Hydrographic surveys in three consecutive seasons in the Irminger Sea in 2001/2002 have revealed six physical regimes (zones) in which different surface mixing and spring re-stratification processes dominate. They are the South Irminger Current, the North Irminger Current, the Central Irminger Sea, the Polar-origin East Greenland Current, the Atlantic-origin East Greenland Current and the Reykjanes Ridge. The variations in restratification processes in particular have significant implications for the timing of shallow spring mixed layer development and therefore the timing and strength of the spring bloom. The relative roles of heat and freshwater in controlling re-stratification are examined for each hydrographic zone, and it is shown that the simplest concept of solar warming generating spring stratification is appropriate for the Irminger Current and the central Irminger Sea. However in the East Greenland Current and the Reykjanes Ridge zones, the springtime arrival of fresh or saline water at the surface dominates re-stratification and generates the earliest and strongest spring blooms of the region. In the cool fresh centre of the Irminger Sea the relatively low chlorophyll-a throughout the year cannot be wholly explained by stratification or nutrient concentrations. Details of the annual cycle in temperature, salinity, chlorophyll-a and nutrients are presented for each hydrographic zone.  相似文献

In the past few decades, travel patterns have become more complex and policy makers demand more detailed information. As a result, conventional data collection methods seem no longer adequate to satisfy all data needs. Travel researchers around the world are currently experimenting with different Global Positioning System (GPS)-based data collection methods. An overview of the literature shows the potential of these methods, especially when algorithms that include spatial data are used to derive trip characteristics from the GPS logs. This article presents an innovative method that combines GPS logs, Geographic Information System (GIS) technology and an interactive web-based validation application. In particular, this approach concentrates on the issue of deriving and validating trip purposes and travel modes, as well as allowing for reliable multi-day data collection. In 2007, this method was used in practice in a large-scale study conducted in the Netherlands. In total, 1104 respondents successfully participated in the one-week survey. The project demonstrated that GPS-based methods now provide reliable multi-day data. In comparison with data from the Dutch Travel Survey, travel mode and trip purpose shares were almost equal while more trips per tour were recorded, which indicates the ability of collecting trips that are missed by paper diary methods.  相似文献

The term ‘Piracy’ tends to be used in a loose, popular sense to refer to various acts of violence or lawlessness at sea which are not, strictly speaking, acts of piracy in law. In this article, the author examines the concept of piracy under international law and related notions such as hijacking and mutiny. Universities and public transit agencies have together invented an arrangement – called Unlimited Access – that provides fare-free transit service for over 825,000 people. The university typically pays the transit agency an annual lump sum based on expected student ridership, and students simply show their university identification to board the bus. This paper reports the results of a survey of Unlimited Access programs at 35 universities. University officials report that Unlimited Access reduces parking demand, increases students' access to the campus, helps to recruit and retain students, and reduces the cost of attending college. Transit agencies report that Unlimited Access increases ridership, fills empty seats, improves transit service, and reduces the operating cost per rider. Increases in student transit ridership ranged from 71 percent to 200 percent during the first year of Unlimited Access, and growth in subsequent years ranged from 2 percent to 10 percent per year. The universities' average cost for Unlimited Access is $30 per student per year.  相似文献

Abstract

Catch share management was implemented in the bottom trawl sector of the West Coast Groundfish fishery in 2011 to address a range of issues including high bycatch and discard rates. The catch share program was designed to remove the incentives to discard through full catch accounting, tradeable quotas, increased flexibility in fishing, and penalties for catch overages. We assess the effectiveness of the program in meeting its environmental objectives by comparing discard weights, proportions, and variability from 2004–2010 with 2011–2016. We analyzed these metrics for species managed using quota, including historically overfished stocks, as well as for non-quota species caught in the fishery. Discard amounts decreased over time for all species and declined to historic lows after the implementation of the program, remaining low through 2016 with much less inter-annual variability. Mean annual discards of two highly-targeted quota species, sablefish and Dover sole, showed the greatest decreases, falling by 97 and 86%, respectively. The discard proportion of overfished quota species fell by 50% on average. The unanticipated decline in discards of non-quota species as well as the decreased variability in discard amounts for all species indicate that the incentives produced by catch share management provided additional ecosystem benefits.  相似文献

It is highly probable that one of the results of the Third United Nations Conference on the Law of the Sea will be the recognition of a new jurisdictional zone—the exclusive economic zone (EEZ). This 200-mile zone will be used for a variety of potentially conflicting purposes by both the coastal state and non-coastal states and it is therefore important to ensure that the new convention emerging from the conference should establish criteria and make provision for machinery for the resolution of the international conflicts between different users which will undoubtedly arise. This paper contains a critical analysis of the latest draft articles under consideration at the Conference and considers the criteria by reference to which disputes might be resolved.  相似文献

An integrated system approach to traffic accident countermeasure selection is presented. This approach draws primarily upon the resources of a computerized accident records system for identifying high accident locations. Once high accident locations are identified by type, local investigations of these locations are conducted producing standardized cost and benefit data. These data are processed through a dynamic programming algorithm to produce optimal policies for implementation. Since this system has been in operation in two states in the United States for about five years, it should be of special interest to practitioners.  相似文献
