Thoughts on Adaptability of Railway Hump Design on Heavy Duty Development of Freight Cars LI Rong-hua, ZHANG Hong-liang （Track, Station and Hub Design Department, The Third Railway Survey and Design Institute Group Corporation, Tianjin 300142, China）Abstract： Based on analyzing the development status of hump shunting yard under heavy duty development of Chinese railway freight cars and the problems existing in existing hump design, this paper puts forward suggestions on modifying the regulations of railway hump and shunting yard design on the aspects of selection of design climate condition, selection of calculated car type and the optimization of railway hump flat section and longitudinal profile, all of these provide reference for adaptability of railway hump design on uncoupling and rolling away of heavy-duty freight cars. 大尺度精密高效测量专利技术现状及其发展趋势分析

以国家知识产权局专利数据库检索并筛选的有关大尺度精密高效测量技术专利文摘为分析数据,分别进行了各领域申请量、专利类型、各国家或地区在我国专利申请状况、职务与非职务专利申请量、专利内容、长度测量专利技术总体发展趋势分析.在此基础上,阐述了我国测量技术发展现状、面临的紧迫形势以及发展趋势,并提出了一些建议.

China announced recently new measures for the Yangtze River economic belt
A State Council guideline released recently seeks to enhance the traffic capacity of the river and its tributaries. An integrated lransport system will connect roads, railways and air routes by 2020. The Yangtze River Delta is a key pole in China＇s economic growth and the central and western regions boast the largest space for China＇s economic growth.     

ABSTRACT

The initiatives of AHELO （Assessment of Higher Education Learning Outcomes）, FQT （Fostering Quality Teaching in HEIs） and U-Multirank （Multidimensional Global University Ranking） promoted by OECD （Organization for Economic Co-operation and Development） and EU in recent years provide all-around assessment for the higher education quality at the levels of student, faculty and institution, which reflect the latest philosophy, criteria and methodology of the global higher educational reform and quality assurance. Appropriately participating in due course will facilitate the quality-improvement-oriented development of higher education in China. Based on the study of substantial content and latest development of AHELO, FQT and U-Multirank, this paper gives pros and cons of these initiatives, and offers proposals for participation.

The China Shipping Prosperity Index （CSPI） for the third quarter has climbed 15 points from the second quarter to 101.7 points, back to positive territory, which is above 100 points, according to the latest report form Shanghai International Shipping Institute （SISI）. This is the first time since the third quarter of 2011 that the CSPI returned to above the critical level. In the past two years, withering trade and overcapacity pushed the Chinese shipping industry down to a historical bottom. In the third quarter of 2012, when the CSPI fell to only 78 points, about 60 per cent of carriers in China suffered severe loss. Since the second quarter of this year, the Chinese government＇s policies to secure growth have taken effect and spurred an obvious growth in the country＇s investments and exports, which brought hope to the shipping market. The Baltic Dry Index has risen to over 2,100 points by far, a sharp increase of 180 per cent from the beginning of this year. The index surged nearly 80 per cent in September. The container shipping industry also shares the general improvement of the market. Since July, there have been several attempts to introduce rate increase. The spot rate from Shanghai to Europe was once more than doubled. Part of the carriers might be able to reverse their loss in the third quarter. However, the recovery might not be sustainable, as China is very likely to be able to meet the GDP target of 7.5 per cent growth and there will not be further policies to boost domestic economy. Meanwhile, the rebound of rates has stimulated deployment of new tonnage. Statistics show, capacity on Asia-Europe lane grew about three per cent in September but demand is not stable. The supply-demand imbalance caused a decrease of over US$100 per TEU in the container shipping rates in the last week of September.SISl＇s report estimated that the CSPI in the fourth quarter will be 99.56 points, falling again below the critical level.
