ABSTRACT

This paper studies incentive-based subsidy to transit systems to improve performance. It derives a formula for optimal effort that equalizes marginal cost and marginal benefit and derives some principles from it among which is that the larger the value of a transit system’s performance criterion the larger the effort it will exert to improve it. Next, using a constrained cost minimization approach it derives a nonlinear cost function that includes optimal effort and estimates it using an unbalanced panel data of single mode U.S. bus transit systems. The results show that optimal effort is the equivalent of seven full-time employees (15,243 labor hours) per year and in real terms it results in 0.6% cost saving (US$198,331) and US$836,796 in incentive subsidy per observation. The implications of these findings are examined.  相似文献

A vehicle approaching a toll plaza observes the queues at each of the available toll-lanes before choosing which to join. This choice process, the arrival process of vehicles and the service characteristics of the toll-booths, affect the queues and delay the drivers. In this paper, queueing at a toll plaza is modelled as a multiple-queue queueing system where the arrival process to a queue (toll-lane) is dependent on the state of all the queues. In the past, such systems have been modelled mathematically only for two queues and are not applicable for toll plazas with three or more toll-lanes. The proposed model determines the steady-state probability density function (pdf) for the queues at large toll plazas. This study is used to determine the number of toll-lanes or the length of the upstream queueing area required to achieve certain user-specified levels-of-service. Expected delay and maximum queue length are used as level-of-service measures. Indicative design charts are also provided.  相似文献

Recent studies to evaluate the quality of transit service are generating a good amount of renewed interest in an old idea, the passenger's perspective; this new interest stems from recognizing that transit service quality should be characterised, measured, and managed by parameters capturing both passenger and transit operator perspectives. However, although the selected parameters are user‐oriented in their input, the output may not be as user‐oriented as considered, and the number or the percentage of passengers is often neglected. As a result, the findings are often misleading because the perspectives of transit operators dominate. Therefore, academics and practitioners must rethink their strategies of quality analysis of public transportation by stressing more on the role of passengers. These challenges are addressed in this paper with a practical, simple, and holistic framework, for Transit Quality (TRANSQUAL). This framework provides for the involvement of all stakeholders in the characterisation, measurement, and management of the stages of quality monitoring, which is jointly analyzed at different planning levels. In the characterization stage, the framework supports the selection of parameters to be monitored. The measurement stage sets and measures four quality areas in terms of percentage of passengers who expect a predefined level of service, for whom the service is designed, who receive the planned service, and who perceive the service as delivered. The management stage computes the differences between these percentages, points out criticalities, and recommends corrective actions. These stages are investigated in‐depth, integrated, and discussed in a real‐life case study. Copyright © 2016 John Wiley & Sons, Ltd.  相似文献

Systematic lane changes can seriously deteriorate traffic safety and efficiency inside lane-drop, merge, and other bottleneck areas. In our previous studies (Jin, 2010a, Jin, 2010b), a phenomenological model of lane-changing traffic flow was proposed, calibrated, and analyzed based on a new concept of lane-changing intensity. In this study, we further consider weaving and non-weaving vehicles as two commodities and develop a multi-commodity, behavioral Lighthill–Whitham–Richards (LWR) model of lane-changing traffic flow. Based on a macroscopic model of lane-changing behaviors, we derive a fundamental diagram with parameters determined by car-following and lane-changing characteristics as well as road geometry and traffic composition. We further calibrate and validate fundamental diagrams corresponding to a triangular car-following fundamental diagram with NGSIM data. We introduce an entropy condition for the multi-commodity LWR model and solve the Riemann problem inside a homogeneous lane-changing area. From the Riemann solutions, we derive a flux function in terms of traffic demand and supply. Then we apply the model to study lane-changing traffic dynamics inside a lane-drop area and show that the smoothing effect of HOV lanes is consistent with observations in existing studies. The new theory of lane-changing traffic flow can be readily incorporated into Cell Transmission Model, and this study could lead to better strategies for mitigating bottleneck effects of lane-changing traffic flow.  相似文献
