高职德育与当代中国精神的关系探析

The implications of MARPOL Annex V on the management of ports and coastal communities

Abstract

The passage of the Marine Plastics Pollution Research and Control Act of 1987 (MPPRCA), which codified Annex V of the International Convention for the Prevention of Pollution from Ships (MARPOL), has encompassed every commercial and recreational shipping and boating facility in the United States. As a group, these ports, harbors, and marinas form a significant, although proportionately small, portion of the coastline of the country. More important, the economic benefits derived from the complex shoreside infrastructures required for international ocean trade, commercial and recreational fishing, and pleasure boating indicate just how critical it is for these facilities to be in conformance with effective and prudent coastal zone and environmental management practices.

Abstract

The Florida Keys are an example of a fragile resource threatened by development. The early division of the area into small lots made conventional planning and regulation difficult. This paper describes the creation of a conservancy for the Keys—the history of development, the conditions necessitating a conservancy, and the political wrangling it took to implement the conservancy.     

Decentralized Coastal Zone Management in Malaysia and Indonesia: A Comparative Perspective 1

Transferring decision-making process from central to local government and enhancing the role of local communities in managing coastal zones is an increasing commitment by governments in Southeast Asia. This article analyzes decentralized coastal zone management in two neighboring countries, Malaysia and Indonesia. The Federal system in Malaysia is argued to be able to influence more decentralized coastal zone management and to promote community-based management approaches. Meanwhile, the large diversity of coastal resources and communities combined with a still as yet tested decentralization policy in Indonesia is argued to bring more challenges in implementing the decentralization and community-based approaches in coastal zones. The lessons learned in this study provide insight in how far decentralized coastal zone management has taken place in Malaysia and Indonesia. The significant differences in the pattern of coastal zone management in these two countries are discussed in detail. This study recognizes that co-management and community-based approaches can be appropriate in dealing with coastal zone management. This comparative perspective is important to the development of a bigger picture of sustainable coastal zone management processes and cross-regional knowledge-sharing in Southeast Asia.     

Introduction to the Theme Issue: The Role of Geography in Contemporary Coastal Management Policy and Practice

This article provides a brief introduction to the theme issue on “The role of geography in contemporary coastal management policy and practice.” The theme is addressed through a suite of seven articles that collectively consider how geographical understandings and methods relate to contemporary coastal policy and practice. The key theme to emerge from the articles is that geography forms an underlying framework for considering integrated coastal management, largely due to the integrative nature of geography itself.     

天津滨海地区地铁工程耐久性影响因素分析

鉴于天津滨海地区地铁工程环境的复杂性和特殊性,对影响耐久性的氯离子侵蚀、硫酸盐侵蚀、杂散电流、碳化破坏和冻融破坏等主要外部工程环境因素进行了分析和阐述,主要分析了其成因、机理及现行规范中的相关规定等,为工程的耐久性设计、施工及运营提供参考借鉴。最后建议天津滨海地区地铁工程建设引入针对性的耐久性专题研究,以保证百年设计目标的顺利实现。     

Urban transportation in Chinese cities: An efficiency assessment

We use 2008 data for 34 Chinese cities to compare urban transportation systems. The results show stronger eastern and central cities focusing more on high capacity and less on sustainable modes of transportation, while western cities do the opposite. Chinese cities with more sustainable transportation are also more likely to have lower gross domestic product per capita, be smaller, are less urbanized and have higher bus usage. This model needs to change to align with China’s new policy priorities.
