The role of the Internet in coastal management practice is analyzed through the Internet's communication and information access capacity. Primary and secondary impacts of the Internet in coastal management are assessed. A broad research framework is employed, including background on the development and spread of the Internet worldwide; analysis of emerging literature on the societal impact of the Internet; limited existing research on the use of the Internet by environmental management professionals generally and coastal managers in particular; and personal experience of the authors in the development of coastal management Internet sites. This analytical framework is supplemented by the first survey of integrated coastal management (ICM) Internet websites by www.coastalmanagement.com and a case study of the Internet Center for Coastal Management (ICCM) Internet-based communication platform based at the University of Washington. The survey of ICM websites found a total of 77 websites worldwide, with a dominance of sites in English located in the developed world. Assessment of the first year of operation of the ICCM project to facilitate discussion between coastal management practitioners and students in the United States and the Philippines demonstrates the enormous potential of the Internet as a communications tool in coastal management and also reveals the many practical technological and cultural constraints of using the Internet, especially in working on a project between the developed and developing world. Three groups of scenarios of the future use of the Internet in coastal management with decreasing levels of forecast certainty, namely, "probable," and "possible," and "potential for" are presented and discussed. Finally, the potential for the Internet to fundamentally transform the practice of coastal management is analyzed. It is concluded that while such a potential exists, there remain significant research questions requiring further analysis before the full transformative potential, and the possible impacts of such a transformation on coastal management, can be fully assessed. This article aims to provide a benchmark against which such future assessments can be made.  相似文献

This article presents the results of a three-year effort at applying information technology to the problem of collaborative natural resource management in San Diego Bay. As such, it represents an approach to integrated coastal zone management (ICZM). This effort resulted from a collaboration between the San Diego Supercomputer Center at the University of California, San Diego and the San Diego Bay Interagency Water Quality Panel for the purpose of (1) developing an environmental data repository to facilitate the acquisition and sharing of data and (2) the development of a visual model of the bay in support of the development of a comprehensive, coordinated management plan for San Diego Bay. It was determined from this study that information technology is an important and key component to ICZM but that sociopolitical factors may override the benefits of decision-support systems and should be considered at the outset of any project of this kind.  相似文献

Findings are reported of the VALCOAST project that had as one of its research objectives to ascertain: (a) stakeholder willingness to participate and cooperate in coastal management (CM), given local and national CM practices; and (b) stakeholder assessment of the "accessibility" and "friendliness" of current CM processes. The project involved case studies and stakeholder interviews in Belgium, Greece, Spain, and the UK. Major findings include: (1) most stakeholders are willing to cooperate in three out of the four case areas, but not to the same extent; (2) the participating "officials" in the case studies are expecting the stakeholders to be less willing to cooperate than the latter indicate; (3) stakeholders in all case studies do not expect to be heard by those responsible for CM, find it difficult to learn about the relevant institutional arrangements, and consider the communication of the objectives and anticipated impacts of CM policies to be inadequate. It is concluded that the strong evidence of stakeholders' potential willingness to cooperate in local initiatives is very encouraging for a devolved, regional approach to European Union coastal management policies, provided that this potential is capitalized upon in such policy processes.  相似文献

The structure and dynamics of the benthic invertebrate megafauna of the Southeastern Brazilian shelf were studied over a 2-year period. Two regions presenting different oceanographic conditions, Ubatuba-SP and Cabo Frio-RJ were compared in terms of biomass, density of organisms and species richness. Two to three 30-min tows were undertaken at each of the stations, located at 40 and 100 m isobath, in a normal transect offshore of both regions. Faunal distributional patterns correlated with water mass dynamics, depth and sediment parameters. In the Cabo Frio region, subjected to a Ekman-driven seasonal coastal upwelling, the impact of the South Atlantic Central Water (SACW) on the inner shelf leads to a change in the benthic communities, with a high dominance of top carnivores such as the crab Portunus spinicarpus and the sea-star Astropecten brasiliensis, which accounted for the larger part of the total biomass. Distinct species associations were found in each of the two regions and the total biomass at Cabo Frio inner shelf was almost twice that of Ubatuba during the 2002 summer, when a marked upwelling was verified. The relationship between megabenthic biomass and input of organic matter to the sea floor during upwelling events is discussed.  相似文献

