effect of satisfaction. This study provides empirical evidence to indicate the quality of the accessible environment affects not only the effectiveness and efficiency of service quality, but also, the corporate image. Abstract

To understand fully passengers’ perceptions and expectations of the bus service quality in Taipei, business managers and governmental agencies must seek a proper scale that can reflect passengers’ opinions accurately. This study develops and tests a service quality scale designed for a city bus transit system in Taipei. Churchill’s paradigm and a focus group interview were combined into a multistage scale development procedure. Based on the procedure, Taipei city buses were selected as the example, for which a service quality scale was developed. The final scale contains four dimensions and 20 items. These four dimensions are ‘interaction with passengers’, ‘tangible service equipment’, ‘convenience of service’ and ‘operating management support’. Finally, the results of scale development and the managerial applications of the service quality scale for the city transit system are discussed.  相似文献

Abstract

This paper empirically evaluates key resources and capabilities in the liner shipping context. Based on a factor analysis, three resource dimensions are identified: marine equipment, information equipment, and corporate image; whereas seven capability dimensions are identified: purchasing, operation, human resource management, customer service, information integration, pricing, and financial management. The findings suggest that operation capability is perceived as the most important dimension, followed by customer service, human resource management, information integration, pricing purchasing, and financial management. Results indicate that four dimensions are found that significantly differ between shipping companies and agencies: marine equipment, information equipment, operation, and information integration. The theoretical and managerial implications of the research findings are discussed.  相似文献

Abstract

This paper explores the external costs of domestic container transportation in Taiwan by analysing the origin and destination of current container cargoes. After reviewing an extensive literature survey of methods of external cost, a comparison of external costs between trucking and short sea shipping (SSS) by corridor is made by using a model developed in this paper. Based on the findings that external costs of SSS are considerably lower than truck transport and can be a viable alternative to current domestic container cargo transportation, we discuss the significance and managerial implications of SSS from the perspective of green logistics. In so doing, a top‐down approach is employed for developing government policies, which aim to not only reduce the external costs of domestic container transportation but also promote SSS in Taiwan.  相似文献

Abstract

Public transport policy in the Madrid Metropolitan Area is often deemed as a success. In 1985, an important reform was carried out in order to create a new administrative authority to coordinate all public transport modes and establish a single fare for all of them. This reform prompted a huge growth in public transport usage, even though it reduced the funding coverage ratio of the transport system. Since then, Madrid’s public transport system has been undergoing an increasing level of subsidization, which might jeopardize the financial viability of the city public transport system in the future. In this paper, we present a detailed analysis of the evolution of the public transport funding policy in Madrid in recent years. We found that the increasing level of subsidy can hardly be explained on the basis of equity issues. Moreover, we claim that there is still room for a funding policy that makes the efficiency of the system compatible with its financial sustainability.  相似文献

This paper presents robust design optimization method to reduce steering pull phenomenon. One of the biggest causes of steering pull phenomenon is tolerance of suspension system such as hard point, spring, damper and bush. Therefore, the relationship between suspension systems and steering pull phenomenon has as nonlinear characteristics. But, it can be very difficult to evaluate the analytical design sensitivity. Thus, it is impossible to directly apply a well-developed optimization algorithm based on gradient information. To avoid these difficulty, this study uses sequential approximation optimization process based on a meta-model. The robust design process has 28 random design variables with tolerance. For efficient design process, the sample variances for the design goals are approximated from meta-models. The proposed approach required only 62 evaluations until it converged. Optimal design reduced the drift by 80% and its deviation by 38.7%, respectively. This result proves that the suggested design method of suspension system is effective and useful.  相似文献
