Sanders中长圆柱壳理论及其在海洋工程中的应用(英文)

The cylindrical shell is one of the main structural parts in ocean engineering structures.These cylinders are mostly of medium length,which means that the radius of the cross section is significantly smaller than the length of the cylindrical shell.From the viewpoint of the shell theory,they belong to the mid-long cylindrical shell category.To solve mechanical problems on this kind of structure,especially a cracked cylindrical shell,analysis based on shell theory is necessary.At present the generally used solving system for the mid-long cylindrical shell is too complicated,difficult to solve,and inapplicable to engineering.This paper introduced the Sanders’ mid-long cylindrical shell theory which reduces the difficulty of the solution process,and will be suitable for solving problems with complicated boundary conditions.On this basis,the engineering applications of this theory were discussed in conjunction with the problem of a mid-long cylindrical shell having a circumferential crack.The solution process is simple,and the closed form solution can usually be found.In practical engineering applications,it gives satisfactory precision.     

海洋内波可见光光学反射特性研究

照片尺寸为20mm＊30mm;最好不用红色背景建立海面光学成像理论模型研究海洋内波是国内外有关研究机构的热点之一。文章初步讨论了太阳耀斑在光学卫星上的影响,结合海面光学可见光反射率模型,基于Cox-Munk模型计算了海面的辐亮度,并研究了海面风速、海面油膜对海面太阳辐亮度影响,并分析比较了它们的计算结果。     

化学武器在海洋环境中的性能研究

化学武器一旦在海战场上使用,将会对水面舰艇构成巨大威胁,化学武器的杀伤特点与海洋环境密切相关,为减轻化学武器威胁,有必要了解化学武器在海洋环境中的性能特点。通过数学模型研究化学武器在海洋环境中的性能,研究结果表明,随着风速的增大,化学武器在短时间内的杀伤作用增强,杀伤作用持续时间缩短,舰船如能在化学武器袭击后,远离爆炸中心,可减轻化学武器造成的伤害。化学武器在海洋中的瞬时杀伤作用不及陆地,但其杀伤作用持续时间更长一些。

新型海洋救助船主要尺度选择、线型设计及研究

根据海洋救助船执行海上救生的特殊使命与要求,研究分析了系列海洋救助船的主尺度要素、线型设计特点,阐明了该类船所具有的船型特点,提供了此类船型的主要尺度及有关参数范围,可供今后设计同类船型时参考。同时通过对该类船不同艏部形状、不同艉部推进形式及有无减摇鳍的模型试验结果的分析比较,指出了用以最大限度改善海洋救助船航行性能的途径和依据。

Development of a Human Use Objectives Framework for Integrated Management of the Eastern Scotian Shelf

Under the 1997 Oceans Act, Fisheries and Oceans Canada (DFO) is required to lead and facilitate the development of integrated management plans for Canada's oceans. One of the integrated management projects is the Eastern Scotian Shelf Integrated Management Initiative (ESSIM), through which DFO is working with a range of stakeholders to develop and implement an integrated ocean management plan for the eastern Scotian Shelf. As part of this Initiative, DFO has undertaken a program to develop a set of objectives and related indicators for ocean management. This includes the development of a framework, objectives, and indicators for human use of the resource including the social, economic, and institutional (governance) components of ocean management, areas that have received little attention internationally. This article provides some background to ESSIM and human uses of the resources of the eastern Scotian Shelf; briefly reviews objectives-based management and human use objectives internationally; outlines the process undertaken to develop the Human Use Objectives Framework; presents the resultant objectives and indicators that were developed; and highlights some of the lessons learned and challenges for their implementation.

Abstract

Under the Magnuson Fishery Conservation and Management Act of 1976, the federal government cooperates with states, the fishing industry, and public constituencies to regulate fisheries. This paper notes changes in U.S. fisheries over the last decade, remarks on the effectiveness of the Act, and makes suggestions for an improved fishery management process.