The U.S. national beach nourishment experience is summarized for the East Coast barrier islands, the Gulf of Mexico, New England, and the Great Lakes. A total of 1,305 nourishment episodes on 382 beaches are recorded at a total estimated cost of approximately $1.4 billion ($2.5 billion in 1996 dollars). In terms of both volume and costs, nourishment has been the most extensive by far on the East Coast barrier islands. Depending on the region, between 65% and 85% of all nourishment projects have a federal funding component. Annual expenditures and sand volumes for beach nourishment are increasing, especially on East Coast barriers. At present, total annual national beach nourishment costs (excluding the Pacific Coast) are on the order of $100 million per year. The cost per cubic yard of nourishment sand as expressed in 1996 dollars has remained more or less constant over time. Additionally, the volumes of sand needed for subsequent nourishment episodes on individual beaches do not decrease, despite contrary assumptions in the shoreface-profile-ofequilibrium concept that subsequent nourishment volumes should diminish. In light of the historical experience of beach nourishment identified in this study, individual state and local coastal communities should reevaluate their plans for future beach nourishment programs. This article examines the suitability and potential advances of decision-theoretic models from finance regarding investment decisions in shoreline stabilization projects. A set of scenarios represents the dynamics of the decision-state facing the planner and identifies factors that should be incorporated into the decision-making process. It is shown that decision models from finance can account for the risk and uncertainty inherent in shoreline stabilization projects, potentially suggest improvements and refinements to presently used cost-benefit analysis procedures, and offer new tools that can aid in decisions concerning provision of shoreline stabilization. The outcomes of these scenarios justify better planning and control of existing and future building, and that of poststorm policies. Lastly, these models allow us to explore the range of our understanding of coastal processes and interactions with shoreline stabilization projects and can identify new and useful data needed in coastal management and hazard management decisions.  相似文献

The key features of the western Galician shelf hydrography and dynamics are analyzed on a solid statistical and experimental basis. The results allowed us to gather together information dispersed in previous oceanographic works of the region. Empirical orthogonal functions analysis and a canonical correlation analysis were applied to a high-resolution dataset collected from 47 surveys done on a weekly frequency from May 2001 to May 2002. The main results of these analyses are summarized bellow. Salinity, temperature and the meridional component of the residual current are correlated with the relevant local forcings (the meridional coastal wind component and the continental run-off) and with a remote forcing (the meridional temperature gradient at latitude 37°N). About 80% of the salinity and temperature total variability over the shelf, and 37% of the residual meridional current total variability are explained by two EOFs for each variable. Up to 22% of the temperature total variability and 14% of the residual meridional current total variability is devoted to the set up of cross-shore gradients of the thermohaline properties caused by the wind-induced Ekman transport. Up to 11% and 10%, respectively, is related to the variability of the meridional temperature gradient at the Western Iberian Winter Front. About 30% of the temperature total variability can be explained by the development and erosion of the seasonal thermocline and by the seasonal variability of the thermohaline properties of the central waters. This thermocline presented unexpected low salinity values due to the trapping during spring and summer of the high continental inputs from the River Miño recorded in 2001. The low salinity plumes can be traced on the Galician shelf during almost all the annual cycle; they tend to be extended throughout the entire water column under downwelling conditions and concentrate in the surface layer when upwelling favourable winds blow. Our evidences point to the meridional temperature gradient acting as an important controlling factor of the central waters thermohaline properties and in the development and decay of the Iberian Poleward Current.  相似文献
