This article provides results on the net benefits generated from the natural resources in the Bohol Marine Triangle (BMT) in the Philippines. The BMT spans over 112,000 ha and its coastal ecosystems are rich in biodiversity and provide economic opportunities to the coastal communities. With a 10% discount rate, the accumulated total net benefits for the BMT resources over a 10-year period is US$11.54 million. Tourism and the municipal fisheries are the most important direct use values of the coastal and marine resources of the BMT accounting for 44% and 39% of the total net benefits. Annual revenues attributed to ecosystems were as follows: coral reefs, US$1.26 million; beach/intertidal area, US$1.12 million; marine waters, US$646,501; mangrove, US$239,561; and seagrass, US$105,990. The large market values indicate the dependence of the local community on the BMT coastal and marine resources. In the same way, non-market values show the important life-support functions of coastal and marine ecosystems. The net benefits reflect the magnitude of potential losses due to improper management of coastal and marine resources in the BMT. This valuation highlights the importance of the coastal services to the BMT economy and draws attention to the benefits the local stakeholders derive from BMT coastal resources. Policy measures can now take into account these values to justify a sufficient investment in coastal management efforts to sustain the flow of coastal services in the interest of current and future generations. 相似文献

Despite an effort by Congress to design a market-based public policy to limit development on certain coastal barriers and protect the federal treasury from paying for recovery from expensive natural disasters, growth continued on these shifting sands. In enacting the Coastal Barrier Resources Act, federal policymakers may have overlooked the key role of state and local governments, as well as the role of local developers, landowners, and realtors in shaping development on coastal barriers. By itself, the act will not prevent development. In fact, it appears that development in areas designated under the act will occur if (1) development pressure is strong enough to overcome the disincentives posed by the act, and (2) state and local governments facilitate development. For example, a local government may substitute its own subsidies for those withdrawn by the federal government. Nothing in the act prevents this from occurring. This article examines the key forces affecting development in areas designated under the Coastal Barrier Resources Act (CBRA) and seeks to explain why development has occurred in some designated areas, despite the withdrawal of federal subsidies. Using case studies of selected coastal barriers designated by the act, as well as surveys of state coastal managers and key informants, the research shows that the Coastal Barrier Resources Act, by itself, will not prevent development from occurring in the designated coastal areas. 相似文献

In recognition of the 40th anniversary of the Coastal Zone Management Act and acknowledgment of the dedication of the program's practitioners, it is important to note that the successful implementation of the Nation's primary coastal law has depended, and will continue to depend, on its legitimacy and institutionalization in the political culture of the country. Today, the national coastal management program, while underfunded and, in recent years, subject to wavering political support, has nevertheless reached a certain level of stability to safeguard the country's coastal resources. Geographical Information Systems (GIS) are important took for environmental monitoring and management. However, their limitations in dealing with complex, dynamic, and mission‐critical situations call for alternative approaches. Integrating GIS with dynamic simulation models offers one such solution. Numerical models that simulate physical, chemical, and biological processes greatly increase our understanding of the environment. Many of these models use refined forecast information to accurately predict processes that help in monitoring and managing the environment. Integrating these models with GIS offers new functionalities. The present research couples the MIKE21 comprehensive modeling system for two‐dimensional free surface flows with the spatial analysis strengths of the ArcView GIS. The southern coastal water system of Singapore serves as the study area. Anecdotal evidence indicates that commercial and recreational water-dependent uses have been under development pressure in recent years, and in some cases have been converted to other uses. The conversion of water-dependent uses, which range from commercial shipyards to recreational marinas, may have many public costs, including the loss of access to public trust waters, the loss of jobs and associated economic activity, and the loss of traditional working waterfronts. This two-part study investigated the role of five coastal management programs in the northeastern United States in managing, monitoring, and protecting water-dependent uses. First, coastal managers in Massachusetts, Rhode Island, Connecticut, New York and New Jersey were interviewed to assess the conversion problem. Second, in collaboration with New York City-based Regional Plan Association, follow-up interviews were conducted with coastal managers and local planners in Connecticut, New York, and New Jersey to gain greater insight into the role of coastal management programs and local governments in managing and promoting water-dependent uses. This article presents select findings from this study and discusses recommendations for improving the capacity of coastal management programs and local governments to manage water-dependent uses for the benefit of the public. 相似文献

A hybrid approach for eutrophication assessment in estuarine and coastal ecosystems is presented. The ASSETS screening model (http://www.eutro.org) classifies eutrophication status into five classes: High (better), Good, Moderate, Poor and Bad (worse). This model was applied to a dataset from a shallow coastal barrier island system in southwest Europe (Ria Formosa), with a resulting score of Good. A detailed dynamic model was developed for this ecosystem, and the outputs were used to drive the screening model. Four scenarios were run on the research model: pristine, standard (simulates present loading), half and double the current nutrient loading. The Ria Formosa has a short water residence time and eutrophication symptoms are not apparent in the water column. However, benthic symptoms are expressed as excessive macroalgal growth and strong dissolved oxygen fluctuations in the tide pools. The standard simulation results showed an ASSETS grade identical to the field data application. The application of the screening model to the other scenario outputs showed the responsiveness of ASSETS to changes in pressure, state and response, scoring a grade of High under pristine conditions, Good for half the standard scenario and Moderate for double the present loadings. The use of this hybrid approach allows managers to test the outcome of measures against a set of well-defined metrics for the evaluation of state. It additionally provides a way of testing and improving the pressure component of ASSETS. Sensitivity analysis revealed that sub-sampling the output of the research model at a monthly scale, typical for the acquisition of field data, may significantly affect the outcome of the screening model, by overlooking extreme events such as occasional night-time anoxia in tide pools. 相似文献

The concepts of intermodal logistics and distribution networks have made integration of the inland freight distribution system essential for an efficient container seaport system. Inland components, such as dry ports, which exist within the seaport system, have become important in shaping the performance and competitive strategies of container seaports. Owing to the importance of interdependence between dry ports and container seaports, this paper aims to investigate the impact of dry port operations on container seaport competitiveness. It conducted an empirical study in Malaysia through 120 online surveys to key stakeholders of dry ports, including freight forwarders, shippers, seaports, rail operator, shipping lines, and haulers. The data collected were analysed using exploratory factor analysis (EFA). The results from EFA show that Malaysian dry port operations have impacts on seaport competitiveness. These include enhancing seaport performance, increasing service variations for seaports, improving seaport-hinterland proximity, increasing seaport trade volume, and enhancing seaport capacity. 相似文献
