Abstract

Numerous research studies have elicited willingness‐to‐pay values for transport‐related noise. However, in many industrialized countries including the UK, noise costs and benefits are still not incorporated into appraisals for most transport projects and policy changes. This paper describes the actions recently taken in the UK to address this issue, comprising: primary research based on the city of Birmingham; an international review of willingness‐to‐pay evidence; the development of values using benefit transfers over time and locations; and integration with appraisal methods. Amongst the main findings are: that the willingness‐to‐pay estimates derived for the UK are broadly comparable with those used in appraisal elsewhere in Europe; that there is a case for a lower threshold at 45 dB(A)Leq,18h rather than the more conventional 55 dB(A); and that values per dB(A) increase with the noise level above this threshold. There are significant issues over the valuation of rail versus road noise, the neglect of non‐residential noise and the valuation of high noise levels in different countries. Conclusions are drawn regarding the feasibility of noise valuation based on benefit transfers in the UK and elsewhere, and future research needs in this field are discussed.  相似文献

A contract establishes a mutual relationship between an authority and an operator. From the point of view of the authority, it is a tactical level mechanism to achieve the strategic objectives of government. Management of contractors translate the requirements of contracts into operational practices to guide the day-to-day work of staff for the delivery of services. Much can go wrong with contracts for the provision of public transport services. Workshop participants identified and ranked 25 potential risk factors. The five most important factors, which relate to objectives, tender assessment, allocation of risks, financial viability and dispute management, were examined drawing on the 11 papers presented to the workshop. Matters that work, that do not and would make the most difference to the success of contracts were identified.  相似文献

Fishing communities, the Government of Thailand Department of Fisheries, local nongovermnental organizations, universities, the Food and Agriculture Organization of the United Nations (FAO), and FAO's Bay of Bengal Program have undertaken a partnership in management of Phang-nga Bay's coastal resources. It is the first project of its kind in Thailand, and although still in the early stages, offers insights that may contribute to our knowledge of how we can improve our management of coastal resources, including the importance of (1) building relationships within the governance process; (2) combining education, enforcement, and economic incentives to achieve compliance; (3) implementing solutions early; and (4) government support of community-based decisions. These insights reinforce trends emerging in other coastal management projects in the Asian region.  相似文献

Public–private partnerships (PPPs) play an important role in bringing private sector competition to public monopolies in infrastructure development and service provision and in merging the resources of both public and private sectors to better serve the public needs. However, in worldwide practices, there are mixed results, substantial controversy, criticism and conflict over PPPs. This paper proposes a systematic framework for the delivery of public works and services through PPPs in general. Justified by public procurement principles, aimed at a public–private win–win solution, and based on worldwide best industrial practices and lessons from unsuccessful projects, this framework integrates the four broadly divided stages that repeat over time: (1) design of a workable concession, (2) competitive concessionaire selection, (3) financial regulation, and (4) periodic reconcession and rebidding. The four-stage framework takes into account the requirements of public services, realignment of responsibility and reward among multiple participants in PPPs, the monopolistic rights of the concessionaire, and the wide range of risks and uncertainties in the long concession period. Varying competition elements are incorporated in each of the four stages for continuous performance improvement in the delivery of public works and services. The design of the right concession forms the base on which other stages are implemented in addition to planning the project and allocating risks for enhanced efficiency. The financial regulation allows the government to address changing conditions and to regulate the concession for efficient operation with due discretion, whereas the competitive concessionaire selection and periodic reconcession and rebidding play critical roles in achieving innovation, efficiency and cost effectiveness through direct competition rather than government discretionary intervention.  相似文献

评析了国际海事劳工组织(ILO)通过的新的《海事劳工公约》、产生的背景、公约的构架与主要内容,探讨了公约的主要特点,公约将带来的影响和变化,以及公约生效后政府主管机关、船公司、海员以及有关航海院校、研究机构应采取哪些履约措施。指出各方面应重视公约的出台,并积极采取相应的行动,以满足即将生效的公约的要求,从而保障海员的基本权利,使海员在船工作更舒适、更安全、更“体面”。  相似文献
