结合国外道路安全审计研究成果和国内道路安全实际情况,阐述了道路安全审计的定义、目标、内容和理论模型.并结合中国交通的特点,探讨了在中国实施道路安全审计工作的原则、对象、阶段和步骤.结合云南省某具体路段,从交叉口的位置、布局、视距、标志、标线和安全设施等方面,指出了存在的安全隐患并提出了相应的改善措施建议和优化整治方案.

阐述高速公路交通事故救援综合实施体系的指导层、目标层、实施层这一框架结构,探讨以事故黑点预测及排查技术、救援资源布局优化技术和计算机网络技术为支撑的高速公路交通事故救援综合实施技术体系,并沿着救援体系规划、救援管理、救援实施这一纵向思维路线,系统地构建高速公路交通事故救援综合实施体系功能模块,且对各模块进行功能性设计,为我国高速公路救援体系的规划、设计、管理与实施提供参考和依据。     

长江口南槽航道疏浚工程实施效果与展望

长江口南槽航道疏浚工程2013—2015年现场实测资料表明,工程实施后南槽5.5 m航道实现了疏浚贯通,航槽稳定运行且易于维护,达到了预期的建设目标,并为南槽航道进一步开发创造了条件。同时,提出南槽航道后续开发建设应着重遵循的原则。研究成果可为长江口航道体系建设、上海市滩涂围垦和长江口综合整治等提供技术参考。

介绍铁路货运信息系统运价测算的发展过程以及现状,分析目前运价测算在信息系统中存在的问题,提出测算任务分解的设想.根据网格技术以及目前铁路货运信息系统结构的研究,论证测算任务分解的可行性,并设计出基于网格的铁路运价测算任务分解的系统结构及实现方法.     

运营地铁几种土建相关改扩建工程研究

为解决已建成运营的地铁与外部环境不协调和不能满足新的运营功能需求的问题,必要时需对运营地铁工程进行改扩建。以西安地铁已实施的几种土建相关改扩建工程（包括车站主体、车站出入口、车站风亭、车站小型附属构筑物）为例,对改扩建工程的背景、实施方案、实施效果、风险源及技术措施、运营保障措施、实施管理机制、投资及综合效益等方面进行分析和梳理。认为： 1）对地铁进行改扩建的方式是灵活多样的,应通过多角度比选出最佳改扩建方案; 2）实施前应充分论证和验算,将不利影响、实施风险、工程投资降到最低; 3）在乘客密集的公共区域施工作业,需加强运营管理,制定专项紧急保障方案,避免发生运营事故; 4）现缺少针对改扩建工程的施工及设计规范、标准,缺乏系统化的管理程序及机制,建议尽早形成地铁改扩建完善的建设程序、合理的管理机制。     

Towards safety improvement: implementation and assessment of new standards of competence for Electro-Technical Officers on ships

The paper deals with education of ship engineers as an integral part of maritime policy in global shipping. The central problem, how to reconcile technological advancement with training en route to improving safety, is defined. A complete conceptual model for solving a central question is formulated and described. At the beginning, a short analysis of technological advances and the need for training is presented. Next, the basic components of conceptual model, including implementation and assessment of new standards of competences for Electro-Technical Officers in the wake of Maritime Education and Training (MET) development are discussed. A key point of the assessment procedure is focused on the formulation of criterion defining the impact of new standards on the given processes characterizing a professional carrier development of seafarers. These processes, which mean certification process and recruitment of candidates to seafarer profession, are strongly linked with and influenced on MET development and improving the safety of shipping. Empirical application by pointing the Polish case study to the framework of conceptual model under consideration is shown and analysed. Finally, the future works as well as the concluding remarks are formulated and commented on.     

An Assessment of Integrated Coastal Management Governance and Implementation Using the DPSIR Framework: KwaZulu-Natal,South Africa

Coastal areas are under increasing pressure driven by demands for coastal space, primarily though population growth, in migration and the need for space for socioeconomic activities. The pressures and associated changes to the coastal environment need to be managed to ensure long-term sustainability. South Africa has enacted an Integrated Coastal Management Act (ICM Act) to facilitate dedicated management of its coastal environment. The implementation has been met with a number of challenges, primarily relating to financial and human capacity constraints, particularly at the local government level. Given that the ICM Act devolves powers to local government, it is imperative that implementation challenges be addressed. This paper focuses on KwaZulu-Natal, one of four South African coastal regions, which is a renowned tourist destination and home to 11.1 million people (Statistics South Africa 2015 Statistics South Africa. 2015. Mid-Year Population Estimates. Statistical release P0302. Pretoria, South Africa: Statistics South Africa. [Google Scholar]). This paper considers the state of coastal management, as well as implementation challenges being experienced at a local governance level, and highlights ways to address these. Data were acquired through questionnaire surveys and semistructured interviews. The Drivers-Pressures-State-Impact-Response (DPSIR) framework was used to identify relevant ICM issues and concerns and develop potential actions for improving the implementation of coastal management activities and the ICM Act. In the assessment of the ICM governance and implementation to date, a key concern identified was a general lack of coastal management knowledge among officials. It was specifically identified that knowledgeable management and capacity-building required championing from the provincial government in order to more efficiently and effectively implement the objectives of the ICM Act through an improved understanding of the coastal environment, its functioning and management.
