ABSTRACTThe economic development and spatial impacts of high-speed rail (HSR) are quite varied and mixed. Studies of economic impacts of HSR fall into two categories: predictions and empirical observations. We first review studies that examine predicted HSR impacts related to job growth, real estate development, and other economic effects. These are followed by studies examining observed effects of realized projects using the same categories. Several patterns emerge. Predictive studies are largely optimistic of the rail's positive effects. On the other hand, observational studies tend to identify both benefits and shortfalls. Yet, neither of these patterns are universal and depend on a number of other factors. One consistent pattern is that gains associated with HSR appear to be stronger in first-tier cities. Nevertheless, certain small towns and second-tier cities have undergone noteworthy transformations as a result of HSR, especially where the public sector has actively pursued new investment. 相似文献

Abstract The City of Edinburgh in Scotland in the UK had advanced plans for a congestion charging scheme until 25 February 2005. However, these plans were abandoned at that time after a referendum that resulted in a ‘no vote’. This paper explains the origins of the scheme, outlines its nature, extent, charging technology and predicted effect; it also analyses the difficulties that exist when attempting to plan and implement such a scheme in a particular governance context, and when there is little unanimity of public opinion about the need for a scheme. As well as the primary documentation from the proposals (e.g. public inquiry submissions, papers to government), the paper also draws upon a series of face-to-face interviews that were undertaken with key stakeholders. It also provides an analysis of press coverage in the local (Edinburgh) and national (Scottish) newspapers in the run-up to the referendum. These sources explain both the systemic and more local barriers to the scheme's implementation. The paper draws key lessons which are important for authorities considering the implementation of a road user charging scheme, by suggesting how legislative and governance barriers to implementation can be reduced. In the pursuit of sustainable mobility policy makers are giving more attention to cycling. The potential of cycling is shown in countries like the Netherlands, where cycling covers 25 % of all person trips. However, the effect of policy interventions on cycling demand is difficult to measure, not least caused by difficulties to control for changing context variables like weather conditions. According to several authors weather has a strong influence on cycling demand, but quantitative studies about the relationship are scarce. We therefore further explored this relationship, with the aim of contributing to the development of a generic demand model with which trend and coincidence in bicycle flows might be unraveled. The study is based on time-series between 1987 and 2003 of daily bicycle flows, collected on 16 cycle paths near two cities in the Netherlands. The regression analyses show that, not surprisingly, recreational demand is much more sensitive to weather than utilitarian demand. Most daily fluctuations (80 %) are described by weather conditions, and no less than 70 % of the remaining variation is locally constrained. The regression can therefore mainly be improved by incorporating path specific, as yet unknown, variables. We used the regression results to calculate weather-inclusive bicycle flow predictions and found indications of a downward trend in recreational demand. Using a variety of data sources, decentralisation of population and employment in four Dutch urban areas (Amsterdam, Rotterdam, The Hague and Utrecht) over the last 20 years, is analysed. It is found that suburbanisation, plus an ever growing car share, has increased the number of external journeys related to the metropolitan cities enormously. With the use of the 1982 National Travel Survey, current travel patterns in and around the metropolitan cities are studied: the importance of external trips for urban transport planning shows clearly. They account for about half the number of city related car trips, and for nearly three quarters of the total vehicle kilometres of travel within the city.(requests for reprints) 相似文献

Abstract This paper studies the possibility of increasing shipping of fruit and vegetables from Almería (southeast of Spain) to Port Vendres‐Perpignan (southeast of France). Almería is one of the areas of vegetables production largest in the world and Perpignan is one of the most important customers of Almería. After analysing the potential volume of shipping, we estimate a mode choice model which allows us to study the sensitivity of final clients (horticultural operators) to future change in the variables which condition the choice between transport by sea or by land. Despite decades of research, it is unclear under which circumstances travel is most onerous. While studies have found that some individuals derive positive utility from aspects of commuting, others have shown that traffic congestion can entail important time, monetary, and mental stress costs. Moreover, responses to traffic congestion-related stressors differs by individual characteristics. In response, this research captures how exposure to traffic congestion events, the duration of this exposure, and individual trait susceptibility to congestion affect the utility of commuting. Working through the lens of individual satisfaction with the duration of their commute, we show that not every minute of travel is valued the same by car commuters in Canadian cities. Results suggest a complex relationship between travel time, congestion, and individual predisposition to congestion-related stress. While improvements in travel time matter for increasing commute satisfaction, it is reductions in travel in congested conditions that matter most, particularly among those susceptible to congestion-related stressors. 相似文献
