巧用机车应急电源

长期以来铁路战时或平时保障应急供电一般采用战备发电车。一台战备发电车,平时最少需要4名专职人员进行维护、看管、试运转和日夜轮流值班;还要占用站场股道,动用时需要机车牵引;所占用的车辆长期处在负载状态下,还需定期检修和厂修,每次厂修比一般车辆费用都高。目前路内的发电车正处在需要更新的阶段。为此,由济南铁     

S^2 BHCA Multiple AUVs cooperation oriented control architecture

Oceanographic survey, or other similar applications should be the applications of multiple AUVs. In this paper, the skill ＆ simulation based hybrid control architecture （S^2BHCA） as the controller＇s design reference was proposed. It is a multi-robot cooperation oriented intelligent control architecture based on hybrid ideas. The S^2BHCA attempts to incorporate the virtues of the reactive controller and of the deliberative controller by introducing the concept of the ＂skill＂. The additional online task simulation ability for cooperation is supported, too. As an application, a multiple AUV control system was developed with three ＂skills＂ for the MCM mission including two different cooperative tasks. The simulation and the sea trials show that simple task expression, fast reaction and better cooperation support can be achieved by realizing the AUV controller based on the S^2BHCA.     

借鉴国外经验推进国家水上污染应急体系建设

2006年1月8日，国务院发布了《国家突发公共事件总体应急预案》。总体预案作为全国应急预案体系的总纲，指导着各类突发公共事件应急预案的框架体系、工作机制的建立，总体预案所提出的“以人为本，减少危害；统一领导，分级负责，执法规范，加强管理；快速反应，协同应对，依靠科技，提高素质”的工作原则，     

地铁反恐怖刍议

地铁一直都是恐怖分子袭击的重要目标，施放毒气及生化制剂、爆炸、纵火是地铁恐怖袭击的主要类型。我国应建立高效的反恐应急体系和协调机制，制定地铁反恐应急预案及预案演练，切断恐怖分子的危险物品来源，提供反恐怖的科技保障，进行安全防范和检查，加强民众安全防范教育，提高防范和应对恐怖袭击的能力。
