Historic vehicles: an overview from a transport policy perspective

Historic vehicles (HVs) are the heritage of road transport that have surprisingly received little attention in the academic literature. This study presents an overview of the literature on HVs, focusing on the three topics that dominate the policy debate on transport: environmental, safety and congestion impacts. We observed that polluting emissions of HVs are per kilometre much higher (often a factor 5 or more) than those of moderns vehicles. The annual average mileage per vehicle per year of HVs is much lower than other vehicles. The lower active and passive safety levels of HVs are compensated by the way these vehicles are driven, resulting in the risk factors per kilometre being roughly equal or lower than other vehicles. The contribution of HVs to congestion is negligible. However, the transport policy discourse is divided on the topic of HVs. More comprehensive and effective laws and regulation are needed to protect this aspect of the heritage of road transport whilst concurrently avoiding or limiting the problems caused by them.     

Empirical analysis of short period traffic counts and their efficiency: the case of Indian traffic

Short period traffic counts (SPTCs) are conducted routinely to estimate the annual average daily traffic (AADT) at a particular site. This paper uses Indian traffic volume data to methodically and extensively study the effect of four aspects related to the design of SPTCs. These four aspects are: (i) for how long, (ii) on which days should SPTCs be carried out, (iii) how many times, and (iv) on which months should SPTCs be carried out? The analyses indicate that the best durations for conducting SPTCs are 3 days (starting with a Thursday) and 7 days, for total traffic and truck traffic, respectively. Further, these counts should be repeated twice a year keeping a separation of two months between the counts to obtain good estimates of AADT at minimal cost. An additional outcome of this study has been the determination of seasonal factor values for roads in developing economies, like India.

为了保证贮存系统的可用性,需要对其故障与否进行检测,针对该问题提出了包含定期检查和预先更换的维修策略。为了协调部件更换和备件供应,联合考虑了连续检查的（0,1）订货策略,所以联合维修策略包括维修策略和备件供应策略。基于联合策略建立了一个规划模型,在满足可用度约束条件下最小化平均总费用。基于更新过程,推导了贮存系统服从一般寿命分布的性能指标。以威布尔寿命分布为例,结果表明联合策略比独立策略更有效。

Workspace analysis to generate a collision-free torch path for a ship welding robot

We propose a method to determine the optimal initial location and to generate torch paths for a ship welding robot with 6 degrees of freedom (DOF). The optimal initial location is determined using an objective function, which is set up by combining constraints on the torch posture, manipulability, and the range of each joint angle to avoid collisions. A genetic algorithm (GA) is used to optimize the objective function because it does not require additional derivatives. After the initial location is determined, torch paths are generated by interpolating the starting point, endpoints and torch postures using inverse kinematics. Our method can be applied to automate the welding job for each block during ship building, irrespective of the shape of the robots, by changing the objective function.
