Welfare effects of congestion pricing in Singapore

This paper examines the Singapore Area License Scheme. Changes in scheduling and choices of transportation mode by commuters are discussed. Although the toll is shown to reduce travel times for many commuters, many commuters are shown to incur scheduling costs as a result of the toll. Using estimated parameters of an indirect utility function, welfare functions are computed to compare welfare levels prior to, and just after, the toll was put into place. The evidence suggests that the toll may have reduced welfare.

美国加州国土委员会对来自北美西海岸并挂靠加州港口的船舶实施压载水管理的新规定于2006年3月22日生效。通过对新规定的深入探讨,结合加州国土委员会检查官对船舶压载水管理现场检查的重点,强调船长/船舶压载水管理负责人对此新规定的学习、理解、执行和满足的必要性;同时,提醒预抵达美国加州的船舶,在压载水管理方面必须建立严格的记录,熟悉新规定的相关要求。     

城市交叉口的闯红灯违规分析研究

闯红灯冲突比起交叉路口所有冲突占有比较高的伤害百比率。通过对西安部分城市交叉路口机动车辆违规行为的调查分析，对设置有全红灯间隔、没有设置全红灯间隔以及是否安装闯红灯自动检测系统的交叉口进行了比较研究，分析了闯红灯违规的特点，研究分析表明在信号灯相位及其间隔设置合理的前提下，实施安装自动闯红灯监测系统可以明显减少闯红灯行为的发生，闯红灯自动检测系统机动车驾驶员的行为规范得到改善。还给出了黄灯信号期通过交叉口车辆的微观仿真建模及其实验结果，初步探讨了减少闯红灯违规的有效措施。     

An assessment of the political acceptability of congestion pricing

There is renewed interest in implementing congestion pricing in metropolitan areas throughout the US. This paper reviews changes in the transportation policy environment that have led to this renewed interest and identifies the major interest groups that support congestion pricing. A case study is used to demonstrate that significant barriers to congestion pricing implementation continue to exist. The paper concludes with some suggestions for developing politically acceptable pricing alternatives.

杭甬运河集装箱港口布局方案研究

运用层次分析法对杭甬运河集装箱港口布局进行规划研究,通过对港口腹地经济环境、集疏运网络、港口资源、港口服务管理水平、港口地理位置和投资等因素的权重分析,得到了以杭州港区为杭甬运河的主枢纽港,宁波海河联运港区和绍兴港区为重要港口,萧山港区、柯桥港区、上虞港区和余姚港区为一般港口的布局方案,其中主枢纽港和重要港口应以建设集装箱专用码头为主,其余应建设多用途码头。其结果对杭甬运河集装箱运输的发展具有重要的参考意义。     

浅析0116号台风"百合"路径异常的原因

分析了0l16号台风期间的天气形势，认为500hPa环境流场的急剧调整导致引导气流不稳定，以及双台风的相互作用是该台风路径异常的原因。对船舶驾驶员学习使用高空天气图分析和预测台风路径有一定的指导作用。     

基于道路标线的交通事故现场摄影测量研究

论述了基于普通相机的交通事故现场测量技术基本理论,提出了一种利用道路标线作为标定参考物的新的标定方法,在小波多尺度边缘检测基础上,利用Harris角点提取对图像进行分析处理,对影响摄影测量精度的有关参数进行了简要描述,对一个实际事故现场的部分数据进行了分析,验证了设计的算法。
