The social and political economy of coastal zone management: Shrimp mariculture in Ecuador

Abstract

The paper examines the applicability of First World CZM policy for the Third World by focusing on Ecuador's shrimp mariculture, an industry whose explosive growth has reshaped the coastal zone and generated problems threatening loss of the resource base itself. This has led to recognized need for CZM and movement by development agencies to transfer the CZ policies of developed countries. Against this background, the analysis explores local concepts of investment and conservation, the role of government and law, and the influence of the social economy on mariculture development. It illuminates how local use and management of coastal resources is inseparable from specifically Ecuadorean cultural concepts, institutions, and practices. This places in relief the salient differences between management in the First and Third Worlds, illuminating how coastal zone management must not only be internally consistent, but cognizant of and integrated into the prevailing social, economic, and political conditions.

在简要分析我国煤矿配电网的基本结构的基础上,提出基于小波变换的通信系统,该系统采用小波基取代传统的正交频分复用中的余弦函数基的多载波调制技术.通过对6种典型小波基分析比较,结合井下低压电力线的应用条件,给出OFDM通信系统中小波基的选择原则,指出正交性在OFDM系统中具有重要作用.     

Marine Stingers: Review of an Under-Recognized Global Coastal Management Issue

Dangerous marine stingers (jellyfish) are an emotive issue in tropical Australia, where they are widely regarded as the number one marine health threat. However, numerous severe and fatal stings have been reported throughout the tropical and temperate seas of the world, indicating that marine stingers are a global health problem. Further, life-threatening jellyfish stings are more frequently reported globally now compared to earlier decades, possibly as a result of improved recognition and reporting, or increased spatial and/or temporal distribution or densities. As stinging incidents may also have significant financial implications (lost tourism revenues and liability settlements), and the treatment of envenomed patients comes at high cost to the taxpayer, this issue is also a management challenge. This article outlines suggested approaches, based largely on Australian experience, for dealing with this under-recognized global coastal management issue.     

考虑节点度的供应链网络风险模糊评估

从复杂网络角度将供应链网络风险分为“点中断风险”和“边中断风险”两大类，并重新定义了各自的主要风险要素．在此基础上，将网络的节点度指标引入风险评价中，建立了供应链网络风险的双层双维模糊评估模型．最后，以某三级供应链网络为例，由“微观”到“宏观”逐级对供应链网络风险进行了定量评估，仿真结果表明企业节点的度值作为供应链网络风险评估的过渡参数，可以有效提高评估结果的准确性．     

冻结法联络通道工程前期阶段风险管控——以福州市轨道交通2号线紫阳站—五里亭站区间超长联络通道及泵站冻结工程为例

冻结法联络通道工程是自身风险工程，为弥补联络通道冻结法工程施工之前（前期阶段）风险管控方面的缺失，以风险管控为主线，从工程技术角度对联络通道冻结工程的风险源识别与风险等级评价进行分析，提出减小或规避联络通道冻结工程风险的技术措施，包括： 1）合理选择联络通道的位置，尽量避开重大环境风险和工程地质风险； 2）适当增加联络通道处钢管片的数量，增强隧道结构整体强度和抵御风险的能力； 3）对联络通道前后一定范围的隧道管片背后进行二次注浆，适当加固地层； 4）优化联络通道及泵站的结构尺寸，以利于冻结施工； 5）合理进行冻结法加固专项设计，避免出现冻结薄弱面。
