浅议超标降雨的预防及应急措施

近年来,我国的城市积水、内涝现象时有发生,给人民群众的生命、财产安全带来了难以估量的损失。而造成城市积水、内涝的主要原因是由于地球环境的恶化,导致极端恶劣天气发生,一些高强度、连续性降雨频繁光顾人们的生活。这些高强度、连续性降雨大部分都是超过我国现有城市排水系统的设计标准的,因此,分析超标降雨下的城市积水风险,制定相应的预防及应急措施,对于确保城市安全,保障人民群众的利益等方面具有十分重要的作用和意义。该文从我国城市雨水排水设施的现状概况,城市积水、内涝的风险和标准的分析,超标降雨的预防及应急措施的制定等方面进行初步探讨,为如何应对超标降雨,保障人民群众的生命和财产安全提供一定的借鉴和参考。

该文依据上海地区砂性土层,围绕土压平衡盾构在砂性土层中进出洞的几种涌砂情况进行分析,并提出针对性的防漏、堵漏等施工技术措施,为盾构施工中类似风险控制起到些许参考作用.

Much Ado about Nothing? - An analysis of economic impacts and ecologic effects of the EU-emission trading scheme in the aviation industry

From 2012 on, all CO₂ emissions from flights departing from or arriving at airports within the European Union have to be offset. We analyze the economic and ecological impacts that are caused by an inclusion of the aviation industry into the proposed emissions trading scheme (ETS). Building on the now fixed system design we employ a simulation model to estimate the impacts of the scheme. Our results indicate that financial impacts are highly dependant on external settings, such as allowance prices and demand growth. We show that the financial burden on the aviation industry will be rather modest in the first years after the introduction of the system and therefore induce only low competition distortions. Likewise, emission reductions within air transportation will be comparably low. While aviation will induce a decline of emissions in other sectors, significant absolute reductions within air transportation can only be reached by a more restrictive system design.

地铁建设工程的风险管理应用研究

地铁建设工程作为一项大型工程项目,往往存在着大量的不确定风险因素,因而风险管理在地铁工程中变得越来越重要.文章通过对国内外地铁工程事故经验的探讨,提出了地铁建设工程中风险管理的框架,包括风险辨识、分析和评估、应对以及风险防范措施等,以预防和减轻地铁工程风险,达到降低风险等级的目的.     

GPS-based optimization of plug-in hybrid electric vehicles’ power demands in a cold weather city

Using the WPG03 duty cycle developed from global positioning data collected in Winnipeg, Canada, real world energy demands and costs are modeled. Three types of plug-in hybrid electric vehicles, four temperatures and two charging scenarios are compared to a vehicle with an internal combustion engine. Cold temperatures are shown to greatly affect vehicle operation energy costs, which is an important consideration for cold weather cities such as Winnipeg. The largest energy cost savings are obtained for smaller-battery plug-in hybrids that had the opportunity to charge during the day.     

城市公交车行驶工况的构建

以城市公交车为研究对象,运用覆盖率、路段频度等方法,选取城市典型的公交运行线路,并进行大量的实验和实际运行数据的采集。利用主成分析和聚类分析构建行驶工况,研究表明,将众多反映道路交通特征的运动学片段特征值用主成分析法压缩成代表原始数据80%以上信息的3个或4个公因子的方法是可行的,接着用聚类分析提炼这些运动学片段。根据统计分析的概率随机选择并重组实际运动学片段,并以典型公交线路为研究对象进行分析,得出一个基于实际公交车速度的行驶工况,构建能反映典型公交线路交通状况的工况。     

对隧道及地下工程建设风险管理的认识

分析工程建设风险管理的现状,指出着力执行工程建设风险管理是我国隧道及地下工程建设的迫切需要。阐明工程建设风险管理的概念,以隧道建设期岩溶地质风险的控制为例说明隧道及地下工程建设风险管理的主要时段及操作要点。剖析隧道及地下工程建设风险管理过程的重要特征及管理的突出难点。指出关键在于工程建设风险管理的有效性,并提出提高隧道及地下工程建设风险管理有效性措施:一是必须实施动态化管理,二是正确坚持专家评审制度,三是走专业化的道路。
