政府在发展职业教育中的作用初探

职业教育的功能和作用,决定了发展职业教育是政府的职责。政府是职业教育发展规划的主要制定者和实施者,在发展职业教育中可以发挥规划的导向、调节和指导作用;政府是职业教育及其相关法规的制定者和执行者,在发展职业教育中可以发挥法律的引导、保障和促进作用。     

上市公司绩效与董事会治理特征的实证研究

介绍了近年来国内外关于董事会治理特征的相关研究成果;采用定性的方法从理论上说明上市公司绩效与董事会治理特征之间的关系;然后采用定量的方法,将董事会治理特征量化为4个指标,收集最近3年上市公司的统计数据,利用统计软件对其进行分析处理;最后,提出合理的假设,建立多元线性回归模型,并利用采集的数据样本对假设和模型进行了实证检验.     

Influence of local government on port investment: implications of China’s decentralized port governance system

ABSTRACT

The pursuit of better performance by the local government can influence the investment decision-making related to port expansion. This paper compares the ceilings at which the port enterprise and the local government would stop making investments. To achieve this, the benefits to the port enterprise and the local government are measured over a given time period. An empirical study investigating how a port would respond if a rival port uses a type of capacity investment strategy is conducted for two major ports in Liaoning. The time at which the local government and the port enterprise would stop making investments and the final equilibrium are developed using the data from 2010. From the empirical results, it was found that investment in port capacity contributes greatly to the local government’s performance. Meanwhile, different investment ceilings are discovered for the port enterprise and the local government. This research is meaningful for discussing the institutional relationship between the local government and the port enterprise in China’s current decentralized port governance system.

The U.S. national marine sanctuary program: An analysis of the program's implementation and current issues

Abstract

The U.S. National Marine Sanctuary Program was established in 1972 by Title III of the Marine Protection, Research, and Sanctuaries Act (16 U.S.C. §1431 et seq.). In this article, we discuss the development of the sanctuary concept, and the original intent of Congress, and analyze how it was applied by the sanctuary program. Differences in interpretation of the program's purpose are examined, including discussion of the multiple‐use management concept, an important but controversial management technique used in the sanctuaries. The continuing efforts by Congress and the National Oceanic and Atmospheric Administration to clarify the program's purpose are investigated. The program's administrative history is explained and the current sanctuaries and active candidates are briefly described. In light of the 1988 reauthorization of the Marine Sanctuary Act, the current issues facing the program are analyzed. Finally, we draw conclusions and make recommendations for the program's future.     

论舆论监督法治建设的价值维度

探讨舆论监督法治建设的价值维度其实就是探讨建设舆论监督法治所追求的社会目的,就是对舆论监督法创制和实施的宗旨的分析。该价值维度是多元性的,即凡是可以借助于舆论监督法上的权利、义务来加以保护和促进的美好事物,都可以被纳入该价值体系,因而很难用简单枚举的方式把各种价值一一列举。本文以下所要探讨的民主、正义、秩序、效率都是最重要的价值,但也并非价值的全部。     

土地相关政策研究对盘活既有铁路用地重要性的思考

为加大对既有铁路用地的盘活力度,铁路土地综合开发部门应首先做好对国家、各省市出台的土地相关政策和措施的深入研究,不断提高土地开发质量和效益。深入解读近期出台的2个相关文件,对成都东站货场改造开发案例进行分析,并总结该项目的最终成果。通过案例分析与总结,为其他铁路局土地综合开发提供参考。     

纽约地铁财务困境及对中国轨道交通可持续发展的启示

基于纽约地铁现状及发展情况,总结其面临的主要问题,厘清纽约地铁资金筹措、设施设备更新及运输服务质量间的内在关系,明确巨额资金筹措为纽约地铁陷入困境的关键原因.针对纽约地铁财务困境,基于政府补贴及运营经济性两大维度,从发展初期定位错误、两级政府权责划分不明、日常运营收益滞涨、溢价回收不足等4个方面对其面临的困境原因进行解析.提出中国轨道交通在发展过程中应吸取纽约地铁的教训,着力实现"政府补贴+多元开发"双轮驱动正外部性内部化,明确划分参与各方责任,探索构建基于"税收+开发"的多元溢价回收模式,以实现高质量和可持续发展.     

轨道交通PPP模式中政府的角色定位

城市轨道交通具有项目投资额巨大、建设周期长、政府财政负担重、运营管理复杂等特点,如何改善城市轨道交通投融资环境,减少投资风险,已经成为相关政府部门和企业单位关注的课题。PPP项目融资模式能吸引大量的私有资本,分担一定时期内项目的建设和运营风险,改善了投融资环境,其中政府对PPP模式的成败起关键作用。从政府作为合作者、监督者、管理者等方面对政府在PPP模式中的定位做深入的探讨,对我国城市轨道交通建设具有一定的指导意义。     

Regional fishery management councils and the display of scientific authority

Abstract

Natural resource management entities such as the Regional Fishery Management Councils established by the Magnuson Fishery Conservation and Management Act of 1976 depend heavily on science to inform policymakers and to legitimate the policy process. This paper discusses the importance of fishery science to the council system, contrasts the functions of Scientific and Statistical Committees (SSCs) serving the Pacific Fishery Management Council and the New England Fishery Management Council, and remarks on the implications of differences in the display of scientific authority by these SSCs.
