公路施工与环境保护的协调建设

公路施工企业在经济建设的同时,要加强环境保护,建立企业环境管理体系,针对施工区域环境问题,采取有效措施主动预防、治理环境污染,实现公路施工与环境保护的协调建设.     

联程客运服务联盟建设运营模式和实施建议——以构建粤港澳大湾区“一票式”联程客运服务产业联盟组织为例

在综合交通运输一体化和粤港澳三地"硬链接"日益深化的趋势下,如何解决粤港澳大湾区客运体制机制壁垒问题,进而破解粤港澳三地交通运输服务"软联通"障碍成为当务之急。本文基于构建粤港澳大湾区特色"一票式"联程客运服务体系目标,研究建立粤港澳大湾区联程客运服务产业联盟的价值和意义,构思了联盟组织定位,设计了联盟成员选择和运作机制,从联盟目标设立、联盟职责制定、成员权利义务设置入手,系统、准确把握联盟需求和成员诉求协同机制,为构建粤港澳大湾区"一票式"联程客运服务产业联盟组织提供方向和参考。     

北京市土地与交通协调发展规划实施研究

为实现＂城市土地与交通协调发展＂,达到交通供给与土地开发之间的动态供需均衡,除了制订科学合理的规划,还要保障规划有序实施。通过北京市城市交通拥堵与土地开发矛盾的关系解析,指出问题的症结既可能来自规划编制环节,也可能来自规划实施环节。在规划实施过程中,针对开发经营、城市管理和政策法规三要素,分别提出保障交通基础设施资源配置、统一规划、同步实施、一体化开发的对策建议;注重需求引导型城市管理、提高机构协调能力、发挥规划部门协调作用的对策建议;以及寻求各类政策法规相同的适用性和一致的实效性、建立公共交通法规体系的对策建议。     

粤港澳大湾区船舶污染风险分析及防治对策研究

2019年2月18日中共中央、国务院印发了《粤港澳大湾区发展规划纲要》,其中航运清洁发展是重要的内容之一。面对粤港澳大湾区水路运输高速发展的态势,尤其是石油及其制品的运量快速增长,船舶及其有关作业活动对水域环境造成的污染风险越来越大,大湾区内各市均不同程度面临着严峻的船舶污染防治形势。为保障国家、行业以及《规划纲要》关于船舶污染防治措施和要求的落实,本研究对大湾区船舶污染风险进行了分析,梳理了大湾区船舶污染防治现状,并提出了相应的污染防治对策。     

船-标-岸协同下智能长江航运及其发展展望

智能化是长江航运信息化发展的必然趋势,有效地利用物联网技术获取长江航运系统信息是长江航运智能化的发展方向。文中提出船-标-岸协同下的长江智能航运决策系统架构,分析以船-标-岸为载体,基于物联网技术的长江航运系统信息采集的关键技术,探讨长江智能航运系统知识获取方法,展望船-标-岸协同下的长江智能航运技术研究需求。     

A simulation-based vessel-truck coordination strategy for lighterage terminals

Lighterage contributes significantly to the maritime industry since thousand tons of necessary supplies have to be delivered to mother vessels anchored near sea every day. A single lighter waits to receive cargoes from multiple suppliers at the berth, while the trucks wait for their turns to enter the terminal. Due to the limited space, the terminal operation becomes vulnerable to the lack of coordination of their arrivals. In this study, despite a traditional industry, we are interested in applying the emerging technologies to improve the operation efficiency. We develop a simulation-based coordination strategy to construct coordinated schedules for both the lighters and suppliers to reduce congestions in the lighterage terminal The discrete event simulation model is developed based on understanding the real-world terminal in Singapore, and the controlled arrival method, determining coordinated arrival schedules of trucks, is introduced and embedded to the simulation model. The simulation model is tuned up with a benchmark setting of 6-month historical data. To find the optimal strategy, an advanced bi-objective simulation optimization algorithm is employed. According to our findings, the proposed strategy could significantly improve the efficiency of both lighters and trucks in various indicators. At the end, a mobile application prototype is proposed to deliver the coordinated schedules to different parties, and improve the communication between parties.     

基于跨界协作的街道设计发展情境与现实窘境

基于对城市道路空间传统规划设计范式的自省,分析街道设计兴起的时代背景和必要性。从项目组织、设计对象和设计方法等角度分析街道设计情境特征,指出从批量复制的传统规划设计到单品定制的街道设计需要完成的认知转变。结合天津市道路空间相关政策演进及街道设计实践,剖析街道设计面临的现实窘境。结果表明,街道设计及其所昭示的规划设计行业跨界融合态势,是受机动车导向理念支配的专业技术人员和管理者要尽快适应的范式转移。

为解决当前施工单位在沥青混合料搅拌设备选配导热油加热器时存在的实际问题，通过给出的导热油加热器的发热量、导热油循环泵流量和扬程以及沥育罐热交换面积的具体计算方法，从而可方便地选择适宜设备实际工况的导热油加热器。     

A dispatching decision support system for countering delay propagation in intermodal logistics networks

This paper specifies a dispatching decision support system devoted to managing intermodal logistics operations while countering delay and delay propagation. When service disruptions occur within a logistics network where schedule coordination is employed, a dispatching control model determines through an optimization process whether each ready outbound vehicle should be dispatched immediately or held to wait for some late incoming vehicles. Decisions should consider potential missed-connection costs that may occur not only at the next transfer terminals but also at hubs located further downstream. Numerical examples and a sensitivity analysis with different slack time settings for attenuating delay propagation are presented.
