In the United States, federal funding for public transit often accounts for a large proportion of a local agency's budget, especially for capital investments. For this reason, local governments can be expected to plan a portfolio of projects that maximize federal contributions. This study examines the financial effects of federal transit subsidy policy on local transit investment decisions. Data from a System Planning Study for the Geary Corridor in San Francisco are used as an illustration. It is found that federal transit subsidy policy provides financial incentives for local decision-makers to select capital-intensive investment options that may not be efficient or effective. While federal financial incentives are not the only factor influencing local investment decisions, some reform of the current subsidy policy may be necessary to reduce the incentive for ineffective use of public resources. 相似文献

The integration of internet and mobile phones has opened the door to a new wave of utilizing private vehicles as probes not only for performance evaluation but for traffic control as well, gradually replacing the role of traffic surveillance systems as the dominant source of traffic data. To prepare for such a paradigm shift, one needs to overcome some key institutional barriers, in particular, the privacy issue. A Highway Voting System (HVS) is proposed to address this issue in which drivers provide link- and/or path-based vehicle data to the traffic management system in the form of “votes” in order to receive favorable service from traffic control. The proposed HVS offers a platform that links data from individual vehicles directly with traffic control. In the system, traffic control responds to voting vehicles in a way similar to the current system responding to prioritized vehicles and providing the requested services accordingly. We show in the paper that the proposed “voting” system can effectively resolve the privacy issue which often hampers traffic engineers from getting detailed data from drivers. Strategies to entice drivers into “voting” so as to increase the market penetration level under all traffic conditions are discussed. Though the focus of the paper is on addressing the institutional issues associated with data acquisition from individual vehicles, other research topics associated with the proposed system are identified. 合理设置高速公路收费站ETC (Electronic Toll Collection)车道数量,对高速公路通行效率至关重要。针对目前路网中ETC与MTC (Manual Toll Collection)车辆混行的情况,考虑ETC的普及率,结合多用户路网均衡模型和排队论方法,建立基于双层规划模型的高速路网ETC车道优化布设方法。上层模型以车辆总通行时间最小为目标,优化设置进出收费站的ETC车道数量;下层模型为多用户路网均衡模型,反映ETC和MTC车辆的路径和收费车道选择行为。下层模型通过设计收费站的等价拓扑结构,表征收费站的车道使用规则及车辆的收费车道选择行为,并采用排队论方法估计ETC和MTC车道的收费排队时间。根据模型的特点设计了基于主动集的启发式算法,利用参数二进制与拉格朗日函数法确定迭代下降方向,解决了下降方向与步长难以计算的问题;通过内嵌优化函数的方式,保证在主动集转化过程中上层约束均不会失效,且避免了迭代过程中的模型解退化问题。基于上海市绕城高速进行实证分析,结果表明:随着ETC普及率的提升,收费排队时长按照负指数趋势下降;与按比例布设ETC车道的方法相比,所提方法最高可降低57.4%的收费排队时间,且该方法可以避免ETC车道布设过多对于MTC车道通行能力挤压造成的负面效果。研究成果可以有效指导高速路网ETC车道的布设,提高路网通行效率。 相似文献

Transit agencies implement many strategies in order to provide an attractive transportation service. This article aims to evaluate the impacts of implementing a combination of strategies, designed to improve the bus transit service, on running time and passenger satisfaction. These strategies include using smart card fare collection, introducing limited-stop bus service, implementing reserved bus lanes, using articulated buses, and implementing transit signal priority (TSP). This study uses stop-level data collected from the Société de transport de Montréal (STM)’s automatic vehicle location (AVL) and automatic passenger count (APC) systems, in Montréal, Canada. The combination of these strategies has lead to a 10.5% decline in running time along the limited stop service compared to the regular service. The regular route running time has increased by 1% on average compared to the initial time period. The study also shows that riders are generally satisfied with the service improvements. They tend to overestimate the savings associated with the implementation of this combination of strategies by 3.5-6.0 min and by 2.5-4.1 min for both the regular route and the limited stop service, respectively. This study helps transit planners and policy makers to better understand the effects of implementing a combination of strategies to improve running time and passenger’s perception of these changes in service. 相似文献
