Perspectives of the Expert and Experienced on Challenges to Regional Adaptation for Sea Level Rise: Implications for Multisectoral Readiness and Boundary Spanning

This study focuses on adaptation to sea level rise (SLR) in the specific context of the Hampton Roads region of southeastern coastal Virginia. It analyzes the perspectives of stakeholders who are experts in and have experience with SLR to develop an informed understanding of the region’s ability to address SLR and its readiness to pursue adaptation using a whole-of-community approach. A survey of the expert and experienced reveals (1) what they prioritized as the top three most challenging phases of regional adaptation and (2) what issues within those priority areas were the most pressing. Our findings point to the importance of meso- and micro-level boundary spanning across organizations and the whole of the community to ensure that multiple organizations and individuals in a region can be engaged in adaptation. Finally, this work briefly discusses how boundary-spanning approaches can provide a region a pathway toward overcoming barriers to effective climate-related adaptation.     

采用CPH技术实现铁路专用通信系统中多方通信功能的研究

提出了用智能网技术实现目前铁路专用通信业务的方法,并重点研究分析了利用智能网CS-2中的CPH(呼叫方处理)能力,来实现多方通信及通信过程中的控制的模式结构和方法,并给出了用此方法实现多方通信的实例。同时根据智能网技术的特点,以这种方式实现的铁路专用通信系统可与数据网互联,便于拓展业务,前景广阔。     

第三方物流选择的双层规划模型及其求解算法

在B2C外包环境下,选择合适的第三方物流提供商对成功实施物流外包至关重要。在遵循市场规律下,引入产品的需求一价格弹性因素,在考虑电商和第三方物流市场各自利益及共同利益的基础上,建立了第三方物流提供商选择问题的双层规划模型,同时利用贪婪算法的思想设计了相应的启发式算法求解。通过算例验证了模型及算法的可行性和有效性。     

欧盟城市轨道交通装备检验检测与认证制度分析

介绍了轨道交通装备检验检测与认证的定义和功能。依据欧盟指令2008/57/EC,简述了欧洲铁路互通性技术法规体系,介绍了标准规范建立的过程。基于法规要求从互操作性部件和子系统两个方面分析了轨道交通装备的认证方法和程序。对国外第三方检测认证机构在轨道交通领域内的服务内容和运作要求进行了归纳,阐述了第三方检测与认证制度对我国轨道交通装备发展的意义。     

浅议航次租约仲裁条款并入提单的生效要件问题

承运人为保护自己利益,实践中常在提单上添加一个并入条款,写明要把航次租船合同中的仲裁条款并入进该提单,以约束提单背书转让后的非承租人的提单持有人。我国目前对于仲裁条款并入提单的生效要件问题没有明确规定,中国法院在这一问题上的实践差异也很大,中国货方在货损后也就因此常常不能得到及时救济。本文通过分析航次租约中的提单性质,明确了提单在承运人和非承租人的提单持有人之间是作为一种法律拟制的特殊合同存在;对航次租约仲裁条款并入提单的生效要件提出了意见,对于中国货方如何避免仲裁并入条款的不利影响提出了一些可行性建议,并分析了我国立法和司法机关为保护我国提单持有人的利益可采取的措施。

This article is part of a special issue that provides insight into global conservation science by analyzing a 5-year, $12.5 million global marine conservation science and policy program. In this article, we summarize the development of the program in Belize, which concentrated its effort in the southern portion of the country. The marine managed areas that developed in Belize took a variety of different forms, and involved a number of different government and private sector agencies and organizations.     

MMAS in Eastern Tropical Pacific Seascape

This article is part of a special issue that provides insight into global conservation science by analyzing a 5-year, $12.5 million global marine conservation science and policy program. In this article, we summarize the development of the program in Coiba Island in the Gulf of Chiriquí Panama, and the Galapagos islands of Ecuador, both part of the Eastern Tropical Pacific Seascape. In Panama, the history of Coiba island as a federal penal colony shaped the process and outcome of the program. In the Galapagos, the unique science history of the islands and subsequent international recognition influenced the outcomes of regional marine managed areas.
