This paper describes an approach developed to identify common elements of city performance that have transferability potential across a number of cities. The findings provide a wealth of information sourced from 200 measures in 19 European cities. A transferability framework is proposed, that uses ideas from traditional top-down approaches using city clustering to infer the transferability of measures, as well as elements of a bottom-up approach, based on the concept of “measure enabling context”. Systems' thinking diagramming was used to depict relationships between measures, drivers and barriers, portraying the feedbacks at work and the cause-effect relationships, to establish appealing preconditions for transferability. 相似文献

Abstract Winning a court case against a federal agency may seem to be the sweetest success for an environmental group, but losing litigation is not total failure. In the case of Ogunquit Village Corporation et al., vs. R. M. Davis the plaintiff lost the legal skirmish against the Soil Conservation Service, but in doing so significantly aided the struggle within the agency to implement more environmentally sensitive planning and engineering procedures. This paper describes the court case in terms of the Soil Conservation Service's procedural and policy responses including the agency's modus operandi and the internal paths/pitfalls involved with the implementation of visual resource management. The author also speculates as to the visual resource understanding of the evidence presented by the plaintiff and a possible but unstated visual basis for the original complaint. 相似文献

In order to solve the safety operation problems of High-speed rail (HSR) in different areas and different sections under the rainstorm condition, an early warning process for the rainstorm disaster is designed. Furthermore, in order to control the operation risk, a HSR operation program with different rainstorm degrees is given out based on the analysis of rainstorm warning mechanism and rainstorm warning threshold in this paper. In addition, considering the reality that natural conditions vary greatly and the rainfall is very uneven, a data perception model of rainstorm (DPM) is proposed with correction coefficients for solving the calculation problem of precipitation for rainstorm warning. The DPM mainly adopts Paulhus’s empirical equation and uses the linear function to improve it for calculating the precipitation, which is able to calculate the hourly precipitation in different regional environments, and also effectively evaluate the rainstorm warning level of high-speed rail in this period. It can calculate and monitor the process by big data and MATLAB. The result of case analysis shows that the DPM has good practical value for solving the safety operation problem of HSR in different areas under rainstorm environment. 相似文献

This paper is an exploration of strategies used by households to ensure safe journeys for household members. It has been long been argued that women's travel demand is suppressed. There is no doubt that this is an important issue simply on the grounds that women make up one half of the population but it is also timely and pertinent for policy makers and practitioners as legislation at national and international level asserts and legitimates rights to access, safety and security as demonstrated in the European Union's assertion in the 2007 Green Paper that “Every EU citizen should be able to live and move in urban areas with safety and security”. An understanding of social networks, reciprocity and exchange within and between households is integral to our understanding of travel demand. This paper, through an exploration of micro-social practices, identifies competencies and strategies, such as skills of transaction negotiation, scheduling among household members and across households, escorting, social synchronisation and cost sharing in women's travel, which add to our theoretical understanding of household coping strategies and practices to overcome exclusion. This paper brings together contemporary and historical evidence on the strategies and competencies used by women and in households to ensure safe travel for household members. There is a paucity of data on networked practices and resources which impacts on the efficacy of social policy and societal aspirations for sustainability and inclusion. 相似文献
