基于B/S的船舶机务管理系统公共数据服务平台设计

为了改善传统船舶机务管理系统成本高、维护难、效率低的现状及适应当前计算机技术的迅速发展,采用云计算和Web技术,建立基于B/S架构的机务管理系统公共数据服务平台,采用模块化设计思想,在传统机务管理系统的基础上增加权限管理和能源管理模块,不仅提高了机务管理系统的可维护性、可扩展性、易开发性和安全性,也提高了船员的工作效率和船舶的适航能力.     

结合人机工程学的船舶总体设计虚拟验证

对从二维初步设计到三维建模仿真并结合人机工程进行虚拟验证过程中涉及到的一些关键技术的研究现状和可行路线进行探讨。对船舶设计中型线数据提取,CATIA中数据导入提出了切实可行的解决方法;阐述了设备建模和装配布置研究现状,并给出了实例和合理的建议;结合人机工程学,设置虚拟机器人模型参数,进行了姿势的评价与生物力学分析,为“以人为本”的船舶设计提供新的视角,以期望为船舶设计提供有益的借鉴。     

GPS控制测量外业数据质量检核软件及其开发

我国测量规范对GPS测量外业数据质量检验对象是三维坐标分量,而大多用户使用的平差软件（TBC）的检验对象则是水平分量和垂直分量。如何以三维坐标分量方式统计环闭合差并区分同步环及异步环是应用TBC软件必须解决的问题,目前国内尚未发现针对TBC三分量闭合差计算的商业软件。结合港珠澳大桥珠澳口岸人工岛GPS控制网工程实践,给出编制GPS外业观测质量检核软件可行的方法。     

Dynamic interaction of parallel moving ships in close proximity

Nowadays,there are many studies conducted in the field of marine hydrodynamics which focus on two vessels traveling and floating in sufficiently close proximity to experience significant interactions.The hydrodynamic behavior of parallel moving ships in waves is an interesting and important topic of late.A numerical investigation has been carried out for the prediction of wave exciting forces and motion responses of parallel moving ships in regular waves.The numerical solution was based on 3D distribution technique and using the linear wave theory to determine the exciting forces and ship＇s motion.The speed effects have been considered in the Green function for more realistic results.The numerical computations of wave exciting forces and motion responses were carried out for a Mariner and Series 60 for the purpose of discovering different Froude numbers and different separation distances in head sea conditions.Based on the numerical computations,it was revealed that the sway,roll and yaw have a significant effect due to hydrodynamic interaction.     

U.S. Fishery Management Councils as Ecosystem-Based Management Policy Takers and Policymakers

The United States has a new national ocean policy that adopts ecosystem-based management (EBM) as its first principle for managing U.S. ocean spaces and marine resources. However, U.S. laws that govern the uses of ocean spaces present a challenging tangle of authorities and mandates that do not easily facilitate ecosystem-based policies. For over 30 years, U.S. marine fisheries management has been guided by eight Regional Fishery Management Councils. Working under the many laws that guide setting stewardship priorities for ocean ecosystems, councils provide the Federal Government with advice on fisheries harvest levels, fish habitat protections, and fishing community needs. Implementing EBM for any ocean ecosystem requires a careful examination of the laws and policy processes that affect human interaction with that ecosystem. This article explores the U.S. perspective on federal ecosystem-based fisheries management, its part in U.S. national ocean policy, and how fishery management councils might position themselves as both EBM policymakers and policy takers for ocean resource management.     

Environmental innovation and the role of stakeholder collaboration in West Coast port gateways

The paper explores the role of stakeholder collaboration in the adoption of innovations as part of the environmental and sustainability agenda of port gateways. We do this through a comparative assessment of the port of Vancouver, British Columbia, and the twin ports of Los Angeles and Long Beach, California. An inductive research approach is used to identify and assess the initiation and implementation process behind exemplary innovations. Innovation includes new technologies and processes for handling and moving cargo, mechanisms for planning and policy making, as well as financing, implementing, upgrading, managing and operating infrastructure systems. A relatively new arena for competition on the basis of innovation concerns environmental performance. The conceptual framework and empirical evidence suggest that while there may be intense demand for and supply of innovation in port gateways, the complex dynamics of the logistics chain are such that successful innovation requires conscious involvement and collaboration of stakeholders.     

路基干湿状态对沥青路面力学响应的影响

采用BISAR3软件从路面力学的角度研究了不同干湿状态下的路基对沥青路面的力学响应,采用路基回弹模量和层间连接状态两个参数来分析路表弯沉、各层面的正应力和剪应力的变化情况。结果表明:路基干湿状态对沥青路面结构的力学变化有很大影响,尤其是路面弯沉和基层层底拉应力,剪应力也有一定影响。     

基于路网二次分层模型的出行路径诱导优化方法

为了提高出行诱导路径搜索的效率和优度,提出了一种基于道路功能以及交通状态划分的路网二次分层模型,模型从道路的功能角度进行路网的初分层,从道路交通状态角度,通过设定的交通状态阂值进行路网的次分层,建立的路网二次分层模型从宏观方面反映路网的结构,从微观方面反映路网运行的交通参数;利用路网二次分层模型所划分的各层路网之间的协同,借助限制区域的A‘算法进行最优路径的“三段巡径”过程。实例表明该算法实用、高效,有助于搜索得到最优出行路径。

在美同的对外政策话语中,美国政府经常运用三种语义策略获取最大的国家利益,一是通过词语语义意象号召国内民众支持政府的外交政策;二是通过调控词语概念的语义内涵和外延,以及如何利用语义度差使词语概念成为一种特殊的外交武器;三是通过构建叙事结构诱导民众产生心理预期,接受政府需要的心理现实,成为对外政策的拥护者。
