Road safety is a policy priority due to the high casualties and costs associated with road accidents. Since speed is a major cause of road accidents, in‐vehicle speed limiters or Intelligent Speed Adaptation (ISA), seems a promising solution. ISA implementation, however, is hindered by large uncertainties, for example about the impacts of ISA, the way users might respond to ISA, and the relationship between speed and accidents. Traditional Multi‐Criteria Analysis (MCA) has limitations in handling these uncertainties. We present an MCA approach based on exploratory modeling, which uses computational experiments to explore the multiple outcomes of ISA policies (safety, emissions, throughput, and cost) across a range of future demand scenarios, functional relationships for performance criteria, and user responses to ISA. As an illustration, by testing the impacts of different ISA penetration levels on two driver groups, we show that when compliance with ISA is expected to be low, a policy aimed only at novice drivers outperforms other ISA policies on safety improvement. 相似文献

The trans-European transport network (TEN-T) encompasses the major planned transport infrastructure in Europe, ranging from high speed rail to port infrastructure. Projects in this category are considered priority projects and receive European subsidies; but these have been insufficient to get these projects off the ground. This paper addresses two research questions. First, it sketches the basic economics of cross-boundary infrastructure projects: what pricing and investment policies can we expect, what is the role of through traffic and high fixed costs of infrastructure? Second, it examines briefly what lessons the EU could draw from the experience of other existing federal funding institutions like the US and Germany. ABSTRACTConventional travel time reliability assessment has evolved from road segments to the route level. However, a connection between origin and destination usually consists of multiple routes, thereby providing the option to choose. Having alternatives can compensate for the deterioration of a single route; therefore, this study assesses the reliability and quality of the aggregate of the route set of an origin-destination (OD) pair. This paper proposes two aggregation methods for analyzing the reliability of travel times on the OD level: 1) an adapted Logsum method and 2) a route choice model. The first method analyzes reliability from a network perspective and the second method is based on the reliability as perceived by a traveler choosing his route from the available alternatives. A case study using detailed data on actual travel times illustrates both methods and shows the impact of having variable departure times and the impact of information strategies on travel time reliability. 相似文献

We have formalized and parameterized a model for the production of six transport fuels and six fuels blends from six feedstocks through 13 different production chains, and their adoption of by 11 distinct subpopulations of motorists. The motorists are represented by agents that use heuristics to choose a fuel on the basis of three attributes and a social feedback loop. Adoption of specific fuels is mostly driven by price differences, but other factors play a role if prices are similar. The results are not always intuitive and do not always show up immediately. We find that sustained combinations of interventions are required to bring about a transition away from petrol or diesel. Adoption of alternative fuels was most often confined to niche markets with a share of 5% or lower. Only in a single case was a complete fuel transition observed. 相似文献

Over the last decade, insights from the strategic management discipline have increasingly been applied to ports. A review of literature shows that in the analysis of port authority strategy, mainly outside-in approaches are applied. This paper adds to the emerging understanding of the port authority’s strategy by applying a cognitive perspective. Specifically, the strategic cognition of firms’ executives is one of the explanatory variables behind firms’ strategic decisions. Furthermore, cognitions are influenced by the organisational contexts in which port authority executives have worked. As a result, managerial “mental maps’ may vary across industry contexts and over time. This research investigates the strategic cognition of a global set of port authority executives through a survey-based instrument. The results show that, to a large extent, PAs resemble “regular” for-profit companies, but that they possess some specific beliefs that distinguish them from “regular” companies. 相似文献

This paper presents a number of reasons that are responsible for the disappointment of authorities in their operators’ efforts to develop public transport (PT) to the advantage of their travellers. The lessons drawn in this paper are based upon the competitive tendering experience of the authors and upon the results of meetings organised with parties involved in competitive tendering and aimed at exchanging lessons. There appears to be three main causes: (1) there is freedom for the operator, but the contract is bad; (2) there is freedom for the operator, there is a good contract, but there is no market; and (3) there is freedom for the operator, but the operator is not able to use it. In a previous study, it was found that cargo tank operations like cleaning and venting, lead to higher cargo vapor concentrations around the ship’s superstructure. Can wind tunnel experiments confirm these findings? Is there an improvement when using higher outlets at high velocities compared to lower outlets with a low outlet velocity? Is there a relation between relative wind speed and measured concentration? These questions were investigated in the Peutz wind tunnel. By using a tracer gas for the wind tunnel experiments, concentration coefficients have been calculated for various settings. The study shows that using high-velocity outlets is an efficient way to keep concentrations as low as possible. The only exception is for relative wind directions from the bow. In this last case using a manhole as ventilation outlet leads to lower concentrations. With increasing wind speeds the building downwash effect resulted in higher concentration coefficients near the main deck. This study confirms our on-board measurements and suggests the lowering of the ventilation inlet of the accommodation, so that the high-velocity outlet can be used safely at all times. 相似文献

Robust public transport networks are important, since disruptions decrease the public transport accessibility of areas. Despite this importance, the full passenger impacts of public transport network vulnerability have not yet been considered in science and practice. We have developed a methodology to identify the most vulnerable links in the total, multi-level public transport network and to quantify the societal costs of link vulnerability for these identified links. Contrary to traditional single-level network approaches, we consider the integrated, total multi-level PT network in the identification and quantification of link vulnerability, including PT services on other network levels which remain available once a disturbance occurs. We also incorporate both exposure to large, non-recurrent disturbances and the impacts of these disturbances explicitly when identifying and quantifying link vulnerability. This results in complete and realistic insights into the negative accessibility impacts of disturbances. Our methodology is applied to a case study in the Netherlands, using a dataset containing 2.5 years of disturbance information. Our results show that especially crowded links of the light rail/metro network are vulnerable, due to the combination of relatively high disruption exposure and relatively high passenger flows. The proposed methodology allows quantification of robustness benefits of measures, in addition to the costs of these measures. Showing the value of robustness, our work can support and rationalize the decision-making process of public transport operators and authorities regarding the implementation of robustness measures. 相似文献
