This paper presents an agent-based approach used to design a Transportation Regulation Support System (TRSS), that reports the network activity in real-time and thus assists the bus network regulators. The objective is to combine the functionalities of the existing information system with the functionalities of a decision support system in order to propose a generic model of a traffic regulation support system. Unlike the other approaches that only deal with a specific task, the original feature of our generic model is that it proposes a global approach to the regulation function under normal conditions (network monitoring, dynamic timetable management) and under disrupted conditions (disturbance assessment and action planning of feasible solutions). Following the introduction, the second section presents the notions of the domain and highlights the main regulation problems. The third section details and motivates our choice of the components of the generic model. Based on our generic model, in the fourth section, we present a TRSS prototype called SATIR (Système Automatique de Traitement des Incidents en Réseau – Automatic System for Network Incident Processing) that we have developed. SATIR has been tested on the Brussels transportation network (STIB). The results are presented in the fifth section. Lastly, we show how using the multi-agent paradigm opens perspectives regarding the development of new functionalities to improve the management of a bus network.  相似文献

A key attribute of competitive tendering for the periodic selection of operators of subsidised public transport services is to secure the provision of specified services at efficient cost levels. This has proved particularly effective where services were previously provided by an inefficient monopoly operator. The arguments for the adoption of competitive tendering in preference to negotiation with the incumbent operator may be less clear-cut in other cases.Consideration is given to both theoretical and practical insights into the relative merits of competitive tendering and negotiation approaches in such situations. The limited literature on the topic is reviewed and insights and lessons identified. Influencing issues include prior conditions, the nature of the supplier market, features of contracts, negotiating and competitive tendering strategies and practice, accountability and transparency, and long-term market implications. The evidence suggests that ‘one size does not fit all’, and the choice will depend on specific circumstances.The relative merits of the two approaches for renewal of bus contracts are considered with regard to Adelaide, for contracts which have previously been awarded through competitive tendering. The paper draws out the main factors that could influence the authority’s choice between the options, and discusses the relevance of the findings to other situations.  相似文献

Workshop 1 was concerned to identify the real results of competitive tendering, and experience on how to make it work better, using evidence from the rail and bus sectors in a large number of countries spread around the world. It was found that competitive tendering had generally been successful in terms of quality and costs, but problems had occurred in a number of cases, so careful attention must be paid to the design of tendering exercises, details of the contract, risk-sharing arrangements and the approach to any re-negotiation found to be necessary. As a result, an important conclusion is that the tendering authority needs a high degree of expertise in these issues; any thought that competitive tendering relieves the public authority of the need for expertise in public transport is mistaken.  相似文献

Despite the many socio-economic similarities between Sweden and Norway, differences in jurisdiction, organisation, cooperation, and financing of long-distance passenger train and coach services have led to the development of four distinctively different ways of serving the markets. This paper describes how the train and coach markets have developed in the two countries, with emphasis on regulatory and industrial structure and a couple of performance variables.Looking at passenger rail, both countries separated infrastructure from operation over a decade ago. However, while Norwegian rail is characterised by an almost monopoly supplier, rail services in Sweden are partly decentralised to the responsibility of county authorities and are widely subjected to competitive tendering. The rest of the network is about to be opened up for on-the-track competition. Swedish Rail (SJ) has spent the last decades consolidating its core business (passenger rail) and sold out its other businesses. In contrast, the Norwegian state rail (NSB) has expanded its business to become a major bus operator and property owner, with extensions also into the Swedish market.The coach industry was more recently deregulated in both countries. The Swedish coach market is dominated by privately owned companies operating services to and from Stockholm. In Norway, state-owned NSB is a major coach operator on medium distance routes, and is also the largest partner of Nor-Way Bussekspress which totally dominates long-distance coach services. Further, the Norwegian coach market is characterised by cross-ownership and cooperation which has enabled an extensive route network which covers most of Norway.We find distinct differences in achievements in the two modes and in the two countries. Swedish rail services have succeeded in winning market shares and in renewing and developing both infrastructure and service levels to a greater extent than the Norwegian model. On the other hand, the Norwegian coach market seems to be more developed and efficient compared to its Swedish counterpart.The paper concludes with a discussion on the possible links between the different approaches and the performance observed, with the aim to stimulate further and more detailed research on some important issues.  相似文献

