A competing Markov model for cracking prediction on civil structures

Cracks on the surface of civil structures (e.g. pavement sections, concrete structures) progress in several formations and under different deterioration mechanisms. In monitoring practice, it is often that cracking type with its worst damage level is selected as a representative condition state, while other cracking types and their damage levels are neglected in records, remaining as hidden information. Therefore, the practice in monitoring has a potential to conceal with a bias selection process, which possibly result in not optimal intervention strategies. In overcoming these problems, our paper presents a non-homogeneous Markov hazard model, with competing hazard rates. Cracking condition states are classified in three types (longitudinal crack, horizontal crack, and alligator crack), with three respective damage levels. The dynamic selection of cracking condition states are undergone a competing process of cracking types and damage levels. We apply a numerical solution using Bayesian estimation and Markov Chain Monte Carlo method to solve the problem of high-order integration of complete likelihood function. An empirical study on a data-set of Japanese pavement system is presented to demonstrate the applicability and contribution of the model.

Airport demand management: The operations research and economics perspectives and potential synergies

Airport demand management aims to mitigate air traffic congestion by limiting the imbalances between demand and capacity at busy airports through administrative measures (e.g., slot controls) or economic incentives (e.g., congestion pricing, slot auctions). This paper provides an integrated synthesis of the contributions of the fields of operations research/management science (OR/MS) and economics on the subject matter. From an operating standpoint, assessing the benefits of demand management requires estimates of airport capacity and models of airport on-time performance. From a managerial standpoint, the design of demand management mechanisms can be supported by decision-making models of flight scheduling. From an economic standpoint, the welfare impact of congestion pricing, slot controls and slot auctions depends on the market structure at the airport. This paper proposes an integrated framework that underscores the interdependencies between these operating, managerial and economic aspects to foster cross-disciplinary approaches toward more effective demand management policies at busy airports worldwide.     

The implications of MARPOL Annex V on the management of ports and coastal communities

Abstract

The passage of the Marine Plastics Pollution Research and Control Act of 1987 (MPPRCA), which codified Annex V of the International Convention for the Prevention of Pollution from Ships (MARPOL), has encompassed every commercial and recreational shipping and boating facility in the United States. As a group, these ports, harbors, and marinas form a significant, although proportionately small, portion of the coastline of the country. More important, the economic benefits derived from the complex shoreside infrastructures required for international ocean trade, commercial and recreational fishing, and pleasure boating indicate just how critical it is for these facilities to be in conformance with effective and prudent coastal zone and environmental management practices.     

面向传染病疫情防控的公共交通运行管理决策支持研究

近年来全球新发重大传染病疫情不断出现，已成为人类社会必须防范应对的重大风险。公共交通在传染病疫情防控过程中承担着阻断病毒传播和保障复工复产的功能，疫情期间公共交通运行管理的决策需求和技术支撑体系与日常情况有显著差异。现有研究多针对公交日常运行决策需求展开，虽有少量针对突发公共事件的应急管理决策支持的研究，但多针对自然灾害和事故灾难场景，无法迁移应用于传染病疫情防控。基于此，以新型冠状病毒肺炎（COVID-19）疫情为例，综合考虑突发公共卫生事件应急管理流程和疫情防控实际情况，系统梳理疫情不同阶段的防控目标和决策需求，提出一种面向传染病疫情防控的公共交通运行管理决策支持系统框架，建立基于公共卫生事件案例库、多源数据融合库、公交数据分析技术库和公交防疫策略库的功能架构，并设计不同功能模块的算法模型。研究以厦门为例，对提出的决策支持系统的功能架构和算法模型进行验证。研究结果表明，构建公交乘客出行链的成功率为89.7%，并可应用于疫情不同阶段的关联客流分析、感染者同乘人员的追溯分析、医护人员等防疫人员的通勤出行识别、公交运行满载率监控等方面。研究成果不仅对传染病疫情防控有实用价值，而且对突发公共事件应急管理决策支持方法亦有理论贡献。
