Ocean citizenship describes a relationship between our everyday lives and the health of the coastal and marine environment. Through our everyday lives we affect, and are affected by, the marine and coastal environment in numerous ways. As such, individuals have a responsibility to make informed lifestyle choices to minimize this impact. In doing so, the actions of individuals can contribute to the amelioration of large-scale and seemingly insurmountable geographical problems. This article outlines the concept of ocean citizenship within the context of the public understanding of marine environmental issues. The article draws heavily on the experience of the National Maritime Museum as an important contributor to the development of ocean citizenship in the United Kingdom. Specifically, the Planet Ocean initiative will be examined, in which the Museum has adopted a multimodal approach to public engagement through exhibitions, educational resources, and specific research publications. The article concludes by highlighting the importance of geography in the development and sustainability of ocean citizenship.  相似文献

This article considers the issue of economic development as a component of coastal management initiatives in developed countries, focusing on the Forth Estuary Forum as a case study. The evolution of coastal management into integrated coastal management is briefly considered, as is the context of the Scottish coastal management system and a brief discussion of the variations between the different legal systems within the UK. The current hurdles to economic development and the views of developers and economic agencies being considered in the coastal management process itself are highlighted, illustrating the process of integration and the current voluntary regime in the UK, particularly in the Forth Estuary Forum. The article concludes that economic development issues must be taken seriously if coastal management is to be integrated and inclusive.  相似文献

Standardized and free-format questionnaires on the state of coastal management were fielded to coastal management practitioners during three workshops and a national feedback and recommendation workshop. The most commonly cited responses were identified for each of 13 political regions and overall trends were identified. Management frameworks frequently included research, community organizing, education, livelihood, resource enhancement, resource protection, regulation, and networking components. Gender issues, documentation, and infrastructure investment were rare. The most commonly perceived environmental problem was illegal/ destructive fishing and its associated overfishing and low fish catch. The most commonly cited socioeconomic problem was the inadequacy of law enforcement. The best monitored variables were usually those related to environmental management: status and change of habitats, resources, and degree of enforcement/patrolling activities. The most common nonregulatory enhancement, aside from environmental education (which is the most popular), was mangrove reforestation. In terms of regulations, the majority of the respondents have reportedly formulated an integrated coastal management plan. In practice, regulating destructive and illegal fishing practices and then the establishment of fish sanctuaries are the next most implemented. The most popular quality-of-life enhancement strategies focused on the improvement of sustainable fishing as a livelihood and on a variety of supplementary livelihoods. The most usual institutional intervention being implemented was the setting up of local community people's organizations. Major factors which may influence success or failure of coastal management and recommendations on research, community organizing and livelihood, legislation and policies, implementation and coordination, and networking are also summarized.  相似文献

Since 1992, coastal researchers at the University of North Carolina at Wilmington have been documenting the impacts of human recreational use on Masonboro Island, a component of the North Carolina National Estuarine Research Reserve, and the subsequent natural processes that mitigate these impacts. Both short-term and long-term natural mitigational processes were identified. The effects of these processes were found to be much more rapid than similar impacts on typical terrestrial settings. However, careful examination of the data suggests that both physical location of the impact site and natural variability of weather patterns and events play a role. Management implications of these findings are proposed.  相似文献

Anecdotal evidence indicates that commercial and recreational water-dependent uses have been under development pressure in recent years, and in some cases have been converted to other uses. The conversion of water-dependent uses, which range from commercial shipyards to recreational marinas, may have many public costs, including the loss of access to public trust waters, the loss of jobs and associated economic activity, and the loss of traditional working waterfronts. This two-part study investigated the role of five coastal management programs in the northeastern United States in managing, monitoring, and protecting water-dependent uses. First, coastal managers in Massachusetts, Rhode Island, Connecticut, New York and New Jersey were interviewed to assess the conversion problem. Second, in collaboration with New York City-based Regional Plan Association, follow-up interviews were conducted with coastal managers and local planners in Connecticut, New York, and New Jersey to gain greater insight into the role of coastal management programs and local governments in managing and promoting water-dependent uses. This article presents select findings from this study and discusses recommendations for improving the capacity of coastal management programs and local governments to manage water-dependent uses for the benefit of the public.  相似文献

Seasonal changes in the abundance and biomass of cyanobacteria (Synechococcus and Prochlorococcus) and picoeukaryotes were studied by flow cytometry in the upper layers of the central Cantabrian Sea continental shelf, from April 2002 to April 2006. The study area displayed the typical hydrographic conditions of temperate coastal zones. A marked seasonality of the relative contribution of prokaryotes and eukaryotes was found. While cyanobacteria were generally more abundant for most of the year (up to 2.4 105 cells mL− 1), picoeukaryotes dominated the community (up to 104 cells mL− 1) from February to May. The disappearance of Prochlorococcus from spring through summer is likely related to shifts in the prevailing current regime. The maximum total abundance of picophytoplankton was consistently found in late summer–early autumn. Mean photic-layer picoplanktonic chlorophyll a ranged from 0.06 to 0.53 µg L− 1 with a relatively high mean contribution to total values (33 ± 2% SE), showing maxima around autumn and minima in spring. Biomass (range 0.58–40.16 mg C m− 3) was generally dominated by picoeukaryotes (mean ± SE, 4.28 ± 0.27 mg C m− 3) with an average contribution of cyanobacteria of 30 ± 2%. Different seasonality of pigment and biomass values resulted in a clear temporal pattern of picophytoplanktonic carbon to chlorophyll a ratio, which ranged from 10 (winter) to 140 (summer). This study highlights the important contribution of picoplanktonic chlorophyll a and carbon biomass in this coastal ecosystem.  相似文献

Previous optimum multiparameter analyses have investigated spatial distribution of water masses and reported successful results. This study tests the method further with application to a time series to examine temporal variability in water mass distribution. Observations collected from the Sargasso Sea are utilised, mainly to detect well-documented property changes that have occurred in Labrador Sea Water, but also possible fluctuations in water mass contributions as a whole.The results show much structure and variability in the contributions of Central Water and upper deep waters in the depth range 900–2000 m. It is proposed that the passage of warm and cold core eddies is indicated by these changes in relative contributions of water masses, although quantitative comparison of satellite altimetry data with the model results is not conclusive.Significant irregularities in the distribution of Labrador Sea Water are also revealed by the model. Through-flow of modified (since the early 1990s) Labrador Sea Water is denoted in the results by an apparent absence from mid-1995 to early 1998. This suggests a transit time of 5–6 years between the Labrador Sea and Bermuda, which is consistent with observational findings described in the literature.  相似文献

Extreme coastal events require careful prediction of wave forces.Recent tsunamis have resulted in extensive damage of coastal structures.Such scenarios are the result of the action of long waves on structures.In this paper,the efficiency of vegetation as a buffer system in attenuating the incident ocean waves was studied through a well controlled experimental program.The study focused on the measurement of forces resulting from cnoidal waves on a model building mounted over a slope in the presence and absence of vegetation.The vegetative parameters,along with the width of the green belt,its position from the reference line,the diameter of the individual stems as well as the spacing between them,and their rigidity are varied so as to obtain a holistic view of the wave-vegetation interaction problem.The effect of vegetation on variations of dimensional forces with a Keulegan-Carpenter number(KC) was discussed in this paper.It has been shown that when vegetal patches are present in front of structure,the forces could be limited to within F*£1,by a percentile of 92%,90%,55%,and 96%,respectively for gap ratios of 0.0,0.5,1.0,and 1.5.The force is at its maximum for the gap ratio of 1.0 and beyond which the forces start to diminish.  相似文献
