The controversial nature of urban congestion charging policies makes them politically risky. Urban planners, policy makers and politicians are forced to consider how they can legitimately introduce a policy that the public may not want. Implementation in London, and failure in Edinburgh, raise questions about whether they should seek full citizen support, or work strategically towards implementation in the face of public opposition.This paper reports on an investigation of the Stockholm congestion charging trial (SCCT). It analyses the strategy developed by the city authorities to create legitimacy for the implementation of the SCCT. The SCCT is examined in two steps, firstly how the ‘trial + referendum’ approach was successful in securing public acceptance, and secondly how key aspects of the design of the trial and the subsequent referendum were adjusted in response to emerging risks, demonstrating the pragmatic approach of the city leaders managing the policy process. The study suggests that the city leaders chose a clearly pragmatic approach, grounded in compromise, yet subtly designed to avoid openly confronting the status quo. The strategy was continuously adapted and adjusted, in the face of emerging risks, and clearly served to create consensus while avoiding difficult questions of urban mobility.  相似文献

Despite a tendency for the complexity of physical–biological models to increase, simple coupled models remain useful for some applications and can provide insights into crucial links between physical and biological processes. This argument is illustrated with an account of a simple 3-box model intended to help assess the capacity of fjords to assimilate nutrients from fish farms. The model, a dynamic version of the UK “Comprehensive Studies Task Team” (CSTT) steady-state model for eutrophication, was applied to Loch Creran (Scottish Western Highlands) and was implemented using Stella 8 and tested using historical data from 1975 (before the installation of a salmon farm) and field data collected in 2003, during the period of operation of the farm. The model's biological state variables are chlorophyll, dissolved inorganic nitrogen (DIN) and dissolved inorganic phosphorus (DIP), and it includes a simple run-off model to convert rainfall into river discharge. The physical processes involved in exchange between the loch and the adjacent waters of the Firth of Lorne were parameterised as a constant daily exchange rate.Between 1975 and 2003, local inputs of nutrient increased but, despite this, there was little apparent increase in nutrient concentrations in the loch, and observed chlorophyll concentrations decreased substantially. Model simulations of chlorophyll and DIN agreed well with observations in 1975, as did DIN simulations in 2003. However, simulated chlorophyll was overestimated in 2003.Some of the agreement between observations and simulations come from the use of observed boundary conditions to force the model. However, even when boundary conditions are subtracted from simulations and observations, the simulations in most cases retain a significant correlation with observations, demonstrating that the model's ‘interior’ processes do add to its ability to replicate conditions in the loch.  相似文献

A mathematical spatial programming model developed to analyse changes in international and hinterland commodity flows through a regional port system is applied to wheat shipments through the U.S. Pacific Northwest port system. Two scenarios, one focusing on a Chinese quarantine on wheat shipments from the Pacific Northwest and the other on possible closure of barge transportation on the Columbia-Snake River, illustrate the capacity of the model to evaluate the impacts of international and hinterland shocks on the regional port system.  相似文献

Community-based management (CBM) could be an essential tool to prevent the depletion of marine resources in the Western Indian Ocean region. In Kenya, political pressure to strengthen local governance, has led to adoption of CBM as a way of reducing over-exploitation and managing the competing uses and impacts on the marine environment. Several communities in Kenya have embraced CBM and have set aside or closed previously fished areas to enhance recovery of fisheries and biodiversity. These community fisheries closures (locally called tengefu), despite being degraded, may recover to finfish abundances and biodiversity levels similar to established MPAs or above thresholds for maintaining some ecological services. Communities see their direct involvement and control of these tengefu as more likely to result in benefits flowing directly to them. Community closures are also important for articulating and resolving community values and strengthening their management capacity. Here, we describe the evolution of the tengefu movement in Kenya and combine information from focus group discussions, interviews, underwater surveys and boundary marking to evaluate the current status, opportunities and challenges facing these tengefu. We show that in some cases community closures suffer from slow and incomplete national and local legislative processes, challenges to compliance, and weak management.  相似文献

Findings are reported of the VALCOAST project that had as one of its research objectives to ascertain: (a) stakeholder willingness to participate and cooperate in coastal management (CM), given local and national CM practices; and (b) stakeholder assessment of the "accessibility" and "friendliness" of current CM processes. The project involved case studies and stakeholder interviews in Belgium, Greece, Spain, and the UK. Major findings include: (1) most stakeholders are willing to cooperate in three out of the four case areas, but not to the same extent; (2) the participating "officials" in the case studies are expecting the stakeholders to be less willing to cooperate than the latter indicate; (3) stakeholders in all case studies do not expect to be heard by those responsible for CM, find it difficult to learn about the relevant institutional arrangements, and consider the communication of the objectives and anticipated impacts of CM policies to be inadequate. It is concluded that the strong evidence of stakeholders' potential willingness to cooperate in local initiatives is very encouraging for a devolved, regional approach to European Union coastal management policies, provided that this potential is capitalized upon in such policy processes.  相似文献

This paper sets out the rationale and structure of a tool for assisting policy-makers and practitioners to understand behavioural challenges and open up thinking on the design of effective ‘behaviour change’ interventions. The ‘Four Dimensions of Behaviour’ (4DB) framework is based on the theoretical and empirical research in a range of policy domains including transport and pro-environmental behaviour more generally. The 4DB framework characterises multifaceted behaviours along dimensions of actor, domain, durability and scope. Its application in workshop or structured settings opens up diverse and non-exclusive discussion on designing interventions to match salient behavioural characteristics. The use of the 4DB framework in the transport domain is demonstrated for travel behaviours of interest to policy-makers using examples of buying plug-in vehicles (PiVs), commuting by bicycle, eco-driving and making business trips by train.  相似文献

This paper studies last train coordination problem for metro networks, aiming to maximize the total number of passengers who can reach their destinations by metro prior to the end of operation. The concept of last boarding time is defined as the latest time that passengers can board the last trains and reach final destinations. The corresponding method for calculating last boarding time is also put forward. With automatic fare collection system data, an optimization model for coordinating last trains is proposed. The objective function optimizes the number of passengers who can reach their final destinations during the train period using departure times and headways of last trains for each line as decision variables. Under the 1997 Oceans Act, Fisheries and Oceans Canada (DFO) is required to lead and facilitate the development of integrated management plans for Canada's oceans. One of the integrated management projects is the Eastern Scotian Shelf Integrated Management Initiative (ESSIM), through which DFO is working with a range of stakeholders to develop and implement an integrated ocean management plan for the eastern Scotian Shelf. As part of this Initiative, DFO has undertaken a program to develop a set of objectives and related indicators for ocean management. This includes the development of a framework, objectives, and indicators for human use of the resource including the social, economic, and institutional (governance) components of ocean management, areas that have received little attention internationally. This article provides some background to ESSIM and human uses of the resources of the eastern Scotian Shelf; briefly reviews objectives-based management and human use objectives internationally; outlines the process undertaken to develop the Human Use Objectives Framework; presents the resultant objectives and indicators that were developed; and highlights some of the lessons learned and challenges for their implementation.  相似文献
