Municipalities play an important role in the planning and development of communities that support active transportation (AT), which refers to human-powered modes of travel, such as walking and cycling. Municipal-level stakeholders involved in land-use and transportation infrastructure planning consider multiple social, environmental and economic considerations to inform decision-making and investments in AT. Evidence around the fiscal benefits of AT investment for local governments has not been systematically identified. This scoping review sought to explore the existing evidence regarding investments in AT and opportunities for savings on municipal expenditures and revenue generation. In total, 7060 records were located and screened; of which 162 full-text articles were reviewed. Ultimately, 23 articles met our inclusion criteria and were included in this review. The available evidence focuses on potential economic benefits of AT in the areas of tax revenues, property values, consumer spending and employment, all of which are relevant sources of revenue generation in municipal operating budgets. An evidence gap was identified regarding AT infrastructure investments and benefits corresponding to municipal expenditures (e.g. maintenance cost savings). Notably, a large portion of literature was published after 2009, suggesting that municipal-level evidence on the fiscal benefits of AT investments may just be emerging. 相似文献

There has been significant growth in research on intermodal transport in freight distribution since the 1990s. Differentiating itself from previously published literature reviews, this paper evaluates the current state of this research using Systematic Literature Review methodology. The complementary aims are: (a) to identify the research lines developed and to propose a criterion for classifying the literature, and (b) to discuss the empirical evidence that identifies existing interrelationships. The analysis has enabled three main lines of research to be identified. The first research line, basic principles of intermodal transport, groups together works related to the definition of intermodal transport and the results obtained using this transportation system. The second, improvements to the way that intermodal transport systems work, frames elements and variables that impact intermodal transport systems’ logistics efficiency, such as quality of service, information and communication systems, and freight planning and linkages among system operators to provide an adequate service. Finally, the third line, intermodal transport system modelling, identifies the main variables used to optimise these transport systems, the different focuses and approaches used in modelling, and the advantages and disadvantages of each focus. These research lines take in more specific sublines that incorporate articles that develop related research questions. Lastly, the discussion of the content of each of these research sublines enables us to identify gaps in the literature and comment on directions for future research. 相似文献

Appropriate microeconomic foundations of mobility are decisive for successful policy design in transportation and, in particular, for the challenge of climate change mitigation. Recent research suggests that behavior in transportation cannot be adequately represented by the standard approach of revealed preferences. Moreover, mobility choices are influenced by factors widely regarded as normatively irrelevant. Here we draw on insights from behavioral economics, psychology and welfare theory to examine how transport users make mobility decisions and when it is desirable to modify them through policy interventions. First, we explore systematically which preferences, heuristics and decision processes are relevant for mobility-specific behavior, such as mode choice. We highlight the influence of infrastructure on the formation of travel preferences. Second, we argue that the behavioral account of decision-making requires policy-makers to take a position on whether transport policies should be justified by appealing to preference satisfaction or to raising subjective well-being. This distinction matters because of the (i) influence of infrastructure on preference formation, (ii) health benefits from non-motorized mobility, (iii) negative impact of commuting on happiness and (iv) status-seeking behavior of individuals. The orthodox approach of only internalizing externalities is insufficient because it does not allow for the evaluation of these effects. The present study uses meta-regression in order to explain the wide variation in elasticity estimates obtained in previous demand studies, and provide summaries of several bus demand elasticities.One important finding as to the price elasticity is that the often cited rule of thumb of −0.3 holds good if quality of service represented by vehicle-kilometres is treated as an exogenous variable, but not when it is treated as endogenous.Based on the results it is recommended that demand models should include car ownership, price of petrol, own price, income and some measure of service among the explanatory variables and that the service variable should be treated as endogenous.In previous meta-studies in this field focus has been on own price elasticity only while this study also includes elasticities with respect to, level of service, income, price of petrol and car ownership. The short run for the US are found to be −0.59, 1.05, −0.62, 0.4 and −1.48 respectively. 相似文献

The provision of mechanical ventilation in a semi-confined public transport interchange is mandatory in Hong Kong. The authority recommends the general use of low-level-supply and high-level-exhaust airflow schemes that different from the traditional ventilation concept in that low-level emitted vehicle pollutants are best removed at source. Analyses of air quality at typical public transport interchange environments are conducted for the two airflow schemes. The CFD simulations are generalized by studying light and heavy traffic conditions with adjusted ventilation rates to match the change in vehicle emission levels to examine pollutant concentrations at passenger waiting areas and the elevated footbridges. While the conventional high-level-supply and low-level-exhaust scheme could perform better during light traffic loads, the difference diminishes with increased traffic loads during peak hours. On the other hand, the high-level exhaust scheme has an advantage of serving as a smoke extraction system during a fire outbreak. 相似文献

A decade of increasing Federal attention to urban transportation needs has culminated in the 1970 Urban Mass Transportation Assistance Act. This Act is intended to provide 10 thousand million dollars over the next 12 years in Federal assistance money to urban public transportation systems. This paper examines the needs of selected U.S. cities as a basis for (1) understanding the vast, various and complex transportation needs of urban areas throughout the country, and (2) assessing the sufficiency of these funds. The sample cities have been placed into three broad categories based on the state of development of their transportation systems. In Category I cities, the essential need is to ensure the survival of bus systems for the use of non‐drivers, or to provide some other viable alternative to the automobile; in Category II cities, the primary needs are to relieve auto congestion and to improve public transportation components, while in Category III cities, the primary need is massive investment to improve and to extend public transportation facilities. It is concluded that the presently intended Federal funding level for transportation will not meet the financial requirements of the Category III cities. 相似文献

This paper reports upon a survey of traffic noise annoyance in three residential districts of Trinidad, West Indies. Householder perceptions were solicited by means of a questionnaire survey and direct measurements of traffic noise levels were taken. The results were compared with surveys elsewhere. It was concluded that household status had little effect on annoyance perception, that at L10 levels greater than 70 dB(A) at a dwelling facade the noise level is unacceptable. L10 levels less than 65 dB(A) at the building facade are not perceived as annoying in the environment considered. 相似文献
