The paper explores barriers for designing and implementing policies for the transition to more environmentally sustainable urban mobility, and strategies for overcoming these barriers in three Norwegian cities. Empirical data has been collected by interviewing key informants and analysing relevant documents. The findings show that there is broad political support for placing sustainable mobility high on the political agenda. Challenges appear when policy measures are designed and implemented. Cultural, legal, political, organisational, financial and knowledge-related barriers are identified. Many similar barriers are identified in the three case cities, but differences also appear. The results indicate that the size of the cities as well as the type of policy packages implemented are important factors, impacting both the type and strength of barriers. Several strategies for overcoming barriers have been implemented in the three case cities with success. The implementation of policy packages with a combination of “push” and “pull” measures is perhaps the most important strategy. In addition, using communication strategically and allowing for trials and step-by-step introduction of policy measures are success factors. Better methods for stakeholder involvement and planning tools for bicyclists and pedestrians may increase the acceptance of policy measures and speed up the transition toward sustainable mobility. 相似文献

通用机场是综合交通基础设施网络的重要组成,阐释通用机场政策工具体系的类型与特征具有重要意义。本文构建了以政策工具为核心,以政策目标和政策执行为两翼的3*32分析框架。以2016年至2020年的40个政策文本为研究对象,剖析了政策工具的类型与特征,并对政策目标与政策工具、政策执行与政策工具展开了交叉分析。结果显示,环境型政策工具应用频率最高,供给型和需求型政策工具应用较少,政策工具结构存在明显失衡;政策工具主要服务于规范建设与运营和引导发展与创新政策目标,政策目标的均衡性不足;政策工具与政策目标的匹配度较低,政府购买、人才供给、资金支持等诸多行之有效的政策工具在具体目标中未得到充分应用。 相似文献

Although the development of national conditions and the increase in health risk factors undoubtedly pose a huge challenge to China's medical health and labour security system,these simultaneously promote the elevation and transformation of national healthcare consciousness.Given that the current disease diagnosis and treatment models hardly satisfy the growing demand for medical and health care in China,based on the theory of healthcare and basic laws of human physiological activities,and combined with the characteristics of the information society,this paper presents a panoramic and personalised intelligent healthcare mode that is aimed at improving and promoting individual health.The basic definition and conceptual model are provided,and its basic characteristics and specific connotations are elaborated in detail.Subsequently,an intelligent coordination model of daily time allocation and a dynamic optimisation model for healthcare programmes are proposed.The implementation of this mode is explicitly illustrated with a practical application case.It is expected that this study will provide new ideas for further healthcare research and development. 相似文献

Abstract Validating microscopic traffic simulation models incorporates several challenges because of the inadequacy and rareness of validation data, and the complexity of the car following and lane-changing processes. In addition, validation data were usually measured in aggregate form at the link level and not at the level of the individual vehicle. The majority of model validation attempts in the literature use average link measurements of traffic characteristics. However, validation techniques based on averages of traffic variables have several limitations including possible inconsistency between the field observed and simulation-estimated variables, and as such the resulting spatial–temporal traffic stream patterns. Due to these inconsistencies, this paper introduces a novel approach to the validation of microscopic traffic simulation models. A three-stage procedure for validating microscopic simulation models is presented. The paper describes the field measurements, experimental setup, and the simulation-based analysis of the three stages. The purpose of the first stage is to validate a benchmark simulator (NETSIM) using limited field data. The second stage examines the spatial–temporal traffic patterns extracted from the benchmark simulator versus those extracted from the simulation model to be validated (I-SIM-S). Different traffic patterns were examined accounting for various factors, such as traffic flow, link speeds, and signal timing.
