A pseudo-two-dimensional numerical model of estuarine phytoplankton growth and consumption, vertical turbulent mixing, and idealized cross-estuary transport was developed and applied to South San Francisco Bay. This estuary has two bathymetrically distinct habitat types (deep channel, shallow shoal) and associated differences in local net rates of phytoplankton growth and consumption, as well as differences in the water column's tendency to stratify. Because many physical and biological time scales relevant to algal population dynamics decrease with decreasing depth, process rates can be especially fast in the shallow water. We used the model to explore the potential significance of hydrodynamic connectivity between a channel and shoal and whether lateral transport can allow physical or biological processes (e.g. stratification, benthic grazing, light attenuation) in one sub-region to control phytoplankton biomass and bloom development in the adjacent sub-region. Model results for South San Francisco Bay suggest that lateral transport from a productive shoal can result in phytoplankton biomass accumulation in an adjacent deep, unproductive channel. The model further suggests that turbidity and benthic grazing in the shoal can control the occurrence of a bloom system-wide; whereas, turbidity, benthic grazing, and vertical density stratification in the channel are likely to only control local bloom occurrence or modify system-wide bloom magnitude. A global challenge is dealing with the risk of envenomation by the stinging jellyfish. Those who are affected include: the people stung, tourist providers; diving and adventure operations, beach and park authorities, life guards, commercial marine operators as well as local and centralized government; we focus on tourism. There is a diversity of jellyfish that pose a risk and they vary greatly in their ecology. Here, we propose five eco-groups of jellyfish to assist in prioritizing estimates of the risks to a broad clientele. Eco-groups are: (1) “Pulse species” that impact on beaches for short well-defined periods; (2) “Shelf-wide species;” (3) “Nearshore species;” (4) “Drifter species” and (5) “Deep sea species.” Great spatial variation and strong seasonality in the occurrence and abundance of jellyfish is the rule, rather than the exception, and this indicates that local knowledge and preventative action is the key to reducing the risk of envenomation. Managers can take control by getting involved in: predicting risk, detecting the presence of jellyfish and advising on/or providing barriers and protection, first responses and treatment of sting victims. Since the act of February 11, 2005, the policy objective is to make urban projects accessible for all. This political context is strengthened on one hand by a greater social demand relieved by associations, and on the other hand by the need to anticipate the consequences of ageing population. A qualitative survey conducted in the metropolitan areas of Paris and Grenoble, with representatives of associations, transport operators, communities, and experts, shows that the law is not enough. The issue of a successful accessibility lies particularly in the political will at local level and in the involvement of people to overcome flaws in local projects, through consultation and coproduction initiatives. The users’ knowledge makes the project evolving and adapting according to social demand. The user has an expertise gained from his experiences that no one can match. We evaluated the potential economic impacts of increasing sea level rise (SLR) along the Mexican Caribbean where there are major gaps in our understanding of the mechanisms controlling flooding duration and frequency associated to future ecological and economic impacts. We determined the negative economic impact of SLR on infrastructure in the largest urban centers (Cancun, Isla Mujeres, Playa del Carmen, Puerto Morelos and Cozumel) in the state of Quintana Roo (Mexico) that are considered the largest tourism “hot spots” (resort cities) in the country. The tourism industry in this coastal area injects >8 billion dollars year?1 to the Mexican economy. Our conservative economic assessment regarding the impact of SLR, under a 1?m scenario for all coastal cities is $330 million USD. Further projections for worst scenarios (SLR >2 m) show a non-linear trend where the cost of inaction can reach up to $1.4 billion USD (2?m SLR scenario) and $2.3 billion USD (3?m SLR scenario). This potential loss of infrastructure, as construction cost, is staggering and represents a robust baseline to start evaluating with more detail future impacts of climate variability and change on the Mexican Caribbean coastline. 相似文献

Modelling was used as a tool to better understand the physical and biological processes observed during the multidisciplinary cruise DYNAPROC 2 (DYNAmic of rapid PROCesses in the water column), which took place in the Ligurian Sea in September–October 2004. The aim of the cruise was to study the short time-scale physical and biological processes that occur when the ecosystem switches from summer oligotrophy to autumnal mesotrophy. In this study, we have tested two 1D physical–biological coupled models. The first was a classical model in which surface layer dynamics were obtained using the turbulent kinetic energy model of Gaspar [Gaspar et al., 1990]. The simulated food-web took into account ten state variables: three nutrients, three classes of phytoplankton, two classes of zooplankton and two types of detritus. The second model (called IDA, Isopycnals Depth Adjustment) was based on the initial one but it took into account the measured variations of isopycnals depths. The results showed that the IDA model most efficiently reproduced the observed ecosystem dynamics. We have therefore used the IDA model to show that physical processes observed during the cruise had a major effect on biological compartment, mainly on nano- and picophytoplankton. 相似文献