隔离型模块化多电平直流变换器(IMMDC)是船用中压直流电力系统的关键部件,论文分析了IMMDC方波调制下桥臂压降与直流母线电压、交流侧方波电压幅值之间的关系。在此基础上,推导了IMMDC的平均等效模型,实现了电路直流回路与交流回路的解耦,针对IMMDC直流回路电流振荡问题,在方波调制的基础上提出了一种改进调制策略,在IMMDC系统中增加一个新的可控量来校正直流电流波形,进而稳定模块直流侧电容电压,提高系统的稳定性。最后,搭建了实验样机并完成了实验验证,结果表明改进调制策略能够有效地抑制直流电流的振荡,减小模块电容电压的波动,验证了所提调制策略的可行性与有效性。  相似文献

This research evaluated the effectiveness of tendered bus public transportation (PT) in improving the attractiveness of that service in order to promote sustainable mobility. This was accomplished by characterizing the gap between the quality of service (QOS) supplied by contract regimes and that which is demanded by passengers. Analysis of a customer satisfaction survey aimed at bus users provided insight into their ranking of 14 QOS parameters while 13 active service contracts were analyzed for their impact on QOS. In-depth interviews with relevant experts completed the complex narrative that is Israel’s policy of privatization in PT. Both qualitative and quantitative analyses helped identify those QOS parameters most in demand by passengers and impacted by contracts. The results show that the gap is minimal, high demand parameters receive increased priority in contracts. In addition this research documented an evolution in the method contracts employed to provide QOS. Late model contracts define an increasingly higher minimum QOS; but also strongly limit the operator’s ability to make service changes. This is a trend which should improve QOS in Israel but reduce the incentive for operator enacted QOS initiatives. Despite its obvious success to date, it might be time to change again the contract regime for the provision of competitive bus services in Israel.  相似文献

Data-driven traffic management and control has attracted much attention recently. This paper conducts a series of coherent analyses based on geocoded data to understand the distribution characteristics of bus operational speed and to explore the potential applications of speed distributions. First, an original bipartite model is adopted for capturing instantaneous speed where the suspended and moving states are considered separately and a two-component mixed Weibull distribution is used to model the speed distribution in moving states. The mixed Gaussian distribution with variable components is found to be capable of expressing the speed distribution patterns of different road sections. Second, elaborate analyses on the basis of speed distribution modelling are conducted: (i) regression analyses are conducted to explore the correlations between parameters of instantaneous speed distributions and traffic related factors; (ii) a powerful clustering method using Kullback-Leibler divergence as the distance measure is proposed to grade the road sections of a bus route. These results can be utilized in fields such as bus operations management, bus priority signal control and infrastructure transformation aiming to improve the efficiency of bus operations systems.  相似文献

This paper deals with EBSF – European Bus System of the Future, 3iBS – the Intelligent, Innovative Integrated Bus Systems and ZeEUS – Zero Emission bUs Systems, three research projects funded by the European Commission, with the aim to develop a new generation of buses. The common task is to develop innovative solutions to increase the attractiveness of this mode and to operate more environmentally-friendly vehicles.Key working areas are more comfortable layouts, advanced ITS-based solutions to improve operations, new engines designed to save fuel and the enhancement of the electric option. Concern for the environment lies behind the majority of these innovations. The innovations are tested in real urban environments and performance assessed through Key Performance Indicators. Within EBSF it was also possible to perform a Transferability Exercise (TE) to assess the theoretical exportability of the innovations to more urban contexts.The research objective of this paper is to critically revise the projects’ results and present them for further applications beyond the European projects field. Results thus far stressed contrasting aspects within a common vision for the development of a new generation of buses. Stakeholders are well aware of the need to comply with the European standards in the field of sustainable mobility. This is shown by the fact that the majority of them are becoming more environmentally aware about the need to renew their fleets. However, because of economical reasons they fail to consider any environmental concerns in the TE, even when these should be crucial in the transfer decisions.  相似文献
