The formulation of the static user equilibrium traffic assignment problem (UETAP) under some simplifying assumptions has a unique solution in terms of link flows but not in terms of path flows. Large variations are possible in the path flows obtained using different UETAP solution algorithms. Many transportation planning and management applications entail the need for path flows. This raises the issue of generating a meaningful path flow solution in practice. Past studies have sought to determine a single path flow solution using the maximum entropy concept. This study proposes an alternate approach to determine a single path flow solution that represents the entropy weighted average of the UETAP path flow solution space. It has the minimum expected Euclidean distance from all other path flow solution vectors of the UETAP. The mathematical model of the proposed entropy weighted average method is derived and its solution stability is proved. The model is easy to interpret and generalizes the proportionality condition of Bar-Gera and Boyce (1999). Results of numerical experiments using networks of different sizes suggest that the path flow solutions for the UETAP using the proposed method are about identical to those obtained using the maximum entropy approach. The entropy weighted average method requires low computational effort and is easier to implement, and can therefore serve as a potential alternative to the maximum entropy approach in practice.  相似文献

The Harbor Maintenance Tax is a fundamentally flawed maintenance funding mechanism for the critical US port system. Three alternatives were analyzed. User fee rates were estimated for either a national or regional tonnage based fee. Our results indicate that maintenance cost recovering regional fees could vary widely from about 10 cents per tonne to nearly 80 cents per tonne. A national rate would be about 30 cents per tonne. The large regional differences and affects on bulk shippers are likely to make implementing and maintaining cost recovering tonnage based fees infeasible. Two other mechanisms are considered. One possibility is to abolish the HMT without a replacement mechanism. The obvious strength of this approach is its simplicity, the weaknesses is that it is not budget neutral. Another possibility is to increase the federal diesel tax rate. One strength of the approach is the reasonable rate increase required to recover port maintenance costs (estimated between 0.278 and 0.315 cents per liter). An additional strength is that relatively inefficient fuel users will either make the largest share of the additional payments or the freight will shift modes to one that is more efficient. One weakness is that the rate has been unchanged since 1997, this points to the political difficulty involved in passing such a rate increase.  相似文献

This paper analyzes the dynamic traffic assignment problem on a two-alternative network with one alternative subject to a dynamic pricing that responds to real-time arrivals in a system optimal way. Analytical expressions for the assignment, revenue and total delay in each alternative are derived as a function of the pricing strategy. It is found that minimum total system delay can be achieved with many different pricing strategies. This gives flexibility to operators to allocate congestion to either alternative according to their specific objective while maintaining the same minimum total system delay. Given a specific objective, the optimal pricing strategy can be determined by finding a single parameter value in the case of HOT lanes. Maximum revenue is achieved by keeping the toll facility at capacity with no queues for as long as possible. Guidelines for implementation are discussed.  相似文献

This paper examines the design and efficiency of a highway use reservation system where commuters need reservations to access a highway facility at specific times. We show that, by accommodating reservation requests to the level that the highway capacity allows, traffic congestion can be relieved. Generally, a more differentiated design of the reservation system yields a higher reduction of travel cost and thus achieves a higher efficiency. The efficiency bound of the system is established. We also show that braking or tactical waiting behaviors of drivers would cause a loss of efficiency, which thus need be proactively accommodated. Given that user heterogeneity cause further loss of efficiency, we explore how two specific types of user heterogeneity affect the system efficiency. Auction-based reservation is then proposed to mitigate the efficiency loss.  相似文献

A general dynamical system model with link-based variables is formulated to characterize the processes of achieving equilibria from a non-equilibrium state in traffic networks. Several desirable properties of the dynamical system model are established, including the equivalence between its stationary state and user equilibrium, the invariance of its evolutionary trajectories, and the uniqueness and stability of its stationary points. Moreover, it is shown that not only a link-based version of two existing day-to-day traffic dynamics models but also two existing link-based dynamical system models of traffic flow are the special cases of the proposed model. The stabilities of stationary states of these special cases are also analyzed and discussed. In addition, an extension is made to the case with elastic demand. The study is helpful for better understanding the day-to-day adjustment mechanism of traffic flows in networks.  相似文献

An efficient optimization approach, called feasible gate (FG), is developed to enhance the computation efficiency and solution quality of the previously developed highway alignment optimization (HAO) model. This approach seeks to realistically represent various user preferences and environmentally sensitive areas and consider them along with geometric design constraints in the optimization process. This is done by avoiding the generation of infeasible solutions that violate various constraints and thus focusing the search on the feasible solutions. The proposed method is simple, but improves significantly the model's computation time and solution quality. Such improvements are demonstrated with two test examples from a real road project.  相似文献

Transportation system infrastructure often experiences severe flood-related disruptions such as overtopping, erosion, and scour. The ensuing damages can result in enormous direct and indirect economic losses to the traffic network and consequently the individuals through conditions like inaccessibility to commuters and reduction in traffic safety. Many studies have claimed that a robust transportation system could significantly prevent such consequences from natural hazards such as floods, highlighting the importance of robustness measures that could be used by decision-makers to properly manage flooded transportation system. Most available measures related to network robustness assessment are qualitative, and while some recent studies have focused on such evaluation using quantitative assessment approaches related to environmental or social-economic operations, they lack the holistic view towards robustness under flood events. This study develops a composite multi-scale transportation-system robustness model considering flood hazards by synthesizing geographical damage recognition, topological functionality analysis, network operation evaluation, and traffic-user loss estimation. This integrated model has been applied in a real-world highway network, mainly revealing that a given intensive flood occurrence at different locations may result in a variety of after-flood disruptions in the transportation network. To assist the asset owners with developing more reasonable prevention and recovery plans, the developed multi-scale robustness index presents both visible multi-denominational flood consequences and an overall post-event transportation-system robustness indicator.  相似文献

Travel time, travel time reliability and monetary cost have been empirically identified as the most important criteria influencing route choice behaviour. We concentrate on travel time and travel time reliability and review two prominent user equilibrium models incorporating these two factors. We discuss some shortcomings of these models and propose alternative bi-objective user equilibrium models that overcome the shortcomings. Finally, based on the observation that both models use standard deviation of travel time within their measure of travel time reliability, we propose a general travel time reliability bi-objective user equilibrium model. We prove that this model encompasses those discussed previously and hence forms a general framework for the study of reliability related user equilibrium. We demonstrate and validate our concepts on a small three-link example.  相似文献