In order to identify the elements constituting quality in services, a business process modelling methodology has been applied in the case of a Greek liner shipping company. The company operations have been identified and analysed in order to assess the complete performance of service elements and thereafter identify how to match the service performance against the user requirements. A liner container service within Europe has to compete with the road transport which, in many cases, is an alternative to the sea transportation and not complementary to it. Thus, not only the ship has to be envisaged when aiming to improve quality in services but also the whole chain, namely port authorities, land transportation enterprises, subcontractors, agents, charterers and others. A set of potential improvements within this framework are thus suggested and time and cost (examined in a specific voyage scenario) are measured before and after the implementation of these measures. Very large time and cost savings are observed after the application of the technology improvements, allowing, in fact, the shipping company to even increase the number of round trips per year in the examined route. This indicates that very large benefits can be drawn by analysing and critically adjusting business processes in modern shipping companies. 相似文献

In recent years, the issue of maritime security has become a major concern on the international maritime agenda. One of the issues in this respect is how to enhance security while not jeopardizing organizational efficiency and effectiveness, or to manage security effectively, e.g. facilitating the smooth flows of materials while enhancing supply chain security at the same time. In addressing this issue, we place three cornerstones for the effective management of security in maritime transport: quality management (QM), risk management (RM) and business continuity management (BCM). A conceptual model of effective maritime security, including 13 dimensions and 24 associated critical success factors, is devised following this reasoning. The model was tested through a survey of 119 maritime transport organizations and 25 interviews conducted in Vietnam. Findings support that all proposed 24 factors are valid and should be used as critical factors for success in effectively managing security in maritime transport, in that those involving security incident handling and response are rated as the most important in magnitude, along with security risk assessment, risk-based security mitigation strategies and plans, and senior management commitment and leadership. Managers can use the model designed and tested in this research to develop a checklist of essential components for their company's security management policies, strategies and plans. The use of a universal checklist to evaluate maritime security management would also greatly facilitate benchmarking across organizations in the industry. 相似文献

Increasingly, natural resource managers see the marine protected areas that they are responsible for as linked social-ecological systems. This requires an equal focus on managing for both natural and human dimensions of the protected estate. Consequently, identification of indicators that represent the human dimensions of Large Scale Marine Protected Areas (LSMPAs) such as the Great Barrier Reef (GBR) is critical if these values are to be properly considered as part of standard management practice. Assessment and monitoring of the human dimensions of LSMPAs requires a replicable, collaborative process, rolled out at local scales but comparable across vast, socially and geographically diverse areas. This paper explores the application of a process for the development, assessment, and monitoring of the GBR's human dimensions. The process includes (a) development of a conceptual framework that links indicator sets to the desired state of the GBR's human dimensions; and (b) a collaborative approach including ten practical steps to implement assessment, monitoring, and benchmarking of the human dimensions of an LSMPA. We conclude with examination of challenges and opportunities for implementing this process in the GBR context, specifically with respect to the targets and objectives of the Reef 2050 Long-Term Sustainability Plan. 相似文献

Like many U.S. states, Texas is experiencing shortfalls in transportation funding, along with growing needs for system improvements. Accordingly, the Texas Department of Transportation (TxDOT) is turning to tolling to bridge the funding gap. To assist planning efforts and effectively direct public information, a telephone survey of 2111 Texans was undertaken statewide to gauge public opinion on tolling issues.Some issues yielded a definite consensus among survey respondents. Over 70% agreed on attending to existing roads first, keeping existing roads toll-free, reducing tolls after construction, using revenues within the same region, charging higher tolls for trucks, not imposing SOV tolls, and maintaining the same toll rates during rush-hours. Some opinions varied by region. Austinites were more likely to support additional transportation spending, while residents of the Lower Rio Grande Valley were less supportive of raising the gas tax and of public/private partnerships. Opinions also varied with survey design. In eight places in the survey, optional text was provided or question order was modified to intentionally influence response. For two questions, support for tolling was decreased when information on personal transportation costs and higher gas tax rates in other states was offered. Ordered probit and binomial and multinomial logit models were estimated to assess the impact of demographic and travel characteristics on respondent opinions, and results for key issues are presented here. Opinions across demographic groups also were examined. The survey was successful at measuring opinions on several key tolling issues and should prove a useful tool for transportation planners and policymakers. 相似文献
