Despite the current interest in using fuel taxes as an instrument for climate policy, there has been little study of current automotive fuel tax regimes. We expand on two earlier cross-sectional studies on why fuel taxes differ across countries by using OECD panel data and employing heterogeneous panel cointegration and long-run panel Granger-causality techniques. We confirm some of those earlier studies’ conclusions. Further, we find that governments that rely on consumption-based taxes for revenues will have higher gasoline tax rates (than governments that rely on income and wealth/property-based taxes). But more significantly, we determine that higher gasoline demand among consumers “causes” democratic governments to set lower gasoline taxes—a finding with important implications for today’s climate/energy policy debate. 相似文献

One of the main causes of mortality worldwide is air pollution. To tackle this problem, local, regional and national governments have implemented policies to reduce emissions from industrial and on-road sources. However, when these policies are being designed, shipping emissions are often overlooked. There has been a drastic increase in the demand for cruises and its economic relevance is also growing in port-cities. Barcelona is Europe’s leading cruise port, and it is located near the centre of the city. In this context, this paper analyses the impact of cruise ships in the air quality of the entire city of Barcelona using a dataset with information about pollutants and the number of cruises arriving to the port. We show that there is a direct impact between cruises staying at the port and city pollution. Additionally, the size and age of the cruise also affect air quality. The larger (or newer) the cruise is, the higher the emission generated. Moreover, our simulations show that the whole city is affected by these emissions. 相似文献

Since 2006, Beijing lowered its public transit fares as a way to improve air quality. However, Beijing increased public transportation fare prices from December 28, 2014, and commuters pay for the distance they traveled rather than a flat fare. This paper explores the effect of Beijing public transit fares increase on air quality. We collect daily data of air pollution and weather variables and use synthetic control method of Abadie and Gardeazabal (2003) to select control units. We then estimate a difference-in-differences model and assess the effect of the policy on air quality index (AQI). We find a 16.28% increase in air pollution in short run. A novel flywheel energy storage(FES) motor/generator(M/G) was proposed for marine systems.The purpose was to improve the power quality of a marine power system(MPS) and strengthen the energy recycle.Two structures including the magnetic or non-magnetic inner-rotor were contrasted in the magnetostatic field by using finite element analysis(FEA).By optimally designing the size parameters,the average speed of FEA results of was 17 200 r/m,and the current was controlled between 62 and 68 A in the transient field.The electrical machine electromagnetism design was further optimized by the FEA in the temperature field,to find the local overheating point under the normal operation condition and provide guidance for the cooling system.Finally,it can be concluded from the comprehensive physical field analysis that the novel redundant structure M/G can improve the efficiency of the M/G and maintain the stability of the MPS. 相似文献

向量式有限元法是基于向量式力学和数值计算的一种创新性的结构行为分析方法。文章采用三种弹簧模型模拟海床,将向量式有限元法用于钢悬链线立管触地段与海床土体相互作用研究中,编制相应Matlab求解程序,计算了端部施加一定位移下立管的位形和弯曲应力,并与他人基于有限差分法及ABAQUS的模拟结果进行对比,同时运用该方法分析了弹簧模型、土体刚度、土体吸力系数等参数对立管触地段变形和弯曲应力的影响。结果表明向量式有限元法在模拟静态端部位移加载下的管-土相互作用是准确和可行的,能够直接求解变形和内力,具有相对简洁性,此方法是对立管力学行为的模拟,符合实际运动变形过程。为模拟管-土相互作用提供了新方法,同时为进一步研究实际循环载荷下管-土相互作用奠定了基础。 相似文献
