In principle, public rights of access to “outfield” along the Norwegian shoreline are protected by law. A case study from the village of Saltnes indicates that it is difficult for people to stay or walk along a populated shoreline area without feeling that they are violating privacy norms. Such “mental” barriers and subjective perceptions are not formally addressed in Norwegian regulations concerning legal rights of public access, but appear to affect the extent of recreational use. Interviews with property owners and visitors in Saltnes indicated that two key elements help to improve the situation. First, physical markers demarcating public land (“outfield”) and private land (“infield”) such as vegetation, small fences, signs, boulder walls, paths, and so on seem to reduce discomfort both for visitors and residents. Second, property owners and visitors value polite behavior highly, and communication between different groups of interests seems to clarify the challenging public/private divide. A main impression was that people find present rules and regulations unclear and diffuse and difficult to practice. It is relevant to ask whether the public accessible parts of developed and populated coastal zones are identifiable through the infield–outfield divide; more specific and adapted regulation of public traffic is needed on private shoreline properties. 相似文献

This article examines salt‐water aquaculture (mariculture) legislation in California, Florida, and Maine, as illustrative of one generic response of the law to aquacultural innovation. Unlike aquacultural legislation in other states, generally drafted to restrict leasing of coastal waters for specific existing technologies, the legislation studied represents a more flexible approach which would accommodate new technologies. Analysis of specific provisions of the three laws indicates the complexity of the issues involved and a variety of mechanisms selected for regulating mariculture, and identifies different state priorities and goals. This report concludes that whereas broadly drafted legislation exemplified by the statutes under study is more likely to accommodate new mariculture technologies than piecemeal legislation, there are a number of complex issues that must be identified and resolved in order to achieve the desired results. The failure of each of the states to respond fully to the broad range of issues involved may inhibit aquacultural innovation or unduly restrict nonaquacultural uses of the coastal zone. 相似文献

Separation from partner and family has been found to be one of the most significant causes of stress for seafarers, with separation from the family one of the most important ‘stress’ factors influencing a decision to reduce planned sea service. Drawing on in-depth interviews with seafarers' partners in the UK, China and India, this paper focuses on the impact of seafaring on family life, with particular attention given to the effects of differing conditions of service and the range of company support available to seafarers and their partners. The paper concludes that the negative consequences of seafaring can be minimized by such policies as shorter trips, continuous employment (rather than employment by voyage) and opportunities for partners and families to sail. Whilst these measures may have financial costs, these can be off-set by improved retention of seafarers and the avoidance of stress-related illnesses. The design of public transport contracts provides an opportunity to define service quality standards to which an operator can be held accountable. While the specification of service quality standards is a common practice, the relationships between the specifications and customer satisfaction are often methodologically unclear. Based on a South African case study, the paper uses data collected from a group of passengers who have personal cars but choose to use public transport, and a control group of passengers who only use their cars, in the same corridor as the user group, to estimate a service quality conjoint model. The model is used to evaluate the effect of different public transport service packages, defined in terms of different combinations of service attributes, on passenger satisfaction. The paper confirms the need to classify service attributes in terms of their relative impact on passenger satisfaction, at the service design stages, where performance in respect of some attributes has a disproportionate impact on satisfaction, especially where public transport is competing directly with private transport. ABSTRACTThis paper investigates the factors affecting transshipment (T/S) hub port selection by a feeder port and helps shipping carriers make a decision about T/S hub port selection in a dual hub-port system. By employing established evaluation factors, a case study is conducted to weigh the priority of factors and to select an alternative T/S hub port, such as between the Shanghai and Ningbo ports from the Nanjing feeder port in the Yangtze River delta (YRD). A combined multi-criteria decision-making (MCDM) framework utilizing the analytic hierarchy process (AHP) and the consistent fuzzy preference relations (CFPR) method is employed to both reduce the number of pairwise comparisons by AHP and to obtain experts’ knowledge in the decision-making process. The result indicates that the cost, availability of hub port’s space allocation, and the connectivity between feeder port and hub port are crucial factors for T/S hub port selection by shipping carriers. In the case study, Shanghai is selected as the T/S hub port from the Nanjing feeder port. Nevertheless, Ningbo port has the advantage of cost, and if the relationship with feeder port can be improved, Ningbo port would be preferred over Shanghai as a T/S hub port for shipping carriers in a dual hub-port system. 相似文献
