基于主线拥堵场景的快速路级联信号控制方法

城市快速路高峰时段已经呈现出常态性拥堵,对快速路主线拥堵进行疏导尤为必要.本文通过在主线和入口匝道进行三级交通检测判别,设计了多级联动的信号控制流程与实现方式,构建了不同拥堵程度下的分级响应控制策略,基于瓶颈点通行能力最大化下的实时信号控制算法及最大排队长度限制下的实时信号控制算法,建立了主线及匝道车道开关闭、汇合处信号灯控制、主线动态限速、交通信息诱导等于一体的快速路级联信号控制方法.仿真分析结果表明,在主线不同拥堵程度下采取的级联信号控制方法,可以有效提升快速路主线平均车速,并未导致匝道排队的恶化,局部路网平均延误均有明显降低.     

公路工程地方技术标准修编时序模型研究

为了提高公路工程相关技术标准编制规划过程中的针对性和实用性,通过对现有国家行业 标准的梳理与实地调研,首先运用灰色关联的TOPSIS 法对调查结果进行排序分类,得到初步修 编计划;再通过贝叶斯判别法建立预测模型,借助统计分析软件SPSS 进行分析,得到判别函数 的影响因子及其系数,构建广义的公路工程地方标准编制时序判别模型;最后,以山西省公路桥 梁现状为例,统计其近年来由超限引起的桥梁事故,并将所建模型应用于当地《桥梁承载能力设 计细则》修编计划中加以验证。计算结果表明,该项标准的修编计划为“近期”,从而验证了模 型的适用性。     

舰船姿态坐标变换及稳定补偿分析

分析了现有舰船姿态坐标变换的方法及其存在的不足.结合舰船平台罗经测量舰船姿态的原理,明确指出虽然舰船姿态变化是随机的,但是平台罗经测出的舰船姿态是按照一定顺序进行的,由地理坐标系(惯性坐标系)到舰船甲板坐标系的坐标转换必须按照航向--横摇--纵摇的顺序进行;而由舰船甲板坐标系到地理坐标系的坐标变换必须按照纵摇--横摇--航向的顺序进行,并推导建立了舰船姿态变换方程,为舰船稳定平台及舰船姿态补偿的实现提供了理论依据.该研究成果也可在航空航天、天文及控制领域推广应用.

Local Level Fisheries Management in Diani-Chale,Kenya: Current Status and Future Directions

The current regime of fisheries management and the prospects for attaining a more locally oriented, collaborative system of fisheries management in Diani-Chale, Kenya are examined. At present fisheries management in Diani-Chale is characterized by diminished government capacity for regulation, weakened local institutions, and little ability to exert control over the use of fisheries. Local level management requires the development and use of local institutions that can govern the use of fishery resources. The fish landing sites used by fishers and their associated fishing grounds were identified to be at the appropriate level for resolving fishery management issues. A more formal role for these entities, the clarification of fishing ground tenure and access rights, and support for the development and enforcement of local fishing rules can further local management. The socioeconomic condition of fishers, their fear of losing landing sites, and the continued perception of the imposition of a marine reserve pose barriers to initiatives seeking to further local level management.     

Extension of the super-elements method to the analysis of a jacket impacted by a ship

The aim of this paper is to present a simplified analytical method for estimating the crushing resistance of an oblique cylinder impacted by the stem of a striking ship. The collision angle of the vessel is arbitrary, i.e. oblique collisions are also considered in this article. The two extremities of the tube are assumed to be clamped. These developments are intended to be used for evaluating the crashworthiness of an offshore wind turbines jacket. To achieve this goal, closed-form expressions are first derived for the particular situations of a horizontal and a vertical cylinder by applying the upper-bound method. An interpolation formula is then proposed to get the resistance opposed by the tube for any inclination angle. In order to validate these theoretical developments, some comparisons are made with the results of numerical simulations. These latter are performed using the finite elements software LS-DYNA. In almost all cases, the analytical prediction of the resistance is found to be in quite good agreement with the numerical ones. Finally, another comparison is made by simulating an OSV collision with a full jacket. In this case, the theoretical model is found to be insufficient for large impact energies and points out the need of further research.
